In wake of tragedy, Tracy could lead nation
Tuesday, 07 April 2009

Hope of rescuing 8 year-old Sandra Cantu collapsed yesterday, when police located the child's body in Tracy, California. But there is still hope for other Tracy children--and it's in the hands of Tracy leaders.

Law enforcement officials investigating the disappearance of Sandra Cantu recently revealed that they had identified 60 area suspects trafficking in child pornography online.

These criminals don't traffic in heroin or crack cocaine. They traffic in crime scene photos and movies of the rape, torture and degredation of children. And their foul market can only be supplied one way.

Research shows that a large percentage of the Tracy 60 will have local child victims. They will be parents, teachers, coaches, neighbors, even convicted sex offenders. Anyone who thinks these criminals are simply "looking at pictures" has his head deep in the sand while a human rights tragedy unfolds all around him.

The announcement about the Tracy 60 showed rare courage for a local police force. By acknowledging the existence of these criminals in their midst, Tracy authorities admitted publicly that they know where child predators are and just haven't dedicated the resources to go get them... yet.

Now Tracy has the opportunity to fire a shot that will be heard around the world. If they continue on with their investigation, tracking down every child pornography trafficker they have evidence of, they will surely save other Tracy children. They will prove the connection between child pornography crimes and child sexual assault in the most dramatic way possible, just when the entire nation is watching. And that will raise the stakes for communities who refuse to take similar action.

This operation will surely strain Tracy's limited resources. But in the wake of the murder of Sandra Cantu, how can Tracy do anything else?

WHO are Protect.org and what is their Mission???
Snipped:
http://www.protect.org/mission.html

PROTECT MIssion Statement

PROTECT is a national pro-child, anti-crime membership association. We are founded on the belief that our first and most sacred obligation as parents, citizens, and members of the human species is the protection of children from harm. We are committed to building a powerful, nonpartisan force for the protection of children from abuse, exploitation and neglect. We believe that this must be done through a determined single-issue focus, a meaningful mainstream agenda and the use of proven modern political strategies.
Background
There's an old saying in politics: Children don't vote."

That old saying is supposed to explain why children do not inspire fear and respect among elected leaders. But the real reason children always lose out in the political arena is that adults don't fight for children the way they fight for themselves.
Children don't vote—but neither do firearms, clean air, or whales. Adults protect their self-interests with money, lobbyists, and modern campaign strategies. Children make no political contributions, don't hire media specialists, and can't form PACs.
Children's protection is our responsibility, but too often we have offered children nothing more than vague non-profits and feel-good rhetoric.

Tired of watching charity softball
when you could be playing political hardball?

Every year in America, scores of powerful special interest groups and political candidates assemble teams of seasoned consultants, build up huge war chests, and conduct their own media and electoral campaigns. The stakes are high and the goals are pursued relentlessly.
We can do that for children.

Our Political Approach
FOCUS
PROTECT is founded on the belief that a single-issue focus is the only way to make child protection a political priority. Like the NRA or the AARP, we know that there is strength in numbers and power in being focused exclusively on a single issue. Traditional child advocacy groups have not focused on the single issue that we care about most: protecting children from abuse, exploitation and neglect. As a result, their efforts have often been diluted and their political influence questionable.

NONPARTISANSHIP
PROTECT is serious when we say we are nonpartisan. Many of our members are "anti-crime" conservatives... many are "pro-child" liberals. Some have never been involved in the political process before. But regardless of our beliefs, we all agree that child protection comes first. We ask only two things of elected officials and policy makers: (1) that they make the protection of children a top priority and are generous in providing child crime and neglect victims the help they need; and (2) that crimes against children are treated as crimes and that those who prey upon children are removed from society. We welcome anyone who has not been convicted of a crime against a child and will fight for those two simple principles.

MAINSTREAM AGENDA
Just as PROTECT is committed to a nonpartisan approach, we are dedicated to an agenda on which the vast majority of Americans agree. We believe in, as national advisory board member Joel Dvoskin has said, "sticking to the simple truths." We are also proud to work with a wide spectrum of people, regardless of their other political or social positions. After all, when the building is on fire, you don't stop firefighters at the gate to ask their political or social beliefs. PROTECT does not "take positions" on many issues such as abortion or "spanking" that could be used to divide us and divert attention from child abuse, exploitation and neglect. We also never advocate for anyone's rights but a child's... there are others to fight those battles.

PROVEN CAMPAIGN STRATEGIES
PROTECT believes that we must fight for children with the same seriousness and resolve with which we fight for any other vital interest. That's why we have built a grassroots organization modeled after other proven successes.
PROTECT takes the best thinking of tough-minded experts and designs targeted, winnable campaigns. Then we use modern campaign strategies such as polling, political contributions, direct mail and media campaigns to ensure victory. We know that the rules of politics and human nature have not been suspended "for the kids." That's why we owe them the same serious strategies and focus we give our financial, ideological and other interests.

