CEDAR PARK, Texas (KXAN) - Cedar Park police decided in April that a little girl who was electrocuted died accidentally - a decision that made was before an autopsy was even completed, and in spite of the fact that her throat was cut.

Three months later, investigators believe 10-year-old Cecilia Isquierdo - whose grieving family spoke out about the danger of power lines after her death - was actually raped and murdered by a man renting a room in her family's house.

 Rone Nunez is charged with aggravated sexual assault of a child, and a grand jury is deciding whether to charge him with capital murder as well.

Cedar Park police said Cecilia was electrocuted on April 25. They said the little girl touched a yard tool to the 120-volt power line and was electrocuted. However, Investigator Ray Killebrew made that conclusion before an autopsy had been done and despite the fact that Isquierdo’s throat had been cut.

The Cedar Park Police Department has not yet released Killebrew's disciplinary records. KXAN Austin News requested the documents Wednesday, July 22nd. Legally Cedar Park Police have 10 business days to comply.

Nunez, a 23-year-old Honduras national, has been in jail since June 13th.

According to the arrest warrant: “On June 10th the Texas Department of Public Safety Crime Laboratory provided a final written report that states semen was located in the vaginal swab collected from the victim. By DNA comparison, the defendant was identified as the sole contributor of the semen sample.”

Nunez was renting a room at the same home Isquierdo was staying in with her mother at the 2100 block of East Riviera Drive in Cedar Park, where the little girl was found dead.

On April 25th, 2009 at about 3:30 p.m. Pepe Bonilla, Isquierdo’s uncle, found the little girl’s body in the back yard. At about 2:00 p.m. Isquierdo’s mother told Bonilla she needed help looking for her. Isquierdo had been missing about an hour. It appeared she had been electrocuted because there was a yard tool near by and a power line hanging 10 feet above the ground.

The Williamson County District Attorney’s Office asked the Texas Rangers to investigate the case in addition to the Cedar Park Police Department. According to Warrant of Arrest for Nunez, “a physician collected physical evidence from the victim, including a vaginal swab… the physician also noted trauma consistent with recent vaginal penetration.”

Neighbor Wendy Paramo, saw little Cecilia’s body and the image still haunts her. When Cecilia’s uncle found the little girl he started screaming for help. Paramo heard the cries and ran next door. The next few days after Isquierdo’s death Paramo raised thousands of dollars so Cecilia’s mother could bury her little girl in Mexico. Cecilia’s mother moved back to Mexico shortly after the burial.

Cecilia Isquierdo was a third grade student at Purple Sage Elementary at the time of her death.

An absoluely disgusting and demoralizing story for anyone, and more so for the police officers everywhere to try to do the best job they can do! How incredible that anyone would do such a thing to a child in the first place, and even worse that a police inspector would make such a report.

I have tried to research the Cedar Park Police Department. I cannot tell how many officer are under the leadership of Chief Henry Fluck, but he needs to get a handle on this real quick.

This is one of the reasons that I am so concerned about another missing child's investigation in the Northwest. Not every department is well run and accountable to it's citizens.

My condolences to Carla Castano's family, and the pain that she and them both have had to endure.   an angelic monkey

A 10-year-old girl died this afternoon after she came into contact with electrical wiring outside her home in Cedar Park, officials said.

About 3:30 p.m., family members found Cecilia Isquierdo outside the home, in the 2100 block of East Riviera Drive, after they realized she wasn’t in the house, police said.

Emergency officials were called, but Cecilia died before they arrived, police said.

“The child was up on a fence and touched some wiring that led to the house with a garden hose, and that’s what caused the electrocution,” Cedar Park Capt. Jeff Hayes said.

WILLIAMSON COUNTY, TX - A Williamson County man has been charged with Capital Murder in the death of a Cedar Park child. The multi-count indictment for Roni Nunez, 24, was handed down Tuesday in a case that dates back to April.

Investigators first believed that 9-year-old Cecilia Isquierdo was electrocuted at her home by a power line on April 25. Her body was found inside the yard of her family's home. Cedar Park Police launched the initial investigation, but after a forensic medical examination and an additional investigation it was revealed that Cecilia death's may not be an accident but a homicide.

A Williamson County Grand Jury indicted Nunez on Tuesday for Capital Murder and Aggravated Sexual Assault of a Child. Williamson County District Attorney's Office expanded the case into a joint investigation requesting the assistance of the Texas Rangers, Travis County Medical Examiner's Office, Cedar Park Police and Williamson County Sheriff's Office.

Nunez has been in custody at the Williamson County Jail since May 22 for aggravated sexual assault following an expedited dna test results from the DPS Crime Lab.

According to the indictment, Nunez held Izquierdo down while he sexaully assaulted her and then cut her throat with a kife or another unknown object.  Izquierdo died from having her throat slashed.

"We want to make sure that the defendant receives a fair trial before a jury here in Williamson County," said District Attorney John Bradley. "I ask that everyone be patient as we work to make sure we protect the rights of the defendant and the victim's family."

