New $37 million grant scheme for clean tech-focused small businesses dismissed as a drop in the ocean

Energy Secretary Stephen Chu this week announced $37 million in grant money, to be made available under the Department's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) initiatives.

The funds will be made available to small businesses researching solutions in clean technologies, such as power plant cooling, advanced solar technologies, and smart controllers for smart grid applications.

What are the chances that any not-politically connected small or American business will get these grants?  Even if they go to Americans, how many BILLIONS have been sent to foreign business, countries, and workers? 

How many small businesses in the U.S. have a focus on "clean technologies, such as power plant cooling, advanced solar technologies, and smart controllers for smart grid applications"?

Maybe these grants are designed as rewards for just a few?

Small business IS the job engine in this nation.  How much of the recovery money is going to rich wealthy global companies, foreign countries, businesses and workers?
