popular Delaware pediatrician may have sexually abused more than 100 of his young patients in what has grown into one of the biggest child molestation cases on record.

Dr. Earl Bradley videotaped his depravity with toddlers taken from their parents into his examination rooms, officials said.

Deputy Attorney General Alexis Slutsky told a news conference that videos found in Bradley's offices, home and rented storage unit, indicate he molested many dozens of victims over the last decade in the beach town of Lewes, population just 3,000.

Pediatrician Earl Bradley Accused of Raping Child Patients, Videotaping Acts
Delaware State Attorney General's Office Says There May Be 'Hundreds of Victims'

 By EMILY FRIEDMAN
Dec. 24, 2009

A popular Delaware pediatrician may have sexually assaulted more than 100 of his young patients and videotaped the acts in what officials are calling one of the largest sexual abuse cases in the state's history.

Dr. Earl Bradley is accused of molesting patients as young as 3 months old.

Dr. Earl Bradley, 56, is being held in the Vaughn Correctional Center on a $2.9 million cash bond after he was charged with 33 felony counts, including rape and sexual exploitation of a child, stemming from incidents at his Lewes, Del., practice, BayBees Pediatrics.

Delaware Attorney General Beau Biden told ABCNews.com that "this is a very very troubling case, and we here in the state of Delaware are pursuing it aggressively to the fullest extent of the law."

"The thing that makes this case so troubling and horrific is the alleged abuse of trust in this matter," said Biden. "These are highly specialized cases where no one in the community could believe someone could do this to a child, to a child who is voiceless."

Biden said that some of the alleged victims were 1 month old. If convicted, Bradley could face life in prison, according to Biden.

"Both as an attorney general and a father of two children it shocks the conscience," said Biden. "But I'd like to take this opportunity to tell parents that we are doing everything in our power to pursue this case to the fullest extent of the law."

Delaware Pediatrician Is Accused of Raping Patients

By IAN URBINA
Published: December 23, 2009

For more than a decade, Dr. Earl B. Bradley was a trusted fixture of the small coastal town of Lewes, Del., seeing thousands of children at a private practice he called BayBees Pediatrics.

On Wednesday, an official from the state attorney general’s office said that Dr. Bradley might have raped or molested as many as 100 children over the last 11 years, and the police scrambled to identify victims seen on videos that they say the doctor made of the assaults. They also began contacting law enforcement agencies in Florida, New Jersey and Pennsylvania, where they believe the doctor may have also seen patients.

Last week, Dr. Bradley, 56, was charged with molesting or raping at least seven patients, including some infants. A court hearing in the case was canceled Wednesday because Dr. Bradley had been placed on suicide watch.

“We are acting as quickly as possible,” the attorney general, Joseph R. Biden III, said Wednesday at a news conference.

Mr. Biden said his office would “use every resource necessary to continue to conduct a methodical and deliberate investigation.”

Dr. Bradley has been charged with 33 felony counts of first- and second-degree rape, sexual exploitation of a child by photo or film, and endangering the welfare of a child, said Paula T. Ryan, the chief prosecutor in Sussex County.

“The accusations are awful,” said Dr. Bradley’s lawyer, Eugene J. Maurer Jr. “But they are still just accusations.”

Mr. Maurer added that while he had not had enough time to study the case, he suspected that Dr. Bradley had severe mental health issues.

The police said they had received multiple complaints about the doctor roughly a year ago. “We investigated as far as we could, but there wasn’t enough evidence to go forward with charges,” said Sgt. Walter Newton, a Delaware State Police spokesman.

Though most of the victims remained unidentified, the police said one was a 2-year-old girl who was interviewed after her mother said Dr. Bradley had touched the girl’s genitals.

The police arrested Dr. Bradley on Dec. 16 after the girl’s parents complained. Dr. Bradley was released for one night while the police sought search warrants for his office and home. After obtaining those warrants and conducting the searches, he was arrested again on Friday, Ms. Ryan said.

Court documents say that during those searches, the police seized at least six cameras, 100 DVDs and VHS tapes, dozens of reel-to-reel films and a small computer data storage device that contained videos of multiple forced sexual acts with child patients — including intercourse, oral sex and fondling.

