Rutherford: Missing persons now top priority

Three high-profile Northeast Florida cases were the catalysts Jacksonville Sheriff John Rutherford needed to overhaul protocol for handling missing-persons reports.

Rutherford said Tuesday the disappearance of Haleigh Cummings in Putnam County, the abduction and slaying of Somer Thompson in Clay County and last week’s shooting death of Makia Coney in Duval County inspired his decision to speed up the officer response time in missing-persons cases.

Rutherford issued an internal memorandum Friday that detailed the changes. Missing-persons reports were previously assigned a low-response priority unless there were signs of foul play. But the revision makes all but habitual runaway missing-persons cases Priority 1 for officers.

The calls can’t be delayed or handed off to another officer unless a supervisor approves the change. Rutherford said habitual runaways will be handled with a lower priority but can be upgraded immediately in case of foul play.

“Given all that’s happened recently, I’m not comfortable waiting around until we know there is some evidence of foul play,” he said. “I want to make sure these reports are given the priority they deserve.”

If executed properly, it could trim about an hour off the time line from when a report is filed to when officers arrive, Rutherford said. He said it won’t affect response time for other callouts.

The Web site for the Sheriff’s Office Missing Persons Unit says there are about 6,000 missing-persons reports filed every year. About 70 percent of those involve habitual teenage runaways. The site also says fewer than 10 reports a year actually involve foul play

Rutherford’s decision comes on the heels of Coney’s death. The 17-year-old University Christian School student’s body was dumped on Powers Avenue near Baker Skinner Park — about 3 miles from the school — after she was shot in the head. Police have charged two of her schoolmates with the slaying.

She was found about 6 p.m. Feb. 10 shortly after a missing persons report was filed. Rutherford said there was a lag from when the call was received to when officers were dispatched, but he was unclear how long it took.

City Councilman Johnny Gaffney, a friend of Coney’s family who served as its spokesman, criticized the Sheriff’s Office for what he called a slow reaction time during a news conference Thursday. He said it took two to three hours for police to arrive at the school after Coney’s parents filed the report.

But he said Rutherford’s decision to modify the protocol is an impressive step toward ensuring calls aren’t given short shrift.

“This is a good move because it can save a child’s life,” Gaffney said. “No parent should have to endure what Makia’s family went through, and the sheriff should be commended for taking action.”

The Clay County Sheriff’s Office revamped its strategies for dealing with missing persons in 2005. Sheriff Rick Beseler said that move was integral to the location of evidence from Somer Thompson’s abduction and slaying.

He also said the revised Jacksonville Sheriff’s Office plan shares some similar traits with his agency’s protocol, and he lauded Rutherford’s shift as a game changer for area law enforcement.

“Statistics show that the first hour or two is the best opportunity to break these cases, so you need to frontload resources as soon as you can,” Beseler said. “Sheriff Rutherford is doing just that.”

The move has inspired another agency to take a look at its own policies.

St. Johns County Sheriff David Shoar said his missing-persons protocol is similar to Jacksonville’s previous system. But with the recent influx of disappearances across Northeast Florida, he said he plans on adjusting to a more proactive model as soon as possible.

“We’re not as busy as JSO, but Sheriff Rutherford’s move has definitely inspired me to revisit our strategy for dealing with disappearances,” Shoar said. “The window is small in these cases, and there’s no room for error.”

AMEN JG, I always felt weird about Katrina's property abutting the canal where the tree service was, especially after the rumors that Ron was out "collecting $$" for Katrina that night. Where is Eliza's property??

Looks like RC, HS & MC will be in court in PC on the 18th, same day as Hank, Sr. Tommy is scheduled to be in court 2-17 on the firearms charge. Nothing on his drug or theft yet. Guess MC will be served on the other 2 counts at that time. Boy, is she gonna be surprised. I think she is of the mindset that they will give her a key to her cell and tell her to go home anyday now. According to the last tapes, she is watching TV and reading newspapers. MC doesn't have an attorney listed on any of her criminal dockets. Bet she will end up with a PD.

I was wondering if was near water too.......it is, but nothing like KB's place. Her's is directly on a canal or some body of water, always made me think how easy it would be to get rid of something with tree "equipment" on the water , same as PDM
