As part of that shift, the Treasury is moving its "crisis response" team into a new division focused on capital markets, housing finance and other market issues, government officials said.

The office of Capital Markets and Housing Finance will be headed by Matt Kabaker, a senior adviser to Mr. Geithner and former managing director at Blackstone Group LP. Its staff will include a handful of former Wall Streeters tapped by Mr. Sachs to help engineer the financial rescue, including Morgan Ricks of Citadel Investment Group LLC, Jeff Foster of Apollo Global Management LLC and Ian Samuels of Blackstone.

Who's looking out for Main Street?  The common family? 

Is it possible members of this same group engineered the financial collapse?

Another top counselor to Mr. Geithner, Gene Sperling, is in talks with White House Budget Director Peter Orszag to be his deputy. The president's first deputy director at the Office of Management and Budget, Rob Nabors, has left to join White House Chief of Staff Rahm Emanuel's office. An OMB official said there are other candidates for the post besides Mr. Sperling, including the acting deputy budget director, Jeff Liebman.
