Yes, Clive van der Linde, the Carlos n Charlies bartender that suddenly left CnC.  I sent all that information on Clive to the family investigators way back in 2005.

Doesn't look the same to me.  Some other pasty white eurotrash.  Clint seems to have a longer turkey neck than the more stocky chubby guy in the bar photo imo.
