Interesting what is said to Dutch journalists vs. others.

I can't find any mention in State Dept. briefing.

Maybe the family should notify Greta.

Texasmom...thank you for the information on James Hogan.

Are you able to determine which publications seem the most reliable at this point?  I am very surprised that we do not see FOX or CNN.  Actually it seems that as an American Embassy Vice-Counsul, there would be FBI looking for him.....lots of FBI.

Going back to re-read some of the above.

Thanks....

Hi Mere!  You're welcome.  I'm just taking it all with a grain of salt right now.  I've brought most of what I can find here so that hopefully there will be bits and pieces of the facts found among them all.  There are so many similarities in what I'm reading to the early days of Natalee's disappearance, most specifically the question of ACTUAL FBI involvement in the investigation; and the concern for the "image" of the island...which we both know hints at their main concern...TOURISM.  This statement was very telling to me too:

Quote
The U.S. media have already reported the disappearance but have not yet settled on Curaçao. The police is now at least prepared, said spokesman Reginald Huggins.

US Diplomat Missing in Curacao

Netherlands Antilles newspapers are reporting the disappearance of an American diplomat assigned to the U.S. Consulate General Curacao. The diplomat identified as James Hogan, 49, reportedly disappeared on Thursday evening, (September 24) after he attended a reception at the American Consulate.

Police statement reported on September 29 says that “On Friday morning, at 09.00 a.m., Mrs. Hogan reported that her husband was missing. The evening before he left his home and never returned. He left his home to go for a walk.” It is reported here that local authorities are assisted by the” Dutch Forensic Investigation Team from the Forensic Institute of The Netherlands since last Sunday.” And that they also have at their disposal “four dogs trained especially in the realm of finding missing persons which were provided by said Dutch Forensic Institute of The Netherlands.”

St. Maarten Island News reported the search for James Hogan on September 28. The following day it published information released by the local police. Yesterday, it reported that the FBI and the State Department have joined the search for the missing diplomat.

The State Department says that “Vice Consul James Hogan left his residence last Thursday and has not been heard from since, and we continue to work this with Curaçaoan authorities.”

According to State Department info the Consulate General Curaçao represents U.S. interests to three governmental authorities: the Kingdom of the Netherlands, the autonomous Netherlands Antilles, and the quasi-independent country of Aruba. The consular district includes six islands and spreads over a distance of 500 miles. It is the destination of millions of American tourists each year, the home of about 6,000 U.S.-citizen residents, and the location of over $1 billion of American investments. There are important – and sometimes urgent – consular and representational demands on the post for all the islands, including the farthest and smallest.

The OIG report from 2008 indicates that Curaçao is a 15 percent cost of living post and a three-year, two rest and recuperation, assignment. Entry-level officers (ELOs) get a two-year tour with one rest and recuperation break. It is considered a medium threat for crime post. And that this usually manifests particularly towards tourists in Curaçao.

Curaçao, an “independent mission” within the Western Hemisphere Bureau has 27 direct-hire and eligible family member personnel and 13 LE staff personnel. Of the 27 direct hire employees, 23 are employees from different agencies. Mr. Hogan is listed as the consulate’s political/economic/consular officer. He is one of the four State Department direct-hire employees at the US Consulate General in Curacao.

Sept 29....

QUESTION: You have anything on your Embassy employee in Curaçao who went missing last week? Any update on him?

MR. CROWLEY: No. Basically, Vice Consul James Hogan left his residence last Thursday and has not been heard from since, and we continue to work this with Curaçaoan authorities.

QUESTION: And is it still being treated as a missing persons case or has it been elevated?

MR. CROWLEY: I think it’s still being treated as a missing persons case?

Rescuers comb Curacao for missing US diplomat

The Associated Press

WILLEMSTAD, CURACAO Rescuers searching for a U.S. diplomat led sniffer dogs over beaches Wednesday as technicians prepared to comb the sea floor with a robotic device for traces of a vice consul who vanished on this Dutch Caribbean island last week.

Curacao prosecutors said James Hogan, 49, was reported missing Friday morning by his wife. He apparently left his home to go for a walk the night before.

On Wednesday, searchers scoured coastal areas for Hogan after passers-by found blood-spattered clothes on Baya Beach. A spokeswoman for the prosecutor's office, Ludmila Vicento, told Radio Netherlands Worldwide that the clothes match descriptions given by his wife.

In an e-mail sent Wednesday, the U.S. State Department said it is working closely with Curacao authorities in an effort to locate Hogan, who arrived in the southern Caribbean island in August 2008 for a two-year assignment.

The Curacao prosecutor's office said the Royal Dutch Navy and the U.S. Navy were assisting with the search. Four sniffer dogs were provided by the Dutch Forensic Institute. The sonar-equipped robotic device was expected to arrive Wednesday afternoon.

Curacao, the headquarters of the Netherlands Antilles government, lies about 40 miles (64 kilometers) off Venezuela's coast.

REMUS Team will assist in search for disappeared U.S. Vice Consul James Edward Hogan

Posted by: CuracaoNews // 6 hours ago // viewed 26 times

Willemstad, Netherlands Antilles // embed media

Willemstad, Curacao, October 1 , 2009.

Thursday Oct. 1 will mark the 7th day that United States Vice Consul James Edward Hogan has disappeared in a Dutch Caribbean island after having been reported missing a week earlier on Sept.25th. Since that day search parties have found clothing on a peninsula between Santa Barbara Beach and Caracas Bay that matches the description of what Hogan was wearing the last time he was seen. Blood was found on the clothing and in an area nearby. Both clothing and blood samples have been sent to the Forensic Institute of the Netherlands (NFI) which will have to establish whether these were James Hogan's.