The arrest of the softball coach was when we first heard of the Tracy 60, Sandra had not been taken yet. This was back in January of this year, 6 months ago. I believe they found this because of the Kyle Case which happened in December.

In the city of Tracy there was:
1. the escape of the Tracy teen known as "Kyle" in December,
2. the arrest of a husband, father of 2 girls, softball coach, for child porn possesion and sharing. (this was the case when we first learned of the "Tracy 60"
3. The arest of a transient who was invited into a home by a couple at the request of a friend, he was arrested for raping their  4 year old daughter over a course of a few months while he lived with them,
4.The arrest of the sub teacher for lewd acts against school aged girls and possessing child porn.
5. Murder and Kidnapping of Sandra.

What is going on in this area of CA ???? Some sort of drugs - lack of consciousness or what ?????
Accused molester could face criminal grand jury by Justin Lafferty
May 06, 2009 Tracy Press

As prosecutors ponder convening a criminal grand jury, the attorney of a former Tracy substitute teacher accused of child molestation asked if some evidence taken during the investigation could be returned.

Deborah Fialkowski, representing Jessie Llorente III, the Kelly School teacher who was arrested in March, said a digital camera that was taken as evidence has pictures that her client’s mother would like back.

Fialkowski said Llorente’s mother, a kindergarten teacher, said that there are pictures on the camera’s memory card of her students and that she wants them returned for a school project. The request came during a five-minute hearing this morning at the Manteca courthouse.

“At the end of the year, they give each child a CD of things they did at Halloween and Valentine’s Day and things of that nature,” Fialkowski told Judge Ron Northup. “She would like to have at least the SIM card or something so she can prepare these for her children.”

Northup asked prosecutor Elton Grau if he was open to letting Llorente’s mother have at least a copy of the pictures. Grau said that he doesn’t exactly know how valuable the pictures are in regards to the case quite yet, declining to release them now. He’ll take a closer look at the pictures later, he said.

Later, Fialkowski said that the family’s laptop and other miscellaneous items were also taken in the course of the investigation.

In the hearing, Fialkowski asked that the preliminary hearing, originally scheduled for today, be moved to 8:30 a.m. June 2 in Manteca. She said that Grau intended to bring the case in front of a grand jury later this month, a claim Grau would not talk about.

Grau and Llorente agreed to the new date. Llorente said nothing else throughout the hearing but “Yes, sir,” to Northup’s question about the rescheduling.

Northup maintained bail at $1 million.

Llorente, who was arrested March 19, is in custody at San Joaquin County Jail at French Camp. The Tracy High alumnus faces 10 felony counts of lewd acts with a child, three misdemeanor counts of child molestation and one count of possessing child pornography. Tracy police, at the time of the arrest, said that he admitted to getting aroused when touching the hair and shoulders of girls he taught. They said he also admitted to possessing child pornography.

At Llorente’s last arraignment hearing, April 14, he pleaded not guilty.

The Santa Clara County Sheriff's Office Thursday asked for the public's help in locating other children who may have been victimized by a 59-year-old Sunnyvale child pornography suspect named James Carroll.

Investigators said that Carroll worked at several local schools, both private and public, in Santa Clara County and had been involved in youth ministries, youth counseling and missions work at several local churches. But the sheriff's office declined to identify which schools Carroll was employed by or what churches he was involved in. Carroll worked as a janitor and other jobs in the schools, the Mercury News learned, and had traveled with local Christian churches on missions to Mexico.

But no additional information was released.

Carroll is out on bail, after being arrested on Dec. 15, 2008 for suspicion of possession of child porn and distributing or offering to distribute child porn, according to the Santa Clara County District Attorney's office. He was arrested after local investigators were tipped off by a Pennsylvania investigation into child pornography.

SEX OFFENDER FROM TRACY, CALIFORNIA
PLEADS GUILTY TO PRODUCING CHILD PORNOGRAPHY

FRESNO –
United States Attorney McGregor W. Scott announced today that MANUEL
GUTIERREZ Jr., 47, of Tracy, California
, pleaded guilty today before United States District Court Judge Lawrence J. O’Neill to one count of producing sexually explicit images of a minor.
The defendant faces a prison term of between 25 and 50 years when sentenced on February 1, 2008. The defendant agreed to accept a lifetime term of supervised release during which he will be required to maintain his registration as a sex offender, and his access to minors, computers, and the Internet will be restricted.

The case was the result of an investigation by the San Joaquin County District Attorney’s Bureau of Investigation, the San Joaquin County Probation Department, the Tracy Police Department, and the Federal Bureau of Investigation office in Modesto, California.

The investigation was undertaken during Operation Valley Predator as part of Project Safe
Childhood. Operation Valley Predator took place in October 2006 and involved federal, state, and local law enforcement agencies combining resources to do compliance checks on registered sex offenders as well as to locate sex offenders who were no registered.

