BUSINESS

The SelecT group of half a dozen proponents currently pushingthe compressed natural gas (cnG) conceptasaviablebusinessmodel for gas distribution have yet to achieve that much hoped for, but so far elusive, maiden contract for one of their number.however, there is talk of a breakthrough deal within months and a number of these teams are understood to be negotiating promising projects. Perhaps the most buoyant among them is calgary-based company Sea nG, the outfit with the longest pedigree, tracing its roots back to the coselle concept it started evolving 10 years ago in its original incarnation as cran and Stenning. late last month Sea nG revealed that it has gone as far as inaugurating the construction site that it will use to build the giant coils of pipe that are at the heart of the coselle concept. it has settled on Gunsan of South Korea to construct the coselles. “we spent a long time finding the optimum location,” says chief executive Dave Stenning, “and we have finally chosen this site on the west coast about two and a half hour’s drive south of Seoul, allowing good access to chinese and Korean yards.” as for construction of the hull for a cnG vessel: “we have a number of possibilities, includ-ing a small Korean shipyard that is holding a slot open for us.“So we really do have all of our ducks in line for a first com-mercial contract and we are get-ting very close to a project,” says Stenning. “we are hoping that we could sign a deal in the next two or three months.” The caribbean and Mediterra-nean are where Sea nG appears to have its most promising pros-pects. in particular, although the company is making no official comment, Sea nG is understood to be in the running for a project in the caribbean that, if it gets off the ground, could well be the one that starts the cnG ball roll-ing. This is a proposal to carry gas from colombia to markets in that region. as Upstream noted last month, canadian producer Pacific rubi-ales energy is looking into the feasibility of offering volumes of gas from its la cresciente field in north-west colombia to smaller regional consumers such as Jamaica, Panama, the Dominican republic, aruba and curazao. Typically, this type of cus-tomer does not have the market or industrial capacity to invest in lnG imports.“we are focusing on cnG as opposed to lnG, due mainly to the size of the potential market and the travelling distance,” edu-ardo lima, Pacific rubiale’s vice president for projects develop-ment was reported as saying.Volumes in the range between 20 million and 50 million cubic feet of gas per day might be exported, said the company.This is exactly the sort of project that the cnG fraternity has been promoting as their niche. Says Stenning: “we have defined our sector as handling volumes of gas of no more than half a bil-lion cubic feet per day, and over a distance of no more than 2000 kilometres. we are not a billion cubic foot a day technology, nor one that is going to travel three or four thousand kilometres.” in fact, at present the main focus for the company falls far closer to the 100 million to 200 million cubic foot range than half a billion. he notes that the empha-sis in the cnG business is now changing from ‘stranded gas’ to ‘stranded markets’, for example allowing markets that are now burning heavy or light fuel oil, and are relatively nearby to large gas supplies, to access that gas in an economic fashion.There is also another dark horse in the background. This is the possibility of using cnG as a means of dealing with associated gas in a time of ever-more strin-gent legislation against flaring of gas.The gas storage coselle in the Sea nG design is essentially a coil of 17 kilometres of six-inch diam-eter steel pipe. when filled with gas at a pressure of 3200 psi it holds about 3 million cubic feet. Venezuela Signs Engineering Accords for Gas Project

Petroleos de Venezuela SA, PdVSA, signed new agreements Friday with oil companies from Europe, Asia and the U.S. for the engineering phase of the Delta Caribe natural gas project.

The two operating deals signed mark another stage in the process of developing two trains of a large LNG venture in Eastern Venezuela that is still in its initial stages.

Portugal's Galp Energia SGPS SA (GALP.LB), the U.S.'s Chevron Corp. (CVX), Argentina's Energia Argentina SA, and Japan's Mitsui & Co. (8031.TO) together signed deals with PdVSA for the engineering stage of train one and train two of the LNG venture.

"In these deals these companies become responsible for the engineering phase that represents a $200 million investment," Eulogio Del Pino, a PdVSA board member said at a the signing ceremony.

Venezuela's oil industry authorities selected the partners last September and signed initial accords to get the Delta Caribe venture in motion.

The first train is made up of a gas pipeline connecting the the offshore block two of the Deltana platform to a liquefaction plant known CIGMA, that is now under construction. Train one requires an overall investment of $6.4 billion, according to PdVSA figures.

Train two would connect the plant to the Mariscal Sucre offshore gas project controlled entirely by PdVSA. Investment for this train would require $5.2 billion to develop.

The Andean country claims it has proven natural gas reserves of 180 trillion cubic feet, and through a series of projects, hopes to secure an additional 166 trillion cubic feet, half of that located in off-shore fields.

President Hugo Chavez made it clear that Venezuela initially would seek to supply the natural gas needs of the local economy, and would only export whatever is left over. Some companies have in the past expressed reservations about the government's insistence on selling the natural gas locally before looking to the export market.

Mr. Oduber said his country had its own central banking system, Parliamentary form of governance and an independent judiciary. Aruban island nation, situated off the coast of Venezuela in South America, was engaged in its coastal waters for offshore drilling for oil and was hopeful of finding rich deposits as in Venezuela and Columbia.

After reports in 1987 that indicated that the Government of Aruba and the Caribbean Development & Commerce Co. had agreed to reopen the former Exxon Corp. Lago refinery, in January 1988, Aruba and Exxon signed an agreement to dismantle the refinery. The dismantling, according to reports, was to
begin by September 30 and would be completed by 1994. The powerplant and other installations of interest to the Government were to be left in place.
The agreement relieved Exxon of its obligation to return the property to its original condition. Other issues such as back taxes and environmental damage were not resolved. Exxon expressed interest in using some of the facilities for an oil transshipment operation.

Occidental Petroleum Corp. ' s subsidiary, Occidental International Exploration
& Production Co. obtained a production-sharing contract with Aruba
for the 173,000-acre Block II.
Occidental International, with an 80% interest
in the venture, committed itself under contract to drill an exploration well
on the offshore block within 18 months. According to Occidental Petroleum
Corp.'s annual report, the company had actively pursued exploration in this
area since 1981.

I've been trying to find Chevron's RFPs/Bids/Tenders to their suppliers/contractors for work on the Cardon III, I'm coming up empty.  Strange.  That information should be available, so I think I just haven't looked in the right places yet...

LEAD CONTRACTORS
A huge number of companies have been involved in installing the project. The lead contract for the upgrader facility was awarded to the Contrina consortium, comprising Brown & Root and Parsons of the USA, French companies Technip and Projecta and DIT-Harris of Venezuela. Alstom supplied gas turbines to power the pumps which send the oil along the pipeline to the upgrader. The main control systems for the project were supplied by Honeywell. The pipeline from Zuata to Jose was laid by Wilbros. Among the lesser contracts, Accenture, which was formerly known as Andersen Consulting, provided enterprise software.

COMPANY
Conoco and Maraven are the two partners in the joint venture. They have equal shares of the equity. Maraven is a subsidiary of Petroleos de Venezuela S.A (PDVSA).

Hotping - Great find!

So there are definite ties between Maraven and Chevron for the Cardon III block!!
I'm alittle confused I think there is a Cardon III Block and A Cardon Refinery...What Do You think?   I have to go for now but I will check it out some more later...

My first knee-jerk thought is that it IS the same GeoLab (the Geolab Survey) because this merge happened in 2004, same as the GeoLab Survey merge.
