yeah i knew what you meant i just was trying to figure out how many loones do this out of the blue and if their motive is kiddie porn... o/t but i read an article that i found disturbing and might be a contributing factor as to why so many of these pigs get away or slip thru the cracks... the government has been running a little fishing expedition so to speak... the article i read was about a guy (normal seeming) that liked to look at porn and he clicked on something that said sexy teens etc etc... which most guys would assuming that they are 18 (these are not seedy porn sites they are legit porn company like vivid etc) anyways because he did that (and all people in those films were 18) he was targeted by the government who spammed the hell out of him with kiddie porn to the point where he had over 10,000 porn thing on his computer in a matter of 1 week and only found out about them even being there when he had to get the comp fixed because it was now running so slow and the comp store turned him in.... my point is i think their tactical outlook is ridiculous and most of the perps get off on entrapment which lets other legit perps use the entrapment card also... i really hope if this is a ring that le works to break it down instead of just using shaniya as a statistic to get funding to go after them when their methods of doing so are flat out stupid and do more harm then good...

as far as I know, we have never been told who took Shaniya out of her school...for all we know, Brad or Carrie could have taken her out...if Shaniya was going to live with her bio as Brad has stated, then it would make sense for him to have unenrolled Shaniya at her school...jmo...also, I doubt that bio mom would even know what school Shaniya was in let alone getting herself together enough to even think about calling the school to unenroll her...jmo...

also, if Brad's older children both said and knew that bio was into drugs, why wouldn't Brad have known? that doesn't make sense to me...He knew..he is just trying to make it seem that his mistake wasn't as obvious as it was...Not taking away from the fact that bio and MM are the 2 who did the awful thing to Shaniya...Dad has some culpability...he should have checked to see if Shaniya was happy in her new school, how she was adjusting  since her move...it sounded like he had not talked or seen Shaniya since she had gone to live with bio...how does that happen? how could you not be depressed and missing that little girl that you would not want to call her everyday that she wasn't with him? just to hear her little voice...she was only 5 years old... she deserved so much more...

Both the Dad and Aunt Carey said they were not aware she had been pulled from school.    I think the Dad was in Oregon working when all of this took place.  I too find it hard to believe that there were not telephone conversations with her during that 5 weeks.  It just doesn't make sense.

State to review DSS' contact with slain girl's family

FAYETTEVILLE, N.C. —A state team of experts will examine any contact the Cumberland County Department of Social Services had with the family of a 5-year-old Fayetteville girl who was killed and whose mother has been accused of prostituting her.

Shaniya Nicole Davis was reported missing from her home on Nov. 10. Her body was found in a patch of kudzu off a rural road near the Lee-Harnett County line six days later.

She died of asphyxiation, according to preliminary autopsy results.

Mario Andrette McNeill, 29, of 2613 Pine Springs Drive, has been charged with first-degree murder, first-degree rape of a child and first-degree kidnapping in the case. Police have characterized him as a family acquaintance.

Shaniya's mother, Antoinette Nicole Davis, 25, has been charged with human trafficking, felony child abuse–prostitution, filing a false police report and obstructing a police investigation. Arrest warrants state that Davis "did knowingly provide Shaniya with the intent that she be held in sexual servitude" and "did permit an act of prostitution with Shaniya."

DSS looked at Davis with regard to her 7-year-old son, not Shaniya, according to her uncle, Michael Davis. The case was closed, and Antoinette Davis was able to retain custody of the boy, her uncle said.

DSS Director Brenda Jackson has declined to comment on the agency's involvement with the Davis family, citing the criminal investigation into Shaniya's death as well as confidentiality rules for child protective services cases.

The state plans to appoint a review team to investigate any DSS contact with the Davis family, and the team's findings will be turned over to the state Child Fatality Task Force. The task force studies all child deaths in North Carolina to make recommendations to legislators on changes to state laws and administrative polices to prevent future deaths.