Several of the videos, court documents say, show the doctor, in blue scrubs, yelling orders at the toddlers, some of whom are crying or trying to run away. In one video, Dr. Bradley has a “violently enraged” expression on his face, the court papers say.

Dr. Bradley is being held on $2.9 million bond at the James T. Vaughn Correctional Facility in Smyrna, pending a preliminary hearing scheduled for Jan 14.

The police said that they did not know whether Dr. Bradley had practiced in Florida or New Jersey, where he has held medical licenses, or in Pennsylvania, where he attended medical school and did his residency. But they said they were notifying those states of his arrest.

The improper contact between Dr. Bradley and the 2-year-old girl took place during a Dec. 7 visit to his office, according to court records. Afterward, the child told her mother that when Dr. Bradley took her to a basement with toys and candy, he had “hurt” her private area.

The girl’s father later said the child made a similar complaint after an October office visit. Following the complaint from her parents, the girl was interviewed Dec. 9 at a Children’s Advocacy Center, where medical officials concluded that there was evidence of trauma consistent with sexual contact, according to court papers.

The papers describe one video in which Dr. Bradley abuses a patient who tried twice to run away.

They also describe the reaction of one veteran detective. “Detective describes this as one of the most violent and brutal attacks on a child of any age that he has seen captured on video,” the court papers said.

Arrest of a Pediatrician Followed Years of Complaints

By IAN URBINA
Published: January 7, 2010

The Delaware pediatrician who prosecutors say may have molested more than 100 patients showed a pattern of inappropriate touching that led to multiple complaints from patients and co-workers, according to court documents released this week.

But the police were unable to get enough evidence to charge him, the documents indicate.

Starting in 2005, police investigators received complaints about the pediatrician, Dr. Earl B. Bradley, of Lewes, Del., from eight patients accusing him of abuse as far back as 1999. At least one complaint was sent to a state medical group, but no action was taken to suspend Dr. Bradley’s license and he was not charged, according to the documents.

Dr. Bradley, 56, was charged in December with 32 criminal counts relating to the rapes of at least seven girls, ages 3 months to 13 years. At the time, the authorities said they had received multiple complaints about the doctor roughly a year ago.

But the new documents, which include the accounts of three doctors and a nurse, indicate that concerns were raised far earlier.

Biden initiates exam
of Bradley allegations in 2005

Forum for Bradley victims still on at Cape High tonight

By Ryan Mavity

State officials have undertaken a review of whether allegations against Dr. Earl Bradley were properly handled.

Delaware Attorney General Beau Biden released a statement Thursday, Jan. 7, addressing new information regarding an investigation of the Lewes pediatrician in Milford in 2005.

"Today, I have asked my State Solicitor to conduct a thorough examination of whether any individuals or entities in 2005 failed to fulfill their legal obligation to report allegations of wrongdoing against Dr. Bradley to the Division of Professional Regulation or the Board of Medical Practice," Biden said. "For example, the recent assertion that various elements of the medical community had information that may have triggered such reporting requirements is a serious concern. We need to get to the bottom of this. As a result, I have instructed the State Solicitor to report his findings to me as soon as possible."

Bradley was investigated by the Milford Police Department in April 2005, after a victim reported allegations against Bradley at Bradley's Milford office. Detectives conducted an investigation and reviewed the evidence with the Attorney General's Office, which decided not to prosecute the case. Milford police contacted the victim about filing complaints with the Board of Medical Practice but the Division of Professional Regulation has said no complaint was filed.

The Attorney General's Office also announced, despite snow, its community outreach forum is still on for 6-8 p.m., Jan. 8, at the Cape Henlopen High School Theater. Members of the state's Child Predator Task Force, state police detectives and the Children's Advocacy Center will be on hand to help families affected by the Bradley case. The meeting is co-sponsored by the Department of Justice, the Delaware State Police and Cape Henlopen High School.

State to have Bradley tested for HIV

By Ryan Mavity

The Delaware Attorney General’s Office filed a motion in Delaware Superior Court to have former Lewes pediatrician Dr. Earl Bradley tested for the HIV virus.

Bradley is facing over 30 charges of rape and exploitation of young children.

Paula Ryan, chief prosecutor for Sussex County, said the motion was granted without opposition. The request to test is allowed under state law.

