I think she wants to try to hide behind her hair.    She tries not to show her teeth, too.

Points being made in argument to Lyons:

Rules are for all inmates.
Burden to Orange County to have rules for one inmate.
Orange County has no "side" in this case.
Jail has internal policies to meet the standards of the State and executes the security measures within the jail in accordance with those standards.
Public records laws are met with the jail's policies.
Risk management is also accomplished by the measures in place.

Good arguments, IMO. To me, this decision is a no brainer.