"You just say, 'How in the world did this happen?' and 'How could it have gotten to this end place?' and 'We need to do better,'" said Tom Vitaglione, co-chairman of the task force.

Fifty-eight children in the state were homicide victims in 2008, according to advocacy group Action for Children North Carolina.

Rob Thompson, executive director of another advocacy group, The Covenant With North Carolina's Children, said giving the public more information about tragedies like Shaniya's death could help prevent similar incidents.

"I think just having a better picture of what happened would allow us to see all of things that may have had a role in this horrible situation," Thompson said. "In cases where you're not jeopardizing the privacy of a victim, I think it is more appropriate to be as transparent as possible."

Vitaglione said Cumberland County DSS workers "are devastated" by Shaniya's death, and the fact that child protective services is overburdened and underfunded in the state doesn't ease their distress.

DSS agencies are federally mandated and funded but are run by individual counties and overseen by the state.

"In some ways, it's an impossible task that we've asked them to do," he said.

Last year, DSS agencies received 127,192 reports of child abuse and neglect statewide, and workers were able to substantiate abuse or neglect in less than 10 percent of the reports, according to Action for Children.

"I think the most important thing is that we really try and reduce that caseload both through proper training, proper oversight and proper supervision (as well as through) proper funding," Thompson said.

If the school would have notified the parent who enrolled her, or a parent on the emergency list, or called and verified that it was ok that Shaniya was being withdrawn from school this would have never happened. I don't really trust anything that Cheyanne says ( she has a tude with daddy imo), she said devilmom was sweet, smoked weed, and I think she said maybe did coke. How long ago was this? years ago? 1 yr? 4 yrs? How many sweet moms sell their child to be raped and murdered.ICK  Many children live with dads who have to travel alot and have to be away from home alot, many live with the quality time with with dads. From pics I seen, seems Shaniya had quality time with and family. If Brad would have told that devileggdonor no, you can't have her for an extended period of time, wonder how fast she would have ran to court.JMO

AZSunny....thanks for the reply about the school unenrollment info...I had not read that the dad or aunt were unaware...doesn't make sense to me though...both are intelligent people and don't you think that they would wonder why the school had not called them to wonder where Shaniya was? and if Shaniya was indeed going to live with bio, why wouldn't either Brad or Carrie not have called the school to let them know that Shaniya would not be back and to collect her things at school? and that brings up another point, why didn't the school call them to come and get Shaniya's things from school ? things don't make sense in this case at all...

Hey Razzy...honestly, if Brad would have told the devileggdonor no, that she couldn't have Shaniya, I don't think that devileggdonor would have done a darn thing...I don't think that she would have taken Brad to court at all...she would have backed down in my opinion...and if she would have taken him to court, then he should have said, bring it on. he could have proven that her home was not fit for Shaniya to be there...he could have shown that he was more able to support Shaniya, he had decent care for Shaniya while he had to travel for work, he had a stable home for this little girl  and on and on...jmo of course....He could have rolled the dice and seen what happened...Shaniya would have had a better chance than she got by him just turning Shaniya over to bio without a fight...my opinion was that he just didn't want to have the day to day  responsibility of a child any longer. None of his children lived with him other than Shaniya...so if she went with bio,,he would have his freedom and not have a child to worry about...Carrie deserved this baby ....she loved her madly...I can feel her connection with her. She will have the worst time getting over this imo....

Mario Andrette McNeill, 29, deserves to be gassed immediately for what he did to five year old Shaniya Davis.
He has been charged with first degree murder and rape in the death of this precious child. The child died of
asphyxiation, according to preliminary autopsy results released tonight. Charges have not been  upgraded against
 the child's mother, scumbag Antoinette Davis, who is also pregnant. What is reprehensible is that the state of
North Carolina has failed its residents. Three weeks before Shaniya Davis disappeared on November 10, Superior
Court Judge Jack Thompson allowed McNeill  to end his supervised probation six months early. There is no reason
this man should have been walking free because of his long rap sheet. He deserves the death penalty for the
heinous acts he committed against this precious child.