“It’s routine in cases involving sexual abuse allegations to have that testing conducted. It’s just one of the steps we take as part of the process to make sure we have all the information we need,” Ryan said.

She said Bradley’s test would be handled through the Department of Corrections, with correctional medical personnel obtaining his sample.

Today’s motion marked Bradley’s first appearance at the Superior Court in Georgetown but figures to not be the last. Bradley is scheduled for a preliminary hearing in the Court of Common Pleas in Georgetown, Thursday, Jan. 14. Department of Justice officials have stated after the preliminary hearing the next step is going to a grand jury for indictment.
Bradley faces possible life in prison if convicted.

Warnings about accused Del. pediatrician surface
By RANDALL CHASE
The Associated Press
Saturday, January 9, 2010; 1:45 PM

DOVER, Del. -- Dating back almost a decade, there were complaints and investigations involving Dr. Earl Bradley, a well-known Delaware pediatrician who authorities say may have molested more than 100 children.

There were jokes among colleagues, who thought Bradley had an unusual practice with his carnival-like office filled with toys and a merry-go-round. Even Bradley's own sister, who worked for him, heard parents' concerns.

Despite the warnings, Delaware's medical board only recently suspended Bradley's license - after he was arrested.

"The system failed. What I don't know, and what we must find out, is where and how," said Gov. Jack Markell, who plans to order an independent review of the state's handling of the case.

Outraged parents have complained that children could have been spared had officials acted sooner.

"If he was under investigation for over a year, why didn't someone speak up?" a tearful mother said at a community forum last month. "All of this could have been avoided."

Bradley, 56, is being held in lieu of $2.9 million bond after being charged with more than 30 felonies, including rape. After years of suspicions, his arrest came when a 2-year-old girl told her mother that Bradley hurt her last month when he took her to a basement room after an exam.

Authorities have said Bradley videotaped some of the attacks, some of which occurred in exam rooms with Disney themes.

Bradley faces a preliminary hearing on Thursday. His attorney, Eugene Maurer, did not immediately return telephone messages left at his home and law office Saturday.

The case has shocked the close-knit coastal community of Lewes and the central Delaware town of Milford, where he closed an office in 2005 after police investigated him. The case is even more chilling because some alleged victims are no more than 6 months old.

The governor is not the only one calling for a review. The attorney general's office also has asked for an investigation.

What they are likely to find is a lot of fingerpointing, but few willing to accept much, if any, responsibility.

For example, officials who oversee the Board of Medical Practice claim they never received any complaints until after the arrest. State law requires all medical professionals, state agencies, and law enforcement agencies to report to the licensing board in writing within 30 days if they believe a doctor is or "may be" guilty of unprofessional conduct.

State police said they didn't notify the board of a 2008 investigation because they worried about jeopardizing their case. The attorney general's office was involved in a 2005 investigation, yet apparently didn't tell the board.

Milford police said they tried to file a complaint with the board in 2005, but were rebuffed by an investigator who told them it needed to come from the victim or her parent.

Even two pediatricians interviewed in 2005 told investigators about complaints from Bradley's former patients.

Dr. Lowell Scott told police he referred to Bradley as a "pedophile" when talking to colleagues.

"I probably shouldn't comment on that. ... We would refer to him that way as more of a joke," Scott told The Associated Press.

"We all felt that he practiced differently than we did. ... None of us had any actual knowledge of him doing any potential harm," Scott said.

Bradley was described as a quiet, unkempt man who had trouble looking adults in the eye but nevertheless gained parents' trust. Police allege that after finishing exams at his Lewes office, he would molest children in the basement or an outbuilding, where they would be given toys or candy.

Scott said he never had any proof, only accusations.

"You're talking a 3-year-old against a 50-year-old. I figured if there was something behind it, then the police would lead to the medical board," he said.

Bradley's own sister, who worked for him as an office manager, told police she had complained to two officials with the state medical society, but again, nothing came of it. The society officials deny receiving any complaint from Linda Barnes.
ad_icon

Barnes told police in 2005 that her brother was bipolar and taking medication from the office, and that several parents had complained to her about Bradley inappropriately touching patients.

