James Bulger

James Patrick Bulger (born 16 March 1990),[1] a two-year-old child from Kirkby, Merseyside, England, was abducted, tortured and murdered in 1993. The perpetrators were two 10-year-old boys, Robert Thompson (born 23 August 1982) and Jon Venables, (born 13 August 1982).[2] Bulger disappeared on 12 February 1993 from the New Strand Shopping Centre, Bootle, while accompanying his mother, and his mutilated body was found on a railway line in nearby Walton on 14 February. Thompson and Venables were charged on 20 February 1993 with the abduction and murder.

Thompson and Venables were found guilty of the murder of Bulger on 24 November 1993, making them the youngest convicted murderers in modern English history. They were sentenced to custody until they reached adulthood, initially until the age of 18, and were released on lifelong licence in June 2001. The case has prompted widespread debate on the issue of how to handle young offenders when they are sentenced or released from custody.[3]

At the trial it was established that at this location, one of the boys threw blue Humbrol modelling paint into Bulger's left eye.[9] They kicked him and hit him with bricks, stones and a 22-pound (10.0 kg) iron bar, described in court as a railway fishplate.[16][17][18] They placed batteries in his mouth.[19] Bulger suffered ten skull fractures as a result of the iron bar striking his head. Alan Williams, the case's pathologist, speculated that Bulger suffered so many injuries that none could be isolated as the fatal blow.[20] Police suspected that there was a sexual element to the crime, since Bulger's shoes, stockings, trousers and underpants had been removed. The pathologist's report read out in court stated that Bulger's foreskin had been manipulated.[21][16] When questioned about this aspect of the attack by detectives and the child psychiatrist Eileen Vizard, Thompson and Venables were reluctant to give details.[22][14]

Before they left him, the boys laid Bulger across the railway tracks and weighted his head down with rubble, in the hope that a train would hit him and make his death appear to be an accident. After Bulger's killers left the scene, his body was cut in half by a train.[23] Bulger's severed body was discovered two days later, on 14 February.[5] A forensic pathologist testified that he had died before he was struck by the train.[23]

Papers criticise Bulger comments
The Children's Commissioner is criticised for saying James Bulger's killers were too young to understand the consequences of their actions.

For the Daily Mail, Maggie Atkinson's comments were appallingly timed and grossly insensitive.

The Daily Telegraph thinks her intervention was stunningly crass.

In the view of the Daily Express, it would be better for the moment that the Children's Commissioner, if seen, is not heard.

James Bulger's mother calls for answers over Venables

The mother of James Bulger has said she has a right to know why his killer is back in prison, but is getting "no answers" from the government.

Jon Venables, 27, who murdered two-year-old James in 1993, was recalled for breaching the terms of his licence.

James's mother, Denise Fergus told ITV's This Morning: "I am sick of them closing doors in my face."

Justice Secretary Jack Straw has confirmed he will answer "urgent questions" in parliament at 1530 GMT.

Earlier he said he is on the "horns of a dilemma" over whether to divulge the allegations.

A number of media outlets have alleged Venables was recalled to prison on suspicion of offences related to images of child abuse.

Mr Straw admitted the details behind Venables being returned to prison were in the public interest, but said there was a risk of prejudicing any further criminal proceedings.

Mrs Fergus said she was "prepared to wait" for details of how Venables breached his licence.

"I do not want to prejudice a trial but I have the right to know," she said.

Mrs Fergus is to meet Mr Straw in the next couple of days and has prepared a list of questions.

The justice secretary told BBC Radio 4's Today programme: "What I want to do is to look at what has already been made public... to look at that and then to make a judgment about whether there is information that given it is now out in any event we could now confirm."

Mr Straw stressed Venables was still not facing any charges and that a criminal investigation was still under way.

Jamie Bulger's mum finally got an apology from the children's tsar yesterday over crass comments she made about the toddler's murder.

Denise Fergus was infuriated when Dr Maggie Atkinson described his brutal death at the hand of young thugs Jon Venables and Robert Thompson, as "exceptionally unpleasant".

But Dr Atkinson told Radio 4 Woman's Hour: "There's a private letter of apology from me going to her for the hurt caused."

The Children's Commissioner sparked anger with her remarks on the 1993 murder, which came in a newspaper interview.

Denise branded her words "twisted and insensitive". Dr Atkinson had insisted it was wrong Venables and Thompson were tried in an adult court.

