Obama’s Haliburton?  Waste, Fraud, or Abuse?  $18 million Scam?

“REPORTING RECOVERY.GOV TO ... RECOVERY.GOV”

Quote
VAN SUSTEREN: Indeed. All right, you made some news today. Recovery.gov, the Web site, do you have a problem with it?

BROWN-WAITE: I think America needs to of a problem with it because there was over $18 million spent on this contract.

VAN SUSTEREN: Just to build the Web site.

BROWN-WAITE: No, that was the updating of the Web site. We tried to the copy of the contract. Everything is redacted in the contract.

That's the contract. Smartronics is the company. By the way, OMB said they would do the same thing for $600,000. But we still don't know the amount of the original contract. But we do know that they spent $18 million to update the Web site.

Where did the $18 billion dollars go?  How much did the original contract cost?

I think this is worse than any Bush Haliburton contract scandal.

Smartronics press release about the award –

Quote
Smartronix Team Awarded Task Order for Recovery.gov Redesign

July 14, 2009

Smartronix announces it has won an initial $9.5 million task order award for the complete redesign of the Recovery.gov Web site. The task order includes the procurement, installation, configuration, security, and 24x7 operation and maintenance of a robust, secure, and highly available web infrastructure to support millions of users. A mirrored continuity of operations environment is also included in this award. If all options are exercised, the award is valued at $18 million over five years.

How many millions of users was the Obama administration expecting?

How is it possible that the OMB indicated they could do this for $600,000?

What else does the Smartronics contract include?  Does it include all he data tracking/snooping/monitoring from the Facebook, Twitter, and other social networking sites he government plans to participate in?

Why would an UPDATE cost $18 million?

Smartronix will be providing cyber security, infrastructure, systems engineering and data warehousing support for this award. KPMG LLP will provide financial, policy, and reporting knowledge regarding the ARRA as well as data management and coordination support. Synteractive Corporation will be providing strategy and business solutions utilizing Web 2.0 portal and collaborative technologies. TMP Government, a top digital agency specializing in the development of communications programs exclusively for government, contractors, and associations, will provide creative design elements and usability analysis for the site.

The company seems to have a big ‘climate change’ footprint –

World business summit on climate change Copenhagen, 2009

Quote
A KPMG-sponsored report by the Economist Intelligence Unit identified the following as three key things that will need to be achieved for success in Copenhagen:

•   developed economies will have to agree to major cuts in emissions
•   developing economies will have to limit future emissions
•   developed economies will have to lend a helping hand in terms of finance and technology.

Recovery.gov part of the climate change movement?

You can download the report at http://www.kpmg.com/Global/en/IssuesAndInsights/ArticlesPublications/Documents/World-business-summit-climate-change-2009.pdf

All kinds of climate change stuff here.  What does climate change have to do with recovery.gov?

“Smartronix teammates include KPMG LLP, Synteractive Corporation and TMP Government.”

Quote
Smartronix won the Recovery.gov contract over two other bidders, SRI International and Accenture, in an accelerated bidding process that only included companies who are part of the multi-vendor Alliant contracting vehicle.

Quote
Though not well known for developing Websites, Smartronix said in a press release Tuesday that it will be working with digital agency TMP Government and consulting firm Synteractive to design and implement Web 2.0 features in Recovery.gov, including community interaction through features such as blogs and photo uploads. Auditing firm KPMG will be providing support for financial information, policy, reporting and data management.

Quote
Contractors and other recipients of stimulus money will be required to report their spending via Excel spreadsheets that recipients will upload to the forthcoming FederalReporting.gov.

That site, contracted with CGI Federal as part of another existing contract ith the Environmental Protection Agency, will feed data to Recovery.gov. The Office of Management and Budget is holding a series of Webinars next week for recipients to find out more information about how to report data.