McNeill appears to have been treated with leniency for years by an overburdened court system. This child rapist
has a rap sheet as the freeway running through Fayetteville, North Carolina, and he should never have been a
free man roaming the streets. McNeill shot Roland Lee Mays in the face, neck, shoulder, chest and stomach on
June 17, 2001. The court records indicate that he injured two other people that day. He was charged with
multiple counts of assault inflicting serious bodily injury. A year later, while awaiting trial in the shootings
, he was charged with possessing marijuana and trying to manufacture and sell it. The charges from the two cases
 were consolidated and he was allowed to plead guilty to lesser counts. He was sentenced to 40 to 50 months of
supervised probation in June 2003.

McNeill violated terms of his probation in August 2003 by failing to notify probation officers of his whereabouts.
 He was sent to prison. Records show that he entered the prison system in October 2003 and was released in May 2006.
 He got in trouble shortly thereafter. Records show that three months after his release, he was charged with
possession with intent to sell marijuana and cocaine and with maintaining a vehicle for drug use. He pleaded
guilty to reduced charges - a misdemeanor offense of maintaining a vehicle for drug use - and again was placed
on supervised probation, on Jan. 1, 2007. As part of the plea deal, District Court Judge Kim Tucker told McNeill
 that he could go on unsupervised probation if he tested negative for drugs three consecutive times. He still
managed to get in trouble again, while on probation. He was charged in April 2007 with possessing cocaine and
was charged in September 2007 with hitting Fayetteville police officer R. Grimm with his vehicle while trying to
 flee from a street corner. McNeill was charged that day with trying to elude arrest, reckless driving and
assault on a government official. Two months later, on Nov. 30, 2007, another judge gave him a slap on the wrist
. Superior Court Judge Jack Thompson allowed McNeill's probation status to be changed from supervised to
unsupervised, records show.

Could someone please tell me why this vile POS was still out on the streets? People have done far less and have
been incarcerated for far longer. Something drastic has to be done to reform sentencing guidelines and probation
 in this country. Former Rep. William Jefferson (D-LA) was given a 13 year sentence for corruption, but this
POS was just slapped on the wrists for repeatedly breaking the law. This scumbag had no reason to be given a
light sentence by any judge. He deserved the maximum sentence, considering he was a repeat offender.  Sorry, but
 the judges who let Mario McNeill off the hook with these light sentences are enablers and are complicit is his
 continued criminal behavior. My heart breaks for this child and the fate she met. She was failed by too many
people, including the Department of Children's Services that has had an encounter with the family before.

I get goose bumps and want to fall to my knees over this, Poor Poor Baby Girl, I just hope God Numbed her while
she had to endure what her mother and this man put her through, I can scream and yell at the television all I
want, I can cuss and wish the worse for the mother and this man, but nothing that they do to these two INHUMANE
SICK IN THE HEAD PERVERTS, will every justify what this little Beautiful Baby had to go through...The Needle not
hing will be me hurtful than what she had to deal with, in my opinion this Country is suppose to run off of an
"Eye for an Eye and a Tooth for a Tooth" how is giving him a quick needle going to do anything, if you want to

to live among humans. I am waiting to see if the public defender will argue murder by reason of insanity. This

fter these judges who left these hardened criminals out on the streets to reoffend and commit even more heinous

i had not thought of this defense, and i thought i read he hired a lawyer

I am asking because his name is Coleman and Cheyennes is Lockhart....Did  the grandparents adopt him? ....I can't imagine them adopting Byron and not Cheyenne....I am wondering if he decided to change his name from Lockhart to Coleman after he turned 18?

Yes, Byron Coleman is Vickie's son from a previous relationship before she married Brad.  At some point after they married, Byron changed his last name from Coleman to Lockhart.   Brad and Vickie divorced in 1996, she retained custody of the kids.  (hers and their 3). 