An initial review by Attorney General Beau Biden's office indicates a prosecutor recommended the 2005 matter be referred to the medical board, but there is no evidence that his agency notified the board.

"That's part of what I've asked the state solicitor to review," Biden said.

OMG!  I had only heard briefly of this in passing on the news and had no idea the extent of it all.

Thanks, Miss Muffy, for posting this information.  It is shocking and disgusting in the extreme.  I wish the Supreme Court had not struck down the death penalty for child abuse because this sounds like one good candidate for it.

I can't even stand to look at him.  He even looks EVIL.

Many missed warning signs of alleged Sussex abuse
By Cris Barrish • The News Journal • January 11, 2010
LEWES -- Pediatrician Earl Bradley's strange behavior, especially with the young girls he treated, became known in recent years to many medical professionals, police and prosecutors.

At Beebe Medical Center in Lewes, administrators knew police had investigated him in 2005.

Doctors who worked with him were told by parents of Bradley's former patients that he forced reluctant girls to undress, performed long vaginal exams and took girls alone to get treats. One doctor didn't mince words with police, calling Bradley a pedophile.

Workers in the Lewes and Milford offices of his BayBees Pediatrics knew he kissed, hugged and cuddled girls. An office manager said Bradley took antidepressants from the office and told police she wrote a letter about his problems to the Medical Society of Delaware.

Police had tried since at least 2005 to build a criminal case against Bradley. They documented his questionable behavior and reputation in reports that were not made public until last week about Bradley, 56, who was charged in December with raping nine girls since August -- eight of whom he videotaped. Authorities said there could be 100 victims.

As allegations piled up over nearly five years, though, unaware parents kept sending their girls and boys to his one-man, Disney-themed medical practice, which drew patients from nearby resorts and distant farming towns.

Yet no one in the medical or law enforcement communities did what Delaware law mandates -- put their observations and suspicions in writing to the Delaware Board of Medical Practice, which investigates physician misconduct. Failure to report such behavior can bring a fine of $250 to $5,000.

If even one had followed the law, the 16-member board's medical professionals and lay persons would have had to investigate, and if warranted, discipline him publicly.

Though police said officers questioned Bradley in 2005 about kissing a toddler, his alleged crimes, many of which he filmed, became brutal.

The allegations about Bradley include holding toddlers upside down and yelling at them while committing sex acts, or molesting a girl during an exam when she was there for a sore throat. Many in Delaware have recoiled not only from the accusations but also from last week's revelations in The News Journal that Bradley continued treating and allegedly raping children when so many powerful people knew about him.
Attorney General Beau Biden on Thursday ordered an investigation into the failure of anyone to report Bradley to the board, and Gov. Jack Markell said Friday he would order an independent review of what went wrong and what should change.

But the realization that the safety net meant to protect children was nothing more than a sieve has many seething.

One angry woman is the mother of two former patients.

"I feel vulnerable," she said. "Police and prosecutors are supposed to protect you. Doctors are supposed to protect you. The law is supposed to protect you. If they don't, where do you go?"

The woman took her girls out of Bradley's practice a few years ago after the Milford office seemed dirty and his behavior odd, she said. She once saw beads of poisonous mercury on a table, she said, and he was preoccupied with why his float didn't win a top prize at the Lewes Christmas parade.

Lots of toys and candy
Tall and bearded, always wearing blue or green hospital scrubs -- even for errands around his Lewes home -- Bradley created a spectacle for patients.

At his Coastal Highway office, one exam room had a Pinocchio theme. He put a life-size Freddy Krueger doll from the horror movie "A Nightmare on Elm Street" in a basement room. He kept stashes of toys and candy that he bestowed on patients. He was converting an outbuilding into a small movie theater.

Outside, he parked a bee-themed Volkswagen with a BAYBEES license plate, and a small merry-go-round and Ferris wheel.

The theme park motif and his unorthodox manner concerned some parents but endeared him to others, say a handful who spoke with The News Journal. Their names are not being used to protect the identity of potential victims.

Delaware crime: Dr. Earl Bradley's late uncle was convicted of sex crimes in Pa.

