Venezuela's PDVSA prepares ground for large natural gas project

CARACAS, Venezuela (Reuters) -- Venezuela is edging closer to developing its large Mariscal Sucre oil field, Oil Minister Rafael Ramirez said, having pre-selected a group of private partners for planned joint ventures.
 
In June, PDVSA invited a group of companies, including Japan's Marubeni, Mitsui, Mitsubishi and Itochu, Norway's Statoil, Russia's Gazprom and Italy's ENI to consider taking part in the project.

Ramirez told Reuters the companies are expected to cover the $800 million Venezuela is spending exploring the field, which state-oil firm PDVSA believes holds 14.7 trillion cubic feet of gas. They will also be charged a premium to participate.

"It is a premium that gives the right to access the gas reserves. We are going to use this mechanism," Ramirez said in an interview on Tuesday. He did not say how large the premium would be.

PDVSA has not specified how it will select its finals partners for Mariscal Sucre, but predicts the investments in projects at the field will reach $8.4 billion between 2009-2015.

PDVSA forecasts that the field will produce 1.2 billion cubic feet per day.

Venezuela to move Mariscal Sucre gas projects forward
07-06-02 Venezuela announced the plans to continue forward the gas projects in a "jet stream", Vice Energy Minister Bernardo Alvarez said. Alvarez confirmed, that on the Mariscal Sucre project, Shell will take a 30 % interest, Mitsubishi, 8 % and private national capital will make up the remaining 2 %, with PdVSA to take a 60 % interest in the $ 2.7 bn, LNG plant project, that includes 4.7 mm tpy of exploration and production with recoverable reserves of 10 tcf, in waters north of the Paria Peninsula (Rio Caribe, Mejillones, Patao and Dragon blocks).

Alvarez explained that Venezuela was talking with some of the fellow OPEC members countries like Qatar and Algeria about getting them a piece with the PdVSA on the project involved, but their participation would be as a non-bidded association within the Venezuela state's 60 % share, he said.
The Mariscal Sucre LNG project is critical to launching Venezuela as a major gas producer and exporter. The first train would begin in Guiria LNG plant in 2005 for an estimated start-up in 2007. Deltana platform licenses procedure ready in two weeks Alvarez explained in a press briefing that the Ministry will follow the same course of action followed with the Mariscal Sucre project, were a technical committee proposed the steps to follow in selecting the participants.

The time table on the Mariscal Sucre project was as follows:
On January 2000, the original Cristobal Colon companies (Shell, ExxonMobil, Mitsubishi) were informed that the project was cancelled and were invited to participated in the new Mariscal Sucre project with a new set of objectives and project rules.
On October 2001, the original companies were asked to send a letter of intention to participate in the new project.
On February 2002, a new set of specifications was produced and the companies were asked to send an individual company proposal with an 40 % stake in the project, reserving the government the resting 60 %. All proposal were received and were evaluated by the technical committee under a evaluating matrix, that resulted in the letter to Shell and Mitsubishi, informing them to have been selected to develop the project with PdVSA, Alvarez explained.

On the Deltana platform a similar procedure will follow and in the next two weeks the 15 international companies that have expressed interest in the Deltana area will be selected and given the project rules. This will include the Trinidad's border field unification (Loran-BG, Cocuina-BP blocks), PdVSA's Technical partners (Dorados fields) and the rest of the Deltana blocks.
Alvarez also said that Venezuela is evaluating to re-auction, by the end of this year, five natural gas concessions that received no bids last November. The most likely blocks to auction are the Memo, El Totumo, Norte de Ambrosio, El Pao and La Galera, that were part of 2001 gas licences process on which six blocks were picked up by international companies.

Venezuela has natural-gas reserves of 146 tcf, the highest in Latin America.

Brazil's state-run oil firm Petroleo Brasileiro SA (PBR), or Petrobras, is pulling out of plans for the development of the Mariscal Sucre natural gas project in Venezuela, Chief Executive Sergio Gabrielli said Tuesday.

After analyzing the project, Petrobras came to the conclusion that it was of no advantage to the company, Gabrielli said in an interview in Rome, his press officer told Dow Jones Newswires over the telephone from Italy.

Petrobras and Venezuelan state-oil firm Petroleos de Venezuela SA, or PdVSA, had planned to jointly develop the project, which according to Petrobras was slated to cost between $2.5 billion and $3 billion. But the two companies had never signed a binding agreement on Mariscal.

Gabrielli didn't tell why exactly Petrobras was pulling out of the project.

But Petrobras International Director Nestor Cervero in September said Petrobras and PdVSA had "different ideas about the destination of gas sales."

While the Brazilian firm favored selling most gas from Mariscal as liquefied natural gas, PdVSA favored selling natural gas in its domestic market in Venezuela. Domestically sold gas is likely to fetch a far lower price than LNG sold in international markets.

The pullout of the Mariscal Sucre project is not related to Petrobras' estimate last week that its ultra-deep Tupi field in Brazil's Santos Basin contains up to 8 billion barrels of oil equivalent, or BOE, in oil and gas, Gabrielli's press officer said.

PdVSA had said it expects production from Mariscal Sucre to start in late 2010, but that timetable will be difficult to keep given the current state of planning, Petrobras Cervero had said in September.

Output from Mariscal Sucre initially should be about 18 million cubic meters of gas a day, Petrobras had said.

Petrobras and PdVSA, meanwhile, remain jointly in plans to build a new heavy oil refinery in Brazil's northeast in which PdVSA is slated to take a 40% stake, Petrobras Chief Financial Officer Almir Barbassa said in a conference call on third quarter earnings Tuesday.

Petrobras and PdVSA so far haven't signed any firm deal on the heavy oil refinery. Petrobras nevertheless in September started ground work at the 200,000-barrel-a-day refinery.