Project Safe Childhood was launched to increase federal prosecutions of sexual predators of children, and to reduce the number of Internet crimes against
children including child pornography trafficking. As a part of PSC, the United States Attorney’s Office has teamed with state and local agencies and organizations to increase law enforcement presence on the Internet, and to educate the public about safe Internet use, thereby reducing the risk that children might fall prey to online sexual predators.

For additional information on the PSC initiative, please go to

California and ask to speak with the PSC coordinator.

This has got to be one of the worse cases of abuse I have read. It is a bit off topic but I needed to post it. this poor boy, my heart aches

http://www.tracypress.com/pages/full_story?page_label=home&id=2716740-Tortured+teen+testimony+released&article-Tortured%20teen%20testimony%20released%20=&widget=push&instance=home_news_lead_story&open=&

Tortured teen testimony released
by Jennifer Wadsworth/ TP staffJun 12, 2009 | 123 views | 1  | 1  |  |  A 16-year-old allegedly tortured for a year inside a Tracy home told a grand jury that he escaped because his captors talked about killing him and dumping his body in the Delta.

Afraid for his life, the boy — called Kyle in court papers — fled the Tennis Lane home on Dec. 1 by unlocking himself from the fireplace to which he was chained and using a trampoline to hop over the backyard wall. He then limped across an adjacent parking lot and into the lobby of a sports club, where employees called police for help.

After he heard his alleged captors talking on speakerphone about how they planned to cut off his fingers with a meat cleaver, Kyle said he knew then that he had to find a way out.

“I had to hurry up and leave or it was just going to be the end from there,” he said in a newly unsealed 928-page transcript of a grand jury hearing that led to a slew of indictments against the four adults accused of imprisoning Kyle.

Husband and wife Michael Schumacher and Kelly Lau were arrested in December along with next-door neighbor Anthony Waiters and a woman named Carén Ramirez who called herself Kyle’s mom. Police said they starved, drugged and beat the boy for as many as 18 months after he fled a Sacramento group home in spring 2007.

The four could spend life in prison if found guilty of the several charges of torture, kidnapping, false imprisonment, assault with caustic chemicals and other forms of abuse. All except Schumacher pleaded not guilty to all charges. He has yet to enter a plea. The four are due in court again on June 18.

Kyle told the grand jury that the abuse escalated from slapping and punching to slicing flesh and drawing blood for offenses as minor as forgetting to feed the dog or for taking food to slake his hunger.

Waiters once sliced Kyle’s arm with a steak knife, Kyle said. Ramirez held his arm down and Kyle screamed, the boy alleged. Kyle said that afterwards, the pair poured bleach on his cuts and doctored them with salt and butter before wrapping his arm in a paper towel.

Other times, Ramirez, Lau and Waiters would stick an aluminum baseball bat into the fireplace and brand Kyle’s back, the teen said.

“Carén and Kelly came up with the idea of, like, heating the bat up, and then I guess they started branding me with the bat,” Kyle said.

The boy said Schumacher would sometimes punch him in the face until he passed out. Kyle also said he was chained to the fireplace, where he was forced to sleep most nights.

Lau used a belt once to choke him until he lost consciousness, Kyle said. She allegedly strapped a belt around his neck and buckled it. He dropped to the fireplace hearth and his arm fell on the grate while the fire blazed, he said.

“When I first woke up, I didn’t know what happened or anything,” he said. “So then I immediately noticed my arm was, like, discolored and everything, and I was, like, really freaking out, and at first I didn’t feel anything.”

To treat the burn, Kyle said Ramirez would just pour bleach on it. His wounds scabbed over and became infected.

The boy said he never saw a physician and had been kept out of school since the eighth grade.

He said he hasn’t seen his mother, Susan Barnett, since he was about 8 years old, when Ramirez somehow obtained custody of him and his brother. Barnett has since died.

Kyle said Ramirez talked him into running away from a Sacramento foster home. He wound up living with her and a woman named Catherine Cockrell in Pleasanton. Cockrell introduced Ramirez to Lau and Schumacher, who opened up their home to the pair in July 2007.

From there, Kyle recounts horrific abuse. He said the family forced him to do all the chores and make him kneel for hours on the floor until his knees hurt. He said he was hit constantly and never got to shower. The family, he said, would rarely call him by his real name, and Ramirez, he added, would refer to him as “Iggit.”

Kyle was allegedly abused nearly every day until he bled, and that’s the only reason he ever got new clothes, he said.

Sometime in fall 2008, Lau poured him a cup of “Red Hot Damn,” a spicy cinnamon liquor, said Waiters’ niece, Chelsea Waiters, 16. She said Kyle drank it, got sick and vomited. Lau then screamed at him, Chelsea told grand jurors.

At other times, the adults would force him to chew marijuana and make him drink liquor, the boy said.

The four Schumacher children, ages 1 through 9, said they understood that what was happening to Kyle was “bad,” but they didn’t want to tell anyone. The oldest child said she actually liked that Kyle lived with her family because he would hang out with her and help her with homework.

Grand jurors also interviewed detectives, friends and family of both the victim and the suspects and neighbors.