By ESTEBAN PARRA • The News Journal • January 13, 2010

TATE COLLEGE, Pa. -- Nearly two decades before pediatrician Earl B. Bradley was charged with raping nine of his child patients, his uncle was convicted of lewd behavior and exposing himself to young girls in central Pennsylvania.
William A. Bradley Jr., a retired high school and college teacher, was sentenced to 18 years probation in 1992 by a Pennsylvania Court of Common Pleas judge. He died five years later, at 92, at a State College, Pa., nursing home, according to an obituary published in the Centre Daily Times on Feb. 14, 1997.

In Delaware court documents from 2005 obtained last week by The News Journal, a witness told police that Earl Bradley's uncle had been arrested years before in State College on pedophilia-related charges.

Pedophiliac behavior within families is not unheard of, according to Leslie Lothstein, director of psychology at the Institute of Living at Hartford (Conn.) Hospital's Mental Health Network.

"I've seen, over the course of 40 years, a number of families where you can go back three generations and you can look at similar patterns, especially sexual abuse," Lothstein said. "It's not a rare event, but it also doesn't mean that if you have a family history of pedophilia or a sexual behavior that you are going to see it in the next generation.

"So the question is, how does that occur and how does that happen?"

What research there is on the topic has found that pedophiliac offenders are more likely to come from dysfunctional families -- where sexual and physical abuse is common. This emotional trauma may play into the cause of the sexual disorders.

What sort of upbringing the Bradleys had is not known. Nor is what sort of contact the men had with each another.

GEORGETOWN, DEL. -

Lewes pediatrician Dr. Earl Bradley, charged with 32 felony counts in connection with allegations of child sexual abuse, waived his right to a preliminary hearing scheduled to take place this morning in Sussex County Court of Common Pleas.

The case now moves to Superior Court.  Bradley remains held on $2.9 million cash bond.

“We continue to do everything necessary to pursue this case to the fullest extent of the law,” Attorney General Biden stated.  “This investigation, led by the Delaware Department of Justice, Delaware Child Predator Task Force, and Delaware State Police, is ongoing and we continue to review all of the evidence in this case as quickly as possible.”

Biden emphasized that the Delaware Department of Justice office in Lewes, which opened Jan. 1, is fully staffed.  That facility, at 105 W 4th St., is being used to store and review records in this case and to house staff assigned to the investigation.

All of Doctor Bradley’s patient records have been moved to this secure facility so that a team of prosecutors and investigators can review them.  These files remain accessible to parents or caregivers of current and former patients. Parents or caregivers should call the Delaware Department of Justice Lewes office at 302-645-4010 to request a copy of their child’s pediatric file.  Parents and caretakers can also visit this office to share information about the investigation and to obtain counseling referrals and other victim resources.

The Delaware Department of Justice, Delaware State Police, and other agencies continue to coordinate specialized services for victims and their families.  Concerned parents and caretakers are urged to contact the Delaware State Police 24-hour Victim Services Hotline at 1-800-VICTIM-1 (1-800-842-8461) or send an e-mail to a specially-arranged Delaware State Police address - victim1@state.de.us.  Callers will speak with a live individual qualified to provide important information and make counseling referrals.  They may also be directed to financial assistance provided for counseling and other services through state programs, including the Delaware Victims’ Compensation Assistance Program.

Individuals that have information to provide in this case, including suspicious activity, are urged to call Delaware State Police detectives at 302-856-5850, ext. 216.  Parents of patients or former patients of Dr. Bradley, regardless of the age or gender of the child, are asked to come forward.

Widener dean to lead probe into failures in the Dr. Earl Bradley sex abuse case

By JEFF MONTGOMERY • The News Journal • January 13, 2010
Gov. Jack Markell has chosen a veteran attorney and educator to examine systemic failures that kept an alleged pedophile doctor in Lewes free despite years of suspicions and broken investigations.

Quantcast

Linda L. Ammons, professor and Dean of the Widener University School of Law, was named this morning to head the state’s independent investigation into events and issues surrounding the case of Dr. Earl B. Bradley.

Bradley was arrested last month on charges connected with the rape of nine child patients. Investigators said the crimes occurred in a Lewes pediatrics office that had been rigged with cameras to record vicious sexual assaults on infants and children.

Allegations date to at least 1999, police have confirmed, with as many as 100 or more potential victims. Police also are examining his record in years prior to 1999.

