Both Discovery Channel and History Channel had filmed the ‘Blue Marlin’ when it transported a gas refinery during an eleven-day trip in 2005.

WILLEMSTAD — The ‘semi submersible’ ship ‘Blue Marlin’ left the Far East months ago with an exceptionally huge cargo and has finally arrived at Curaçao. The ship transported a new drilling rig that is to be ‘unloaded’ this Sunday in Caracasbaai according to plan.

CPA and KTK counterpart Marcelino ‘Chonky’ de Lannoy stated unloading the platform is a complicated process that will take hours. Whether the unloading will actually take place on the planned day depends on the weather circumstances. The Caracasbaai has sufficient depth for the ‘Blue Marlin’ to sink below the water so that four KTK tugboats could tow away the drilling rig. De Lannoy states Curaçao really had to lobby in order to secure the order. “We had attended an exhibition in Athens last June where contacts were made with the shipping company Dockwise. The ‘Blue Marlin’ and its sister ship the ‘Black Marlin’ are semi submersible ships that are used to lift and transport heavy cargos such as drilling rigs and even other ships. The Marlins are each equipped with 38 cabins and offer accommodation for 60 people. On board, the crew can use the fitness room, sauna and swimming pool. The Dutch company Dockwise Shipping purchased the ships in 2001. The American Navy subsequently hired the ‘Blue Marlin’ to transport the cruise ship the USS Cole back to the US for repairs, after a suicide attempt had damaged the ship in Yemen. Towards the end of 2003, the ‘Blue Marlin’ underwent technical activities to improve the maneuvering possibility. After the adjustments, the ship was even able to transport a drilling rig weighing 60,000 tons. SEC Charges Fraud in International Sale of Texas Oil and Gas Investments

On June 16, 2010, the Securities and Exchange Commission filed suit in the U.S. District Court for the Northern District of Texas, Lubbock Division, alleging that Justin Solomon of Deerfield Beach, Florida, and three affiliated companies fraudulently sold investments in Texas oil and gas projects to overseas investors. The defendants have offered to consent to a preliminary injunction against further fraudulent sales, the repatriation of any remaining investor assets, and other relief.

According to the Commission's complaint, since 2007, three companies Solomon controls — Seisma Oil Research, LLC of Boca Raton, Florida and two Aruban affiliates, Seisma Energy Research, AVV and Permian Asset Management, AVV (collectively, "Seisma") — have used high-pressure sales tactics to raise at least $25 million from more than 400 non-U.S. investors through the offer of units in six joint ventures, of which Seisma is the managing venturer. The ventures were supposed to purchase undivided working interest in oil and gas projects owned and operated by two unrelated Texas companies. According to the complaint, however, Seisma never acquired any working interest for two of the six ventures and has expended only $9.5 million of the funds raised toward acquiring interests on behalf of the ventures. The complaint also alleges that Seisma misrepresented or omitted material facts about the profitability and prospects of the oil and gas opportunities.

The Commission's complaint alleges that Seisma and Solomon violated Section 17(a) of the Securities Act of 1933 and Section 10(b) of the Securities Exchange Act of 1934 and Rule 10b-5 thereunder. The Commission's complaint seeks permanent injunctive relief, civil penalties and disgorgement of the proceeds of the fraud, as well as the agreed preliminary injunction, repatriation of all investor funds, an accounting and orders preserving documents.

The Commission acknowledges the assistance of the Financial Services Authority of the United Kingdom; the City of London Police; the Federal Financial Supervisory Authority of Germany; the Ontario Securities Commission; the Nova Scotia Securities Commission; and the Florida Office of Financial Regulation, Division of Securities.

Maintenance activity is ongoing at the refinery and it will "probably be late December or January when we have to face [the] decision" to restart it, CEO Bill Klesse said at the Barclays Capital energy conference Thursday morning.

In early June, the independent refinery company had said a decision would be made soon after completing a 90-day turnaround, should it be profitable to do so.

The 235,000-barrel-a-day refinery was Valero's most profitable plant in the first quarter of 2009 but the company was forced to shut it that July when margins collapsed as the discount on heavy, sour crude narrowed versus the premium light, sweet crude.

The $50 million turnaround work announced this summer, which included upgrades to the large crude and coking units, was meant to make the plant more efficient.

Valero has been trying to find a buyer for the refinery for over a year. Other options the company is considering include a joint venture partner, supply agreement or operating agreement, Valero spokesman Bill Day said in an email Thursday.

Evans and Enermax out of Texas are named in this suit as well, through their "joint venture" with Seisma.  What caught my eye is the fact that Seisma and Permian Asset (Lincoln Gomez) were using boiler room call centers in Costa Rica and Thailand.

It appears that Tappel won this case.  The timing of his resignation and expiration of his contract with USI is within the same timeframe that Superior Offshore failed and Legacy started.  Interesting....I'm still looking at some things....
