Maine woman held in child porn probe after UK tip



CARIBOU, Maine (AP) -- An investigation that started in Great Britain led to the arrest of a Maine woman who's accused of abusing a child and transmitting images of that online.

Julie M. Carr, 31, was arrested Friday after a tip from police in Britain's West Midlands about video that had been streamed online showing a woman performing sex acts on a child.

She was charged Monday with gross sexual assault and sexual exploitation of a minor. She was being held in the Aroostook County Jail in Houlton, on the Canadian border about 120 miles north of Bangor. She appeared in Superior Court in Caribou by videoconference but didn't enter a plea.

British media reported that an 18-year-old was arrested in Walsall, England, as part of the investigation and was charged with possession of child pornography. Walsall is just north of Birmingham, one of Britain's most populated cities.

U.S. investigators from state police, Immigration and Customs Enforcement and the Maine Drug Enforcement Agency recovered evidence related to the crime, said Sgt. John Cote, a state police detective.

A judge set bond for Carr, who lives in Mars Hill, at $100,000 in property or $50,000 cash. The defendant had no attorney and couldn't be reached Monday night for comment at the jail.

Aroostook County District Attorney Neale Adams declined comment on news reports that Carr's four children were taken into protective custody by the state.

Authorities didn't provide any background information on the child they say was exploited online.

That is a very rural section of Northern Maine.  What a freak of nature this woman is.  How people can do this to children is beyond me.

Police Say Julie Carr Live Streamed Child Porn
June 16, 2009

Authorities in Mars Hill, Maine, have arrested 30-year-old Julie M. Carr for allegedly broadcasting the abuse of her own child over a live Internet stream.

According to Maine State Police, the investigation into Carr began last week, after the Child Exploitation Investigation Team of England's West Midlands Police arrested an unidentified 18-year-old man in Walsall, England, for possession of child pornography. Among the porn that was allegedly found on the suspect's computer were videos that showed a woman committing sexual acts on a young child. Police say at least one of the videos had been made just days earlier.

"Our officers worked through the night on Thursday and Friday to ensure the identification and safety of these children," West Midlands Police Detective Chief Inspector Dave McCrone said in a statement obtained by FOXNews.com.

West Midlands investigators were able to trace the source of the video to the United States, prompting them to notify officials at the U.S. Embassy. Using information obtained from British investigators, the FBI was able to further trace the source of the video to Maine.  According to Maine State Police Det. Sgt. John Cote, investigators were then able to positively identify the woman in the video as Carr.

On Friday, state police detectives, federal agents from Immigration and Customs Enforcement, and the Maine Drug Enforcement Agency carried out a search warrant at Carr's home. What if anything was found is unknown; however she was taken into custody at that time and charged with gross sexual assault and sexual exploitation of a minor.

Carr's four children, aged 18 months to five years, have reportedly been placed into protective custody by the state. Authorities have yet to comment on the age of the victim in the alleged video and or whether they suspect more than one child was abused.

On Monday, Carr appeared before Superior Court Justice Kevin Cuddy by videoconference. A plea was not entered; however bail was set at $100,000 surety or $50,000 cash. Additional conditions, including no contact with anyone under age 18, were also set.

Following the hearing, Aroostook County District Attorney Neale Adams refused to comment on the case. In addition, all affidavits in the case have been withheld. According to the DA's office, they want to ensure Carr receives a fair trial.

Jeffrey Pickering, the attorney who represented Carr during her arraignment, has also refrained from commenting on the case.

Carr has been unable to make bond and is being held at the Aroostook County Jail in Houlton. She is expected to make her next court appearance on Sept. 18.

If convicted on both charges, Carr faces up to 40 years in prison.

Child Sex Charge Against Mom of Four Leaves Small Town Reeling

Allegations that a mother of four young kids in Maine Webcast the sexual assault of one of her children have rocked the small town in which she lives.

Julie M. Carr, 30, of Mars Hill, Maine, was arrested Friday night by state police after they received a tip from 3,000 miles away, when the Child Exploitation Investigation Team of England's West Midlands Police received information that a local man was using the Internet to show inappropriate material of children.

A day later, Carr was arrested, and her four children — believed to range from 18 months to 5 years old — were taken into protective custody.

On Monday, Carr was charged with gross sexual assault and felony exploitation of a child. She faces up to 40 years in prison if convicted on both charges. She did not enter a plea.