Capital Murder is punishable by a sentence of death by execution or life in prison. The aggravated sexual assault of a child charge is an offense created through Jessica's Law in 2007 and is punishable by a sentence of 25-99 years or life in prison. There is no parole for either offense.

A Williamson County grand jury today charged a man with capital murder in the April death of a 9-year-old girl who Cedar Park police initially said was accidentally electrocuted.

Roni Nunez, 23, is accused of sexually assaulting and killing Cecilia Margarita Izquierdo on April 25 at a Cedar Park home in the 2100 block of East Riviera Drive. Nunez rented a room in the house and lived with several families, including Cecilia’s, in the home, officials said.

Nunez and the child were not related, state Child Protective Services spokesman Chris Van Deusen said.

The indictment said Nunez, who is a Honduran national, slashed Izquierdo’s throat with a “knife or unknown object, in the course of committing or attempting to commit aggravated sexual assault or kidnapping.” The cause of death was by cutting her neck or throat, according to the indictment.

Nunez has been in jail since May 22 when he was arrested for assault causing bodily injury, a Class A misdemeanor, in a case not related to the child’s death.

In June, while he was still in jail, authorities charged Nunez with aggravated sexual assault of a child, a first degree felony. A judge set bail at $750,000.

Nunez was indicted today on the aggravated sexual assault of a child charge, the capital murder charge, along with charges of murder, super aggravated sexual assault of a child, aggravated kidnapping and injury to a child. It was unclear when his case would go to trial.

Nunez worked as a construction worker for a foundation company, said Williamson County District Attorney John Bradley.

About 3:30 p.m. on April 25, emergency officials were called to Cecilia’s home after family members found that she’d apparently been electrocuted. The girl died before paramedics arrived.


At the time, Cedar Park police Capt. Jeff Hayes said, “The child was up on a fence and touched some wiring that led to the house with a garden hose, and that’s what caused the electrocution.”

Bradley said today that Cecilia was not electrocuted, but he would not elaborate.

Hayes said today that the electrocution finding was preliminary, and was rejected after autopsy results were revealed.

“We realized that wasn’t the case and proceeded, obviously, with a homicide investigation,” Hayes said.

Bradley later asked the Texas Rangers to investigate as well, Hayes said.

Neither Hayes nor Bradley would discuss details about the medical examiner’s report. Bradley has asked Williamson County Pct. 2 Justice of the Peace Edna Staudt to seal the report for fear that it would influence the criminal case against Nunez, he said.

Van Deusen said Cecilia’s family, who is from Mexico, took her body to Mexico for burial in April and the agency hasn’t heard from them since. He said Cecilia had at least one sibling, a baby sister.

Bradley said Cecilia’s parents were brought back to the United States to help with the investigation recently. But since they were not legal residents, they have since returned to Mexico a second time.

Cecilia was a third-grade student at Purple Sage Elementary School, Round Rock Independent School District spokeswoman JoyLynn Occhiuzzi said.

The school’s principal Cindy Walker said Cecilia was a typical little girl who worked hard on her school work and enjoyed playing with other children and coloring.

“She had a smile that would light up a room,” Walker said. “Everybody she met was her friend.”

Rone Nuñez, 23, is accused of sexually assaulting and killing Cecilia Margarita Izquierdo-Vallina on April 25 at a Cedar Park home in the 2100 block of East Riviera Drive. Nuñez rented a room in the house and lived with the girl's family, but he was not related to them, officials said.

The indictment said Nuñez, who is a Honduran national, slashed Cecilia's throat with a "knife or unknown object, in the course of committing or attempting to commit aggravated sexual assault or kidnapping."

The cause of death was the neck or throat being cut, according to the indictment. Officials said Tuesday that Cecilia was not electrocuted.

"Obviously, there is a disconnect between the initial report of an electrocution and the final report of a sexual assault and capital murder," District Attorney John Bradley said. "The details that show that will be revealed at trial."

Nuñez, who is also known as Roni Nuñez, has been in jail since May 22 when he was arrested on a charge of assault causing bodily injury, a Class A misdemeanor, in an unrelated case.

In June, while Nuñez was still in jail, authorities charged him with aggravated sexual assault of a child, a first-degree felony, in Cecilia's case. A judge set bail at $750,000.

The Texas Department of Public Safety crime laboratory had matched semen collected from the girl's body to Nuñez's DNA "to a reasonable degree of scientific certainty," according to an arrest affidavit.

Nuñez was indicted Tuesday on the aggravated sexual assault charge and the capital murder charge, along with charges of murder, super-aggravated sexual assault of a child, aggravated kidnapping and injury to a child.

Bradley said that the case would likely go to trial within a year but that it's too early to say whether prosecutors will seek the death penalty.

Nuñez worked as a construction worker for a company that repairs building foundations, Bradley said. A neighbor, Glenda Carter, said Nuñez worked with Cecilia's uncle, who also lived in the house.