The areas where the blood and clothing were found have been covered by tents to prevent further loss of DNA material and other potential clues. The whole peninsula and the surrounding sea has been blocked so that only the investigation team members have access. For six days the area has been combed by the Curacao Police Department, the Dutch Coastguard, a US Navy Helicopter, a dive team, a canine cadaver team, a FBI officer, an officer of the US State Department. Now a REMUS team has been added to assist the investigation on Thursday Oct. 1..

REMUS is the acronym for Remote Environmental Monitoring Units.  The REMUS is a robotic ‘torpedo’ that navigates by itself without a human crew onboard and without cables connecting it to a ship or other seagoing vessel. The REMUS is a search instrument known as autonomous underwater vehicle (AUV).

A REMUS vehicle can dive to 100 meters deep and is capable of conducting an 80 km survey at a speed of 3 to 5 knots (1 knot = 1.145 mph). It was designed by Ocean Systems Laboratory and Woodshole Oceanographic Institution in Massachusetts, USA and built by Hydroid Inc, in Massachusetts. In the past REMUS vehicles have been used to locate and recover mines, lost torpedoes and other search and recover activities.

The REMUS is about 160cm long, 19cm diameter and weighs 37kg and has a speed  of 3-5 knots (electrical battery powered); can run for 80km (about 10 hours) and can search through soil and water with a high frequency side scan sonar. It is controlled with a lap top computer and pre-programmed before its dive. It navigates with acoustic transponders that are located by GPS. On Tuesday afternoon four technicians who will operate the robot arrived on Curacao by plane. Furthermore a team of the Diving and Remove Group of the Navy will assist the REMUS team from a deployment platform.

Hogan search results even without

October 1, 2009, 15:02 (GMT -04:00)

PHILIPSBURG - The massive search continued today near the peninsula of the Caracas Bay to the missing American vice consul James Hogan, at noon had yielded nothing concrete. In the search will include using sophisticated equipment such as a robot that scans the bottom.

Large-scale Research Team has now also started to distribute posters with pictures and description of Hogan, who was last seen on Thursday. This happens in the neighborhood Toni Kunchi, where the vice consul and his family lives, and surroundings. Also there are posters stuck. There are already hints in and which are also verified, but police spokesman Reggie Huggins was at the conclusion of the paper say nothing about results. But he calls the people to any information about Hogan pass.

Toni Kunchi of the neighborhood association has received a request from the authorities to work with an extensive research area. This confirms director Peter Fontilus. Last week, even though family, friends, acquaintances and neighbors interviewed. Fontilus not know Hogan. The vice consul lives a few blocks away and his house, like any family diplomats, private security. The neighborhood association is particularly engaged with the security of the area and especially at night. A few years ago there were many break-ins instead. The social control is not great in the district, said Fontilus that Hogan has never seen walking nearby. The vice consul said Thursday evening to his wife that he was walking. Board Fontilus find it annoying that the name of Toni Kunchi now in a negative light should say, because it is unsafe the neighborhood. But he still finds it annoying for the Hogan family that now uncertain about the father. Also Fontilus find the missing but a strange thing. "You hear many things, even contradictory." But these rumors to the board no opinion.

WILLEMSTAD — Additional manpower and material have been deployed in the search for the missing American vice-consul James Hogan.

So-called ‘defense means’ such as divers, specialists, and material will be provided for Curaçao through the Dutch Ministry of Defense. A robot, which is used to search the sea bottom, has arrived on the island today. The four technicians, who will operate the robot, had already arrived on the island yesterday. The Public Prosecutor announced that a request was made to the consul-general of the United States today for assistance in the form of divers and material that could be used with the search.

The material, which is being made available by the Ministry of Defense, consists of divers and frogmen who are capable of diving to a depth of 15 to 30 meters, Boston Whalers, and a Remus-team. This team consists of an Autonomous Underwater Vehicle (AUV) and four staff members of the Diving and Deactivation group of the Royal Navy, which operate the underwater robot from a platform. This Remus has the form a mini-torpedo and is equipped with a side scan sonar on board to chart the sea bottom and the water column above.

Monday afternoon, a FBI-official and an official of the State Department were added to the Team Large-Scale Search (TGO), which was deployed by the Public Prosecutor on Friday afternoon. The Dutch Forensic Institute (NFI) has a research team that offers assistance with laboratory research. A number of members from the ‘National Team Forensic Tracing’ had arrived on Curaçao last Sunday. That team consists of two dog trainers, four specialized dogs for tracing corpses, and four forensic-specialists, who will assist with the gathering of evidence. The Public Prosecutor emphasizes that they are still considering this a missing person case. All scenarios, including a crime, are being taken into account.

The vice-consul is being missed since Thursday evening. He left his home in Toni Kunchi for a walk and never returned. His wife filed an official missing person report on Friday morning. The police immediately launched a search. That afternoon, the TGO of twenty people was deployed (which number has meanwhile been increased). The police circulated an official missing person report. Bloodstained clothes and blood in the surrounding were found on the peninsula of the Caracas Bay that day. The clothes and samples of the site were forwarded to NFI. The clothes could belong to Hogan.

In the meantime, wild stories are circulating in the media on Hogan’s disappearance, which for that matter, are not being confirmed by an official source. Hogan had supposedly had relations with Columbian women, a recent argument at the Amigo Terrace on the Sta. Rosaweg, and had even left a letter with the clothes with the request not to search his residence. Even though the disappearance has been announced in the American media, massive presence of news media on the island has remained forthcoming. Hogan’s family is avoiding contact and the American consulate is refusing to comment. Only Hogan’s teenage daughter posted a reaction on I Report last Sunday evening in which she denies that her parents had had an argument that Thursday evening.
