With the high volume of HFT stock trades, those with ownership of say less than 60 seconds, why not a tax of just $1 a share?

Million a DAY in new revenue?  How long before the deficit was eliminated?

If stocks are traded on foreign exchanges, where is ownership recorded?  Perhaps they could tax the transfer of ownership?