Court documents show that some doctors and police were aware of accusations and complaints against Bradley for years, but investigations never led to arrests or a search warrant, or formal complaints to the state’s Board of Medical Practice.

"Clearly the system failed and we need to find out who and where," Markell said last week while announcing plans for the independent probe. He said the administrative and reform investigation would not interfere with efforts to help victims and prosecute the case.

DELAWARE CRIME: Troopers search Dr. Earl Bradley's office
The News Journal • January 22, 2010

While state police seized more potential evidence Thursday from the office of accused pedophile pediatrician Earl B. Bradley, prosecutors moved to freeze the doctor's assets.

The new search came one day after the Department of Justice filed a civil suit against Bradley, accusing him of engaging in racketeering at BayBees Pediatrics near Lewes, saying he used the office to "procure his victims.''

Bradley, 56, was charged in December with raping nine young female patients ranging from 3 months to 13 years -- most of whom he allegedly filmed during sex acts -- and authorities have said they suspect he molested up to 100 since 1998.

Police previously conducted one search at Bradley's home on Savannah Road in Lewes, and twice raided his former office at 18259 Coastal Highway (Del. 1). During one December office search, a detective wrote in court papers, police found a computer thumb drive that held graphic videos depicting Bradley having intercourse and oral sex with toddlers. The FBI is now helping police analyze other computer files.

Plainclothes officers returned to the Disney-themed medical building Thursday in blue vans, one with the word Criminalistics emblazoned on the side, and appeared to center their search on two outbuildings. Police have said in court papers that Bradley sometimes filmed rapes of young girls in an outbuilding where he often took children after examinations, telling parents he was taking them for a toy or a treat.

At the scene, an officer who would not identify himself, said police had obtained a new search warrant to retrieve files.

Working amid a plastic child's castle and a bright yellow Volkswagen Beetle painted to resemble a bumblebee, investigators carried out several cardboard filing boxes.

State police spokesman Sgt. Walter Newton said the latest search "is part of a continuing investigation. They're finishing up.''

Any additional charges that would be filed, Newton said, would be included when Bradley is indicted, though no timetable has been set for indictment.

Abuse victim's parents sue Lewes pediatrician
By Jeff Montgomery • The News Journal • January 21, 2010

LEWES -- Parents of a victim of an accused pedophile pediatrician in Lewes have sued the doctor and Beebe Medical Center, where he worked.

The lawsuit, filed in New Castle County Superior Court, accuses Dr. Earl B. Bradley of sexually abusing a child twice in his Savannah Road office on Dec. 3 and Dec. 14, and states that Beebe failed for years to report concerns about the pediatrician's conduct.

"We're anticipating that there will be a lot more defendants in the future," said attorney Bruce L. Hudson, who prepared the case with Ben T. Castle, an attorney with the firm of Young Conaway Stargatt & Taylor.

Police arrested Bradley one day after the alleged second attack on the child in the lawsuit, saying that he had raped nine children between the ages of 3 months and 13 years and videotaped the assaults in his camera-rigged offices. Investigators have since said more than 100 children might have been victimized by Bradley since 1998.

The lawsuit alleges Beebe, other doctors, medical staffers and some police were aware of complaints about the pediatrician for years before his arrest. No reports ever reached the state Board of Medical Practice, however, despite a law requiring notification and allowing fines of up to $5,000 for violators.

"If a doctor who knew about it reported it to the Board of Medical Practice, if they did their duty, nobody after that point would have become a victim," Hudson said.

The lawsuit accuses Bradley ---- who practiced at Beebe and was the hospital's chief of pediatrics for two years ---- of sexual abuse crimes as long ago as 1994.

"This is a civil suit filed against us. Obviously we haven't seen it, so we can't comment on it," said Beebe Medical Center spokesman Wallace Hudson.

Bradley's attorney, Eugene J. Maurer Jr., could not be reached.

Beebe officials on Jan. 8 issued a statement denying knowledge of issues before Bradley's arrest that would have required a report to the medical board.

The same statement, however, confirmed hospital officials in September 2005 required Bradley to have a chaperon whenever seeing patients in the hospital, a precaution taken after reports the pediatrician had been investigated in Pennsylvania.