Wendy Ashby said she recognized Carr's face in local news reports from when she lived at the Mountain View Apartments in Mars Hill, a town of 1,500 people.

"She kept to herself," Ashby told FOXNews.com. "And thank God … She's a sicko who needs to be put away for a while, and she needs serious, serious help."

Ashby, who has a 14-year-old daughter and a 24-year-old son, said she was shocked to learn of the allegations against Carr.

"It's just unbelievable that something like that would happen in this town," she said. "It's a shock. You usually hear about men doing stuff like this to children, but a woman? No, that's beyond even thinking about. And then to find out that it's her own child, that's just beyond anything someone could think about."

Wanda London, a neighbor of Carr's, said she wished the woman and her children well.

"I love Julie and I love them children," said London. "I hope God protects them children."

Town Manager Raymond Mersereau said local officials have no records of Carr, adding that none of her four children had been registered with school officials.

"[She] wasn't a person we had any knowledge of in the community," Mersereau told FOXNews.com. "And I've lived here all my life and I know most of the people who lived here for more than a year."

Mars Hill does not have a police force and relies on state police and the Aroostook County Sherriff's Department for law enforcement, Mersereau said.

He said he couldn't remember anyone in Mars Hill facing such charges.

"This is not something that rural Maine sees," he said. "We find it hard to believe, but with the Internet, you never know what's going on."

Aroostook County District Attorney Neale Adams declined to comment, citing Carr's right to a fair trial and protection of the alleged victims.

Attorney Jeffrey Pickering, who represented Carr during Monday's arraignment, could not be reached for comment.

Maine State Police Det. Sgt. John Cote said authorities believe Carr had lived in the town for 60 to 90 days. A previous address could not be immediately located and Maine State Police had no contact with her prior to last week's arrest, he said.

Cote praised British investigators for acting quickly in the case and for leading American authorities in the "right direction."

"We just needed to do some confirming and independent corroboration," Cote said. "Everything fell into place very well. That's what matters."

Mars Hill woman appears in court on child porn charges

CARIBOU, Maine — A Mars Hill woman remained at Aroostook County Jail in Houlton late Monday afternoon after her initial appearance on sex charges in Aroostook County Superior Court in Caribou.

Aroostook County District Attorney Neale Adams said Monday afternoon that Julie M. Carr, 30, of Mars Hill was in court on charges of gross sexual assault and sexual exploitation of a minor.

Carr appeared before Superior Court Justice Kevin Cuddy by videoconference. Bail was set at $100,000 surety or $50,000 cash with conditions, including having no contact with anyone under age 18.

Adams said that Carr was not expected to enter a plea at Monday’s hearing, and a status conference on the case is scheduled for Sept. 18. Carr has not yet retained an attorney, but requested a court-appointed lawyer.

Adams said that affidavits related to the case are being withheld in order to assure that Carr receives a fair trial.

Carr was arrested late Friday evening at her Mountain View Street residence after state police detectives and federal agents from Immigration and Customs Enforcement and the Maine Drug Enforcement Agency carried out a search warrant at her home.

ICE agents, who gave details about an ongoing investigation into child pornography on the Internet, contacted state police investigators. West Midlands Police in the United Kingdom contacted ICE agents. Law enforcement officials in that country were investigating child sexual abuse when they discovered recorded videos showing a woman committing sexual acts on a young child.

The U.K. investigation revealed that the United States was the likely origin of the videos, which reportedly had been recorded from a live webcast. Police discovered the point of origin likely was in Mars Hill.

Additional information reportedly confirmed that the woman in the video from the U.K. was Carr. Police then secured a search warrant for the Carr residence.

Authorities uncovered evidence related to the crime during the search carried out Friday evening, although police provided no details about the evidence gathered.

Mum held over live child sex abuse on internet

An American mum-of-four and a British teenager have been arrested after the discovery of a sickening paedophile webcam.

The 30-year-old mother was caught transmitting live images of her child being sexually abused across the Atlantic.

Officers swooped after an 18-year-old man was discovered watching the vile film thousands of miles away in Walsall.

Detectives in the West Midlands were alerted to the live internet broadcast by specialists at Humberside Police and raced to the address.

Child sex investigators arrested a man and searched the premises as computer experts seized equipment.

In a race against time, they traced the internet stream and alerted US colleagues.

Det Chief Insp Dave McCrone said: "Our officers worked through the night on Thursday and Friday to ensure the identification and safety of these children across the other side of the world.

