The Obama administration seems to think that little extra that Medicare pays to Medicare Advantage organizations is excess profits to insurance companies.

"The entire Medicare program, including Medicare Advantage, should be carefully evaluated as part of comprehensive healthcare reform," said Ignagni. "However, seniors in Medicare Advantage should not be forced to fund a disproportionate share of the costs to reform the healthcare system."

For some reason, MA is often perceived to be a better value to seniors, is more affordable for seniors, and does a better jobs of managing health than traditional Medicare.
