There is no birth record to be found for Victor Winston Helman.

Also - while there is a record of a divorce and 4 children.......

There is no record of a marriage, nor birth of 2 of those 4 children.

Possible meaning?  Victor was born outside of the US, was married outside of the US, and had the first of his 4 children outside of the US.

So........where?

So I guess this guy could be a possibility as the pond witness hoaxter still.

Would be nice to find out what/if any long term connection he has to Aruba, aside from this recent trip from the return of which he was arrested....

Keep in mind, Steve Cohen has solid ties to that rock since 1979 - and of course we've got the ex-pats such as Renfro and Purcell living there - so it wouldn't be that unheard of for this guy to actually "live" on Aruba, while still maintaining his US residency as well.

I know you are all past this somewhat but I'm still mulling it over a bit. 

In my mind he posted in the Oil & Gas Thread because it was the one on top and he didn't notice.
I have done that myself a couple of times.  My question is how did he find us.....just google?

No....I made a post at 7:49pm in Oil & Gas and he didn't post until 10:11pm....there was more activity here, so that thread was not on top.   Maybe he was googling his dad?   I really don't have any idea.  He will have to come back and answer our questions since that is what appeared to be his intent.

Boolchand’s & Tierra del Sol announce Heritage Cup Results

Aruba’s first golf series concluded last Saturday as the last of the 5 week series of events for the 2009 Tierra del Sol Heritage Cup presented by Boolchand’s, came to a festive end.

Head Pro Oliver Riding and Ravee Boolchand had the distinct honor of awarding prizes to the winners at an informal award ceremony hosted by Amadeus Bar & Restaurant in Tanki Leendert.

The final results of the Tierra del Sol Heritage Cup listed Stallin Tullod, Cisco Quant, Maurice de L’Isle, Nigel Nedd, Rey Rasmijn, Junior Croes, Hunt Riley, Axl Ismael, Benno Oldenhof & Orlando Rasmijn as the top ten players.

The Stableford standing for the 5th and last round in the Heritage Cup series listed Maurice De L’Isle, Axl Ismael, Stallin Tullod, Ricky Quant, Henk Steenbergen, Hunt Riley, Patrick Haime, Ravee Boolchand, Patrick Boset, & Shine Helmen as the top players for that day. George Wong won the longest drive on hole #6 and Hunt Riley was closest to the pin on hole #13.

Tierra del Sol is proud to have teamed up with Boolchand’s and BOSE in order to make this event a success and is already working on next year’s expanded event format perhaps with additional sponsors.

Chamber-questions about money-laundering practices on Aruba

ORANJESTAD/THE HAGUE — In connection with the draft-report of the Financial Action Task Force (FATF) about the money-laundering and financing of terrorism on Aruba, parliamentarian Johan Remkes (VVD) requested clarification through Chamber-questioning yesterday.

Remkes wants to know from State Secretary Ank Bijleveld-Schouten of Internal Affairs and Kingdom Relations (CDA), and Minister of Finance Wouter Bos (PvdA) which measures they are planning to take to adjust the bad reputation of the Kingdom regarding this issue.

In addition, Remkes demands an explanation on the status of affairs regarding the assignment for the investigation on corruption and integrity of the government on Aruba. In this framework, the Lower Chamber-member also wonders what the administrators’ opinion is on the ‘described disastrous’ image of the situation regarding the Anti-Money Laundering (AML) and Combating the Financing of Terrorism (CFT) on Aruba.

On June 22nd, Rudy Lampe (RED) forwarded an open letter to the State Secretary, in which he expressed his concern that Aruba is not complying with the regulations for combating laundering of the FATF, whereby Aruba could probably end up on the organization’s black list. In the Land Regulation, which was dealt with in the States of Aruba on June 22nd, the establishment of a supervisory organ for casinos – a so-called gaming control board was discussed. The Advisory Council had supposedly advised against such an establishment. “In spite of this advice, the government still presented this draft to the States. In view of the dictatorship of eleven in the States, which the government cannot control, this matter will seriously damage the international standing of the Kingdom of the Netherlands”, said Lampe, where he refers to Dutch Chairmanship of the FATF per July 1st. “If the establishment of aforementioned institute is materialized, and falls in the hands of friends and family of the current government, e.g. a former minister who was recently convicted of violating the Governments Accounts Act, the damage for the Netherlands will be even worse”, Lampe wrote in his open letter of June 22nd.

As per July 1st, the Netherlands is the Chairman of the FATF for the period of one year. The FATF is an intergovernmental taskforce in which worldwide agreements are made on the combating of laundering of criminal monies and terrorism financing. These agreements have been laid down in a standard, which the countries are considered to comply with. The FATF controls that compliance by subjecting these countries to regular examinations. In case countries do not comply with the agreements, the taskforce could call them to order, and if necessary, the FATF could take measures to guarantee the integrity of the financial sector.

TxMom - you posted an article on money laundering and corruption that has had me thinking all day.

It's now common knowledge, and publicly discussed, that Aruba's government is corrupt.

There's no denying that, and even officials from the Netherlands are now (finally) looking into it.

That makes me wonder then - what is happening with an investigation into the corrupt officials who handled Natalee's case?

That latest article refers to a concern about the image of the Dutch and the Kingdom.

Do they not realize that the biggest publicized crime in Aruba's history gives them a bigger black eye than money laundering, posturing about the new judicial bench, etc etc ever will?

I've wondered the same, Jen.  Maybe I've missed something in the papers, or maybe the subject is taboo until after the election.  But I've been looking...believe me I have.