"While inquiries are ongoing and the investigation continues, I can only comment on the speed and efficiency with which we were able to respond which led to the protection of four children."

The mum-of-four was arrested in Mars Hill, Maine, on Friday. Her children, aged between 18 months and five years, have been taken into protective custody and she is due before court today.

She is being held on £12,000 bail after being charged with gross sexual assault.

Computer equipment was also seized from her property.

The 18-year-old from Walsall remains in custody and has been charged with possession and distribution of abusive images of children.

Dci McCrone, from the Public Protection Support Unit at West Midlands Police, added: "Many people use the internet safely and securely. However, there are a small minority who choose to use it to commit criminality. The same technology that is used to commit the crime enables us to work quickly to protect those who may be vulnerable."

Woman enters not guilty plea in porn case

BANGOR, Maine — Mars Hill woman facing state charges of child sexual abuse pleaded not guilty Monday in federal court to production of child pornography.

Julie M. Carr, 31, agreed to be held without bail until her case is resolved.

She has been at the Aroostook County Jail unable to make bail of $50,000 cash or $100,000 surety on the state charges since her arrest.

U.S. Magistrate Judge Margaret Kravchuk tentatively set Carr’s trial for Feb. 2.

Carr used a minor to engage in sexually explicit conduct so she could post video on the Internet, according to the indictment dated Dec. 9.

She was arrested in June at her Mountain View Street residence, according to a story previously published in the Bangor Daily News, after agents with U.S. Immigration and Customs Enforcement and the Maine Drug Enforcement Agency searched her home.

Carr came to the attention of state and federal law enforcement officials after the West Midlands police in the United Kingdom contacted ICE agents. English detectives were investigating child sexual abuse when they allegedly discovered recorded videos showing a woman committing sexual acts on a young child.

U.K. investigators concluded that the U.S. was the likely origin of the videos, which reportedly had been recorded from a live Web cast. Police traced the origin of that Web cast to Mars Hill, according to previous BDN stories.

This summer, Carr pleaded not guilty to state charges of gross sexual assault and sexual exploitation of a minor. Those charges are pending, according to the Aroostook County District Attorney’s Office.

If convicted of gross sexual assault, the most serious of the state charges, Carr faces up to 30 years in prison and a fine of up to $50,000. If convicted on the federal charge, she faces a minimum of 15 years and a maximum of 30 years in federal prison and a fine of up to $250,000.

A conviction in state or federal court would require her to register as a sex offender.

If Carr is convicted and sentenced on the federal charge, the state charges most likely would be dropped. She appears more likely to serve a longer sentence under the federal mandatory minimum than she would in state prison.

The federal system also offers more comprehensive counseling for sex offenders while they are incarcerated that the state prison system does.

Mars Hill woman pleads guilty to federal porn charges

BANGOR, Maine — A Mars Hill woman charged in state court with gross sexual assault and sexual exploitation of a minor pleaded guilty Wednesday in federal court in Bangor to production of child pornography.

Julie M. Carr, 31, admitted to U.S. District Judge John Woodcock that in June she sent — from a computer at her Mountain View Street residence to a man in the United Kingdom — live video of herself performing oral sex on a girl who was under age 5.

She claimed the man in England “conned” her into doing it, according to the prosecution.  Rolling Eyes

Carr, who was dressed in dark blue jail garb, wept quietly Wednesday throughout the 40-minute hearing.

After the hearing, Assistant U.S. Attorney Todd Lowell declined to give the exact age of the victim.

Woodcock ordered that Carr continue to be held at the Aroostook County Jail in Houlton while awaiting sentencing on the federal charge. The state charges, to which she has pleaded not guilty, are pending in Aroostook County Superior Court, according to her defense attorney, Stephen Smith of Bangor.

Carr faces between the mandatory minimum of 15 years and a maximum of 30 years in federal prison on the production of child pornography charge and a fine of up to $250,000. In addition, she faces up to 30 years in state prison and a fine of up to $50,000 on the gross sexual assault charge alone.

As a result of her guilty plea Wednesday, Carr will be required to register as a sex offender.

A sentencing date on the federal charge is not expected to be set until after U.S. Probation and Pre-Trial Services completes its presentence report. That usually takes six to eight weeks.

Smith declined Wednesday to discuss whether Carr would go to trial or change her plea to guilty on the state charges. He also declined to speculate on whether Carr, if convicted in state court, might serve that sentence concurrently with or consecutively to the federal sentence.
