One of the problems is this...

5 Indian reservations wrap around Escondido California. IF Amber is held at a home in a basement on any of these Indian reservations Not One American, not even local Escondido police has any right to go in and search for her..
IF No other Indian reports it, then she could be in that basement forever.
Who ever allowed that Indian Nation Law to exist is Anti American. Anything from Little girls to Terrorist weapons could be held or stored on these lands..

I am so glad that I am a monkey! Thank you so much Klaas for allowing me to join! I have spoken to Carrie recently and she is waiting to hear about any possible leads that may have been developed by the search dogs. As you can imagine, the waiting is extremely hard on her. I am really interested in this post Edward as I live in the area. What jurisdiction would the Feds have on an Indian Reservation with regards to any missing child that is not Native American? I know that they changed some laws due to the high numbers of sex offensives that do happen on Indian Reservations. It is my understanding that on the average, one in 5 people are victims of sexual offenses, but on Indian Reservations, that number is closer to 1 in 3.

An Indian reservation is an area of land managed by a Native American tribe under the United States Department of the Interior's Bureau of Indian Affairs. Because Native American tribes have limited national sovereignty, laws on tribal lands vary from the surrounding area. These laws can permit legal casinos on reservations, which attract tourists.

The tribal council, not the local or federal government, has jurisdiction over reservations. Different reservations have different systems of government, which may or may not replicate the forms of government found outside the reservation. Some Indian reservations were laid out by the federal government; others were outlined by the states.

On the other side of that coin..

Congress was first confronted with the issue of sex offender registration following an incident at a BIA Indian school on the Hopi reservation after a BIA school teacher was convicted of molesting 142 Indian boys during a six-year period in the 1980s. The case, which resulted in a criminal conviction and a $50 million civil settlement, left a scar on the national consciousness. Despite this history, Congress all but ignored the needs of Indian victims and Indian tribes when it enacted the Sex Offender Registration and Notification Act as part of the Adam Walsh Act, mandating sex offender registration nationally.


“Indian women suffer two and a half times more domestic violence, three and a half times more sexual assaults, and 17 percent will be stalked — and I’m a victim of all three,” said Pauline Musgrove, executive director of the Spirits of Hope Coalition, an advocacy group in Oklahoma.

Alaska has the highest incidence of forcible rapes of all women, the report said, and Native Alaskans in Anchorage were nearly 10 times more likely to be victims of sexual assault than non-natives. Oklahoma’s 401,000 American Indians (according to 2005 Census estimates that include people listing mixed racial heritages) share 39 tribal governments and a patchwork of Indian and non-Indian lands; there are no reservations in Oklahoma, which is second only to California in its Indian population.

Also it appears that the Federal Marshall can go and investigate crime on Indian land when instructed to do so by the Federal district attorneys office.



A little-noticed provision in a 2006 federal sex-offender law is rankling American Indian tribes in six states because it would give state law enforcers unprecedented authority to monitor child molesters living on tribal land.
Tribal officials are raising objections because they see the provision as an erosion of their sovereignty, and they argue they weren’t consulted when Congress drafted the Adam Walsh Child Protection and Safety Act, which overhauls how sex offenders across the country are registered and tracked.

“It’s kind of like us calling France and telling them what to do,” said Kristen Anderson, who has analyzed the Adam Walsh Act as deputy director for case analysis and support with the National Center for Missing and Exploited Children, a quasi-governmental organization that seeks to prevent sexual abuse of children.

Thank you so much Edward! It is good to know that the Federal Marshall can go on their land if ever there was a need. I would imagine it would take quite a while to get through all of the red tape.

What is interesting is the last part of that research where the Walsh law gives the states the right to go look at convicted sex offenders..anywhere in the united states..
That means that ANY sex offender living on Indian land can be rousted and his property searched by parole or probation officers at anytime.
Now that this case of the girl held for 18 years should put an explanation point on that kind of search..!!
That would be the trick for searching reservations around Escondido.


For all I know all reservation land has already been searched.

People seem to think that since she left Idaho on her own to move in with this fellow there should not be a kidnapping charge .. and some think there should be No charges against him.

She is 15 years old for christ sakes...

Last night I did read that again.. I do not know why I missed it the first time.. HE is only 18

They are only 3 years apart. and they are both kids..

Is 18 the age we cut off there nuts ??  His life would be ruined forever..
I would rather that somebody would set an age of allowance... She did leave of her own accord..There apparently was no kidnap involved of any kind.. I do not like prosecutors doing things like that.

What do you think ?

Thank you Northern Rose! I was just wondering if anyone else saw the tape of the truck in question at the high school. I get the feeling that there may have been more to that tape than what we saw. It just did not seem complete to me for some reason.

I have read the majority of the posts. I was just wondering if there was more to the video that the police did not disclose. I also have read your suspect list and the guys in Poway were on my mind as well. I wonder if they let the other girl go because she was not what they wanted and she was basically a practice run. It does seem as if a lot of the suspects in California are hispanic. It makes you wonder if there may be some reverse trafficking going on. I have compiled many lists of missing girls and they never really amount to much of anything in relation to Amber. The only thing that I can see with any sort of pattern are the girls that went missing in Northern California in the 80's. Would a SO wait 20 years?

Thank you for the welcome. I am so happy to be here! I wish they had found something on the other missing Northern California girls. Oddly enough, one of the girls on my list was Jaycee Dugard. It makes a lot of sense if someone did go to prison and then got out. The only other thing is that it has been 6 months since Amber disappeared and as far as I know, she is the only one in the area to go missing that was not some sort of family abduction. There have been a few supposed run aways in her age range but I cannot find much information at all on those girls.

I do think there is more to the video..
 When those guys let the girl go I wondered if they had some form of police scanner.. or they did not know her age and when they found out they decided to let her go.
Being a SO is a lifetime event. I do not think there is a cure..
I believe that Any Anti Social behavior is intermittent.. I think they hide the evil side well.
I think there are many sociopath people with different levels of behavior problems. 
Although there is no stranger abductions in Escondido I have narrowed down the various attacks around the area and I have been giving it a lot of consideration that the attempted abduction in Redondo Beach as well as a kidnap of a bartender who's body was found just east of san bernadino as well as the little 3 year old boy all have the same 2 males involved..
Although Amber is missing just a little bit south, it would be on the way to san bernadino along 15 as if they were coming from the direction of Mexico..

yes they are trained by some drug lord in Mexico, they have become professionals by practicing there learned art of abduction as practice makes perfect.. Americans have no clue as to what is going on here..
 As far as the hispanic involvment in these attempted and actual abduction is alarming.
Machismo is a practice of hispanic cultures .. These people are targeting children..
Why havent the cops caught the walmart molester yet ?? They have perfect images of him and his pick up
He was practicing too.

I wish they would catch that freak, Edward. I found SO many cases of "Walmart molesters" when I did the search. I don't like shopping at Walmart, but I would gladly shop there every day, if I could catch one of these freaks while they are molesting a child. I would gladly go ballistic & go to jail. This all just makes me so nuts. I am terrified for Amber and hoping she can come home safe.

Are you referring to Amber's family? They have done so much with regards to searching for Amber. They have hired 2 private investigators, they have vigils constantly, searches constantly, flyer distributions constantly. Amber's mom Carrie has even gone to Washington to help look for Lindsey Baum. I am local to the Amber Dubois case so I know how much the family does. What questions are the family not answering? The last I heard, Amber's mom is waiting to hear if any leads came from the last search dogs that were brought in. I think about Amber daily and I have never even met her. I cannot even begin to imagine what the family is going through.