About 3:30 p.m. April 25, emergency officials were called to Cecilia's home after family members found her, unresponsive, in the backyard, Cedar Park police Capt. Jeff Hayes said at the time.

The girl died before paramedics arrived.

Investigators at the scene found burns on Cecilia's neck, right arm, torso and her right leg, Cedar Park Police Chief Henry Fluck said Tuesday.

Detectives also found a small pile of charred material smoldering next to her, he said.

Fluck said investigators did notice the wound on Cecilia's neck. But he said he could not explain, without discussing details and possibly compromising the case, why those investigators initially said it appeared to be an accident. Generally speaking, he said, victims of electrocution burns typically show entry and exit wounds.

"From the onset, the Cedar Park Police Department investigated this as a homicide and investigated all aspects of this incident," Fluck said. Bradley later asked the Texas Rangers to join the investigation.

Neighbors and businesses raised several thousand dollars to help send Cecilia's body to her family's hometown in the Mexican state of Veracruz to be buried, said Carter, the neighbor.

Cecilia's parents also moved back to Veracruz, Carter said.

The child's body was returned to Mexico on April 27, according to the Mexican consulate in Austin.

State Child Protective Services spokesman Chris Van Deusen said that Cecilia had at least one sibling, a baby sister, and that the agency became involved shortly after Cecilia's death to investigate an allegation that the death was the result of abuse or neglect.

That investigation is still open.

Bradley said Cecilia's parents were temporarily brought back to the United States to help with the investigation. But since they were not legal residents, they have since returned to Mexico.

He said he expects the parents to return to testify against Nuñez.

Cecilia was a third-grader at Purple Sage Elementary School, Round Rock Independent School District spokeswoman JoyLynn Occhiuzzi said.

Carter said Cecilia often played in the streets with her friends and came over to chat with Carter and her husband.

"She was a precious little girl," Carter said. "She wanted to be a schoolteacher and always had a smile on her face."

After the girl was killed, Carter said, she knew Cecilia's family couldn't afford to buy a nice dress for the burial, so she did.

It was a white party dress embroidered with pink roses, she said.

"I knew her family was in dire straits," Carter said, "and I went over there with groceries and money, but I wanted to do something more."

so can only get life in prison. Only a jury can hand down a death sentence.

Man on trial in Williamson Co. for 9-year-old's murder
November 29, 2010

A man accused of the rape and murder of a nine-year-old Cedar Park girl went on trial Monday.
In court, prosecutors showed the last picture of a smiling Cecelia Margarita Izquierdo Vallina taken just hours before her death. Her family sobbed as graphic pictures of her body were showed in court.
“On April 25, 2009, Roni Nunez raped and murdered Cecelia. He then burned her body trying to cover up evidence linking him to the crime,” said prosecutor  Robert McCabe.
Roni Nunez sat with his head down, listening to the proceedings through an interpreter. DNA on Cecilia's body links him to the crime.
The first witness to take the stand was Cecilia's uncle, who found her body near the fence in their backyard. He also called 911. In that call, you can hear the anguished screams of Cecila's mother Angelica in the background.
A neighbor who came over to help says there was nothing anyone could do to for the child.
“She wasn't breathing, the 911 op was saying do CPR, but I couldn't you could tell she'd been there for awhile,“ said Wendy Paramo.
Paramo also remembers the position Cecilia's body and clothing was in.
“The first thing that went through my mind honestly is oh my God, somebody's hurt this little girl,” she said.
While on the stand, Angelica Vallina, Cecelia's mother, told the court she didn't know Nunez, who was living with the family, very well.  She also spoke about what she did when she first saw the lifeless body of her little girl.
“I went to my knees on top of her body, hugging her. I saw her neck was cut, blood around her.”
Monday afternoon, Cedar Park Police Sgt. Ray Killibrew took the stand. He was the lead investigator in Cecelia's case. He explained why he initially thought the girl had been electrocuted.
“Based off the information left at the scene that day, and talking with other officers, and talking with other witnesses that were around there, we believed at the time it was possible electrocution that she'd been on the fence and touched the hoe to the top of the electrical line,” Killibrew said.
Killibrew told the court there was no blood anywhere, but at the scene and with the burns on Cecelia’s body, he thought electrocution was the most likely possibility.
Witnesses who saw Nunez that day say he appeared to have taken a shower right before the girl was found. He even comforted her mother when the body was discovered.
Nunez has waived his right to a jury trial. He faces up to life in prison, but not the death penalty.

Rone Nunez found GUILTY of murder, sentenced to life

Guilty without possibility of parole is the sentence Judge Billy Ray Stubblefield handed down to Rone Nunez Tuesday afternoon. The victim's family says it is a relief to see justice done.
For Nunez,a lifetime behind bars is just beginning, and for 9-year-old Cecelia Izquierdo Vallina's family, the fight to bring a killer to justice has come to an end.