Beebe dropped the chaperon requirement about a month later, after the closing of a separate Milford police investigation into other claims of impropriety targeting Bradley.

Delaware State Police investigated complaints about Bradley in 2008, after three parents reported excessive vaginal examinations. A judge declined to approve a search warrant in that instance.

Castle, the attorney, said Bradley is expected to invoke his 5th Amendment right of refusal to give self-incriminating testimony until his criminal case ends.

Delaware's Division of Professional Regulation last week sent all doctors, health care licensees and institutions statewide a letter to "stress the importance" of their duty to report suspected unprofessional conduct.

Attorney General Beau Biden has separately opened an investigation to identify those who failed to comply with the law.

State files lawsuit against accused Lewes pediatrician
By Randall Chase • Associated Press Writer • January 22, 2010

DOVER -- Delaware prosecutors are seeking to seize the assets of a pediatrician accused of sexually assaulting several of his patients and use the proceeds for the benefit of his alleged victims.

A civil racketeering lawsuit against Dr. Earl Bradley of Lewes was filed late Wednesday. The lawsuit seeks to preserve the assets of Bradley, his medical practice, BayBees Pediatrics, and Bradley Family LLC, a single-member entity that holds the deed to Bradley's medical office.

"This is something that is an important component of this overall investigation," Attorney General Beau Biden told The Associated Press on Thursday. Biden said he did not know the value of Bradley's assets.

Bradley is being held in lieu of $2.9 million bail on charges of sexually assaulting several patients at his office last year.

Delaware's criminal code allows the Department of Justice to put a lien on the assets of a defendant and seek forfeiture on behalf of the victims. Officials plan to ask that the civil lawsuit be put on hold pending resolution of the criminal case against Bradley.

Prosecutors note in their complaint that the racketeering statute is intended to prevent the infiltration of legitimate economic enterprises by racketeering practices, which in Bradley's case is the sexual exploitation of children, and the use of legal and illegal enterprises to further criminal activities.

In the complaint, prosecutors allege that Bradley used proceeds from illegal activity to acquire real and personal property that is subject to seizure.

"Dr. Bradley used his business, BayBees Pediatrics, to procure his victims," the complaint states. "His victims were some of his patients -- children who came to BayBees Pediatrics to get medical care. He also used his medical services business as a cover for getting his victims alone and away from their guardians in order to perform and videotape unlawful sexual acts."

Bradley was arrested in December after a 2-year-old child complained to her mother that Bradley had hurt her after an office visit. The mother then learned that the child had made a similar complaint to her father after getting a flu shot in October.

Investigators subsequently seized video recordings from Bradley's office allegedly showing him raping and molesting children as young as 6 months old during a period from August to December of last year. Prosecutors charged him with sexually assaulting nine children but have said he may have attacked more than 100 children over the past decade.

Pediatrician Earl Bradley Charged With Molestation of 103 Children
Delaware State Attorney General's Office Says There Could Be More Victims

A popular Delaware pediatrician has been indicted by a grand jury that charged him with the molestation of 103 children.
Dr. Earl Bradley, 56, has been held in the Vaughn Correctional Center on a $2.9 million cash bond following his arrest last December. Bradley was initially charged with 33 felony counts, including rape and sexual exploitation of a child, but the number of victims has now more than tripled.

The accusations, in an indictment handed down Monday, stem from incidents that allegedly took place at his Lewes, Del., practice called BayBees Pediatrics where he is accused of videotaping the sex acts while the children's parents waited in another room.

If convicted, Bradley faces a mandatory sentence of life in prison without the possibility of parole.

"I cannot say certain things that I am feeling, and I am feeling a great deal. I am determined to see that this defendant will never, ever be in a position again to hurt another child," Delaware Attorney General Beau Biden said in a statement following the indictment.
The 160-page indictment describes in detail Bradley's alleged behavior between 1998 and 2009. Of the 103 children mentioned in the indictment, only one of them was male.

Among the 471-count indictment includes allegations that Bradley forced children to perform sex acts on him as recently as Dec. 13.

