Why don't they let communities decide on the best way to supply energy to consumers?

Why rip off communities and then make them pay to upgrade?

One of the Senators leading a bi-partisan effort to agree a compromise version of the climate change bill currently stalled in the Senate, yesterday confirmed that the bill was likely to include a scaled back emissions cap-and-trade plan targeting only utilities.

In an interview with Reuters, Democrat Senator John Kerry, who has been working with Republican Lindsey Graham and independent Senator Joe Lieberman on the compromise package, said the proposed cap-and-trade for utilities plan was all but finalised.

"That's not to say there are not some details left to be resolved with utilities, but the overall approach is that," he said, adding that the long-awaited draft bill could be presented next week.

Imposing a cap-and-trade scheme solely on utilities is seen as a means of addressing fears that carbon pricing mechanisms result in carbon leakage, when carbon intensive industries such as chemicals or steel manufacturing relocate to countries without carbon legislation. In contrast, energy and water can not move away from their customers and therefore have to comply with the emissions caps imposed through a trading scheme.
