I believe he is referring to the Cardon 3 block,as we've posted before.Black Gold being sucked right out from underneath their ROCK..Wouldn't that be an interesting twist,"IF",Silvetti sold that mapping to Chevron,and or Venezuela....Just a thought.....

Well, we KNOW that Persistence was right there doing their mapping.  That article talks about border waters - and Aruban waters only go out what......6 miles or something?

So yeah - if that's just a typo for Cardon 3 - which it appears to be from the 2nd article TxMom posted -  then yes, that answers a LOT of our suppositions, now doesn't it?

I mean, who else in recent times has been MAPPING the ocean floor in that area aside from Persistence?

ORANJESTAD, Aruba On a clear day, one can easily see Venezuela from the southern part of this tiny Dutch Caribbean island - and its flaming towers drilling for oil and gas. Russia and Venezuela recently began a joint drilling project in the waters bordering Aruba. The government of Venezuelan President Hugo Chavez claims 28 fields holding an estimated 27 trillion cubic meters of natural gas. A Russian consortium that includes the state-owned Gazprom is exploring five fields. One of them - Cardon 3 - is less than 14 miles away from Aruba. The project is causing concern in Aruba and the Netherlands, which is responsible for Aruba's foreign affairs, because Venezuela did not inform either in advance of its plans, thereby violating an agreement signed in 1971 and ratified in 1986. "They do not really need to ask us for approvals or permission to drill, but needed to inform us," said Jocelyne Croes, a political minister at the Dutch Embassy in Washington. US oil company Chevron (NYSE: CVX) has found about six trillion cubic feet (Tf3) of natural gas in block 3 of eastern Venezuela's Deltana platform, enough to warrant the country's first liquefied natural gas (LNG) train, Ali Moshiri, the president of Chevron Latin America Upstream, told BNamericas.





Venezuela's energy and oil minister and state oil firm PDVSA president Rafael Ramírez said that the size of Chevron's Deltana find is closer to 7Tf3, but that even at 6Tf3 it is much more than original reserve estimates.


Chevron announced in June a "significant" natural gas find on block 3, one of five offshore blocks in Plataforma Deltana, but this is the first time the company has announced the size of the find.


The discovery was made at the offshore Macuira 1X exploration well in block 3. The well tested at a rate of 51 million cubic feet a day of natural gas.


The well is located relatively close to and on trend with the Loran gas field in block 2, where Chevron drilled four successful exploration wells in 2004.


Chevron operates block 3 with a 100% stake. PDVSA has an option to back into the block up to 35% upon declaration of commerciality. Chevron was awarded the license for block 3 in August 2004.


Chevron also operates block 2 with a 60% stake and fellow US company ConocoPhillips has the remaining 40%.


GULF OF VENEZUELA


Chevron was also awarded on September 8 an exploration license for the Cardón III block off the coast of Falcón state in the western Gulf of Venezuela as part of the first stage of the government's Rafael Urdaneta tender.


Moshiri said he is eager to start exploration on Cardón III as soon as possible. Under the license conditions, Chevron is required to invest US$10mn in the first stage.


"Venezuela is very important for the world in terms of energy security. The Gulf of Venezuela has enough gas reserves [for commercial production], that's why it was so easy for us to decide about participating," Moshiri said.


Chevron already has offices in Maracaibo, the capital of oil-rich Zulia state bordering with Falcón state, but it could open another office with 20-30 people to deal with the Gulf of Venezuela exploration, Moshiri said.


Venezuela's tax authority Seniat is currently investigating Chevron and about 20 other foreign companies operating in the country for alleged tax evasion. Seniat even seized computers containing financial information from Chevron's Zulia office in August, but Moshiri would not comment on the investigation when asked by BNamericas.

Good Question Jen...I will Dig some more later I've got to run some errands now....But here is a thought...The above article was written in 2005...So maybe the Persistence Crew was doing a refresher mapping so to speak......

Or maybe it simply took 1.5 years for the exploration to begin.  It seems to take a looooooong time in between awards (license/permits) and action in the gas/oil industry!

Chinese firm buys US oil assets



Chinese energy giant China National Offshore Oil Corporation (CNOOC) has bought oil assets in the US for the first time.

CNOOC bought limited stakes in four deepwater exploitation licences in the Gulf of Mexico from Norway's Statoil.

The size of the deal is secret, but Statoil said it was small.

In 2005, an $18.5bn CNOOC bid for US energy firm Unocal was withdrawn amidst concerns over the sale of strategic assets to China.

Refiners may see decreased demand due to legislation

Refining margins in the US are likely to shrink in coming years because stricter fuel economy standards and rising mandates for blending ethanol and other biofuels will reduce gasoline demand, Deloitte, LLP said in a recent study.

Roger Ihne, a principal with Deloitte in Houston, wrote a study entitled “A Tsunami of Change Bearing Down on the Refining Industry.”

“Over 15-20 years, we can expect to see a reduction in gasoline demand,” Ihne said.

He emphasized that he was not projecting “the demise of the refining industry.” A lot of uncertainty exists while refiners await the outcome of proposed legislation about stricter fuel economy standards and renewable fuels mandates.

Climate change legislation also could add costs because refiners are expected to have to invest in ways to reduce greenhouse gas emissions.

“In the short run, refiners can reduce throughput or shut down less efficient units,” Ihne said. “Over the long haul, though, it’s hard to justify keeping a refinery operating while selling less output at a time when profit margins are declining and costly upgrades are required.”

He expects refineries along the Gulf Coast to be heavily hit by shrinking profit margins.

“The golden age of refining ended last year when…the economy sank into recession,” he said. “It won’t be back any time soon.” He said the age ended a 4-year run of good refining margins. “A lot of the assumptions refiners had just 2 years ago are likely to be turned on their head.”

Ihne compares the current scenario that refiners are facing to the shakeout that followed the oil price shock in the late 1970s.

“The average refinery utilization rate dropped in the US to 84% to 1979, a little above where it is now,” Ihne said. “It then fell to less than 80%, where it stayed until 1986. Over the next 2 decades, the number of US refineries was halved from 319 in 1980 to 149 in 2000.”

The US Energy Information Administration has forecast the utilization rate for US refining will slide to 78.5 percent in 2010 as a result of reduced demand. The last time utilization rates were that low was 1985. EIA expects gasoline demand will decline by 13 percent by 2030.

Valero Energy announced recently that has begun permanently shutting down its refinery in Delaware City, Delaware that had a capacity of processing 210,000 barrels per day of crude oil.  Also, Valero closed its 235,000 barrel per day refinery in Aruba in August.  Valero tried but could not find a buyer for either plant. 

Consumer must understand that a barrel of crude oil is not worth much until it is refined.  However, once refined it provides consumers with a myriad of products that makes our daily lives very comfortable.