Some of the children were allegedly molested continuously over a series of days or months. One victim was allegedly raped by Bradley from June 2007 until February 2009, and another was molested "continuously" between November 2008 until November 2009.
A search of Bradley's medical practice late last year lead to the analysis of more than 13 hours of video files, computers and hard drives and more than 7,000 patient files.

Biden told ABCNews.com at the time of Bradley's arrest that "this is a very very troubling case, and we here in the state of Delaware are pursuing it aggressively to the fullest extent of the law."

"The thing that makes this case so troubling and horrific is the alleged abuse of trust in this matter," said Biden. "These are highly specialized cases where no one in the community could believe someone could do this to a child, to a child who is voiceless."

Biden said that some of the alleged victims were just months old.

The attorney representing Bradley, Eugene Maurer, did not immediately return messages left by ABCNews.com.
According to court documents obtained by ABCNews.com, the investigation was spurred after a 2-year-old girl told her mother that Bradley had touched her genitals and "hurt her" during a Dec. 7 appointment.

According to the child's mother, who is not named in the court documents, Bradley first examined the toddler in her presence, but then "removed the victim to the basement of the office, where a toy room is located."

The mother told authorities that she permitted her daughter to be alone with Bradley "because of his position as a doctor" and because she "trusted him."

But on the way home from the doctor the mother alleges that her daughter said Bradley had sexually abused her while they were alone in the basement. The girl's father, who had taken to her to a previous appointment with Bradley, also told authorities his daughter had made a similar complaint to him in November.
n 160 pages of disturbing court documents, Bradley is accused of videotaping sexual acts with his young patients and molesting them repeatedly while their parents waited in nearby examination rooms.

Bradley, who had been in the 1,300-person town of Lewes since 1994, is accused of abusing his patients for the past 11 years.
According to the arrest documents, the examination room known as the Pinocchio Room because of its decorations was seen frequently on the video tapes obtained by authorities that reportedly show Bradley undressing his patients and performing sex acts on them.

In another room decked out with "The Little Mermaid" paraphernalia, equally horrific abuse allegedly occurred at the hands of Bradley, who investigators said was seen on the tapes muzzling screaming children as they tried to flee the abuse.

Described as a 6-foot, 225-pound man, Bradley allegedly had a "violently enraged expression on his face" as he yelled to a 2-year-old patient to perform sexual acts on him. That particular video was described by the investigating officer in court documents as "one of the most violent and brutal attacks on a child of any age" that he had ever seen.
The community should not be faced with the visual reminder of their pain as they go about their daily lives," l Biden said. "We hope that removing these outward displays promoting Dr. Bradley's practice, including toys, figurines, vehicles, a lighted sign and billboard is a small step in helping the Lewes community begin the healing process."
Bradley's attorney had agreed to the removal of the items.

The removal and storage of items from the Baybees property was completed today. The attorney general initiated this action with the agreement of Bradley's legal counsel.

Doctor in child sex-abuse case faces arraignment
Monday, March 22, 2010

By Randall Chase ASSOCIATED PRESS

DOVER, Del. -- The Delaware pediatrician accused of molesting more than 100 of his patients will appear before a judge this week.

Dr. Earl Bradley is to be arraigned Wednesday in Sussex County Superior Court. It is unclear whether he will formally enter a plea in person or by video from prison, where he is being held under $2.9 million bail.

Public defenders Dean Johnson and Stephanie Tsantes will be representing Dr. Bradley. His two private lawyers left the case after the attorney general's office moved to freeze Dr. Bradley's assets, making it difficult for them to hire experts and mount a defense.

The charges against Dr. Bradley include rape, sexual exploitation of a child, unlawful sexual contact, continuous sexual abuse of a child, assault, and reckless endangering.

Del. pediatrician gets life for abusing patients

GEORGETOWN, Del. (AP) — Former Delaware pediatrician Earl Bradley will spend the rest of his life in prison for committing horrific acts of sexual abuse against scores of young patients over more than a decade, a judge ruled Friday.

Bradley, 58, showed no emotion as Judge William Carpenter Jr. sentenced him to 14 life sentences without parole for 14 counts of first-degree rape. Bradley also was sentenced to more than 160 years in prison for multiple counts of assault and sexual exploitation of a child.

Under state law, a life sentence is mandatory for a person convicted of rape against three or more separate victims.