Two years later, in 1998, Vickie and her sister were at the home of a friend when there was a home invasion, Vickie and her sister were killed.  In his mom's obit, Byron was listed with the last name Lockhart. 

After her death the kids went to live with her parents, who then went to court to get legal custody.  At some point after Vickie's death, Byron changed his name back to Coleman.

Just to confuse things a bit more.. hehe.. This makes three Byron Coleman's:

Byron Coleman Sr. = Vickie Coleman/Lockhart's father
Byron Coleman Jr.  = Vickie's brother, who died in 1990/1991 aboard the USS Roosevelt 
Byron Coleman = Vickie's son

Thanks for that info I was wondering if they were seperated or divorced before her death.  I Think her (Vickie's) obituary also stated she had 2 daughters, Cheyenne Lockhart and Michelle Coleman.  That would mean possibly she had 2 children before her and Brad got married.

Shaniya's dad, Bradley, has 3 siblings, an older sister, an older brother, and Carey, who is a year younger than Brad.  None of his three siblings were mentioned in Shaniya's obit. 

Carey is not the great-aunt Caroline Davis, as some have thought.  Carey is Shaniya's aunt, not great-aunt, and has had the name Carey since birth. 

Have been working more today on a who's who in this case.

Shaniya's dad, Bradley, has 3 siblings, an older sister, an older brother, and Carey, who is a year younger than Brad.  None of his three siblings were mentioned in Shaniya's obit. 

Carey is not the great-aunt Caroline Davis, as some have thought.  Carey is Shaniya's aunt, not great-aunt, and has had the name Carey since birth. 

Have been working more today on a who's who in this case.

I was wondering about Byron.....was he a child that vicki had before that she married Brad or does he belong to Brad? I am asking because his name is Coleman and Cheyennes is Lockhart....Did  the grandparents adopt him? ....I can't imagine them adopting Byron and not Cheyenne....I am wondering if he decided to change his name from Lockhart to Coleman after he turned 18?

Yes, Byron Coleman is Vickie's son from a previous relationship before she married Brad.  At some point after they married, Byron changed his last name from Coleman to Lockhart.   Brad and Vickie divorced in 1996, she retained custody of the kids.  (hers and their 3). 

Two years later, in 1998, Vickie and her sister were at the home of a friend when there was a home invasion, Vickie and her sister were killed.  In his mom's obit, Byron was listed with the last name Lockhart. 

After her death the kids went to live with her parents, who then went to court to get legal custody.  At some point after Vickie's death, Byron changed his name back to Coleman.

Just to confuse things a bit more.. hehe.. This makes three Byron Coleman's:

Byron Coleman Sr. = Vickie Coleman/Lockhart's father
Byron Coleman Jr.  = Vickie's brother, who died in 1990/1991 aboard the USS Roosevelt 
Byron Coleman = Vickie's son

 

Thanks for that info I was wondering if they were seperated or divorced before her death.  I Think her (Vickie's) obituary also stated she had 2 daughters, Cheyenne Lockhart and Michelle Coleman.  That would mean possibly she had 2 children before her and Brad got married.

It appears that Michele Coleman is one of Brad/Vickie's 3 kids.  She may have changed her last name when Byron did.  Only two of Brad/Vickie's kids have the last name Lockhart.

You're welcome, Mymonkey!  Yeppers, it's a job and a half.  Still not done, have been reading thru media interviews etc til my eyes are blurred, lol.  Have read from locals that the Davis name is as common in that area as is Smith/Jones elsewhere.  Same with the McNeil name.  Some of these Davis folks are not related in any way, some perhaps by marriage.  The fun part is figuring em all out.   Brad's former fiance is Tyrongella (Ty) Nekia Judd Davis.  She wasn't 'born' a Davis, she is related to a Davis by marriage, either hers or her mom's.  Her mom is now or has been, a Turner.