They were both 10 when they killed James in Liverpool.

She said: "The age of criminal responsibility is 10, that's too low, it should be moved to 12."

But she yesterday tried to calm the furore, saying she had not intended to make a "call of any sort" in the interview.

Dr Atkinson added: "I am not saying that if a child is under the age of criminal responsibility when they commit an offence, they should not be punished."

She said there were ways of punishing youngsters in "secure facilities" where the crimes can "be properly explained to them".

JAMES Bulger killer Jon Venables was back in his jail cell last night after being questioned by cops for 24 hours.
March 20, 2010

They grilled him about child porn allegations before returning him to his high security prison at around 6am.

Yesterday's Sun revealed how armed officers had swooped at dawn on Thursday and gave him just five minutes to get dressed.

A source confirmed: "Venables is back behind bars. He was away from the prison for a whole 24 hours.

"He was brought back by the same armed team who took him away. He looked very tired and has stayed in his cell ever since."

Venables, 27, and pal Robert Thompson were ten when they murdered two-year-old James in Liverpool in 1993.

They were freed on licence with secret identities in 2001.

Child porn carries a term of up to ten years but, if convicted, Venables could face life for breaching his licence terms.

POLICE removed British child killer Jon Venables from his prison cell to face further questioning over fresh child porn allegations which had him recalled to jail earlier in March.

Venables, 27, one of the killers of two-year-old James Bulger, was given just five minutes to pack before he was moved for questioning, The Sun reported.

A source said: "Two police cars arrived at 6am Thursday (5pm Thursday AEDT). One parked next to the isolation unit where Venables was held.

"He was given five minutes to get dressed and put his stuff into a bag. He was gone within 20 minutes. It was very slickly organized."

Armed officers were deployed because of security risks surrounding Venables.

A police source said: "He has the highest profile of any prisoner in Britain. Moving him from a secure cell into the public domain is a security nightmare."

Police probing the allegations are trying to establish how any suspect images may have been obtained. Venables was said to have been in possession of category four child pornography - one level below the most depraved sort.

Senior detectives have sought advice from the Crown Prosecution Service's Special Crime Division, which handles the most sensitive cases. Once the inquiry is complete, cops will pass a file to the CPS.

The decision on whether to prosecute will lie personally with Director of Public Prosecutions Keir Starmer.
He will weigh up if there is enough evidence and if it is in the public interest.

A senior legal source said: "The DPP will have conversations with the Attorney General. But the final decision lies with him alone."

Mr Starmer has shown determination to prosecute high-profile cases, including the three MPs and a peer charged over expenses.

Venables and Robert Thompson were ten when they murdered James, two, in Liverpool in 1993.

They were freed on license with new identities in 2001.

Child porn carries a sentence of up to 10 years. But if convicted, Venables could face life for breaching his licence terms.

Jack Straw has been given background direction by his superiors to proceed with Jon Venables’s crime of child porn. Straw is being forced to use the “easier option” of the decision for Venables’s sentence being made by his parole board leaders.

Venables will be prosecuted for breaking bail and there will be no trail for him possessing child sex material labelled as class 4, which is level the worst type of child porn. Venables sexually abused James Bulger before murdering him.

The news source said, "There is a strong feeling that this is too little too late. Mr Straw should have taken a harder line from the start but now the genie is out of the bottle, causing a frenzy which is proving a nightmare to keep a lid on."

Children's Secretary Ed Balls has criticised England's children's commissioner for "ill advised" comments about the killers of James Bulger.

The commissioner, Maggie Atkinson said children under the age of 12 were too young to understand their actions.

The comments led victim's mother Denise Fergus to call for her sacking because of the "twisted" views.

Mr Balls said his sympathies were with Mrs Fergus but he did not want to label any child as "intrinsically evil".

Dr Atkinson suggested James's killers should not have been prosecuted in an adult court because, aged 10, they were too young.

'Evil acts'

Mr Balls said "my sympathies are with Mrs Bulger and not the children's commissioner".

"On the issue of criminal responsibility, I disagree with the children's commissioner. On her linking of the views on criminal responsibility with the Bulger case - I thought that was ill advised.

"I think not just for Mrs Bulger, but for many people, the scars of what was done to James Bulger are very deep.

"And I think it would be quite wrong not to have had criminal proceedings for the children who did that to James Bulger."

But Mr Balls also said he rejected the idea some children were "evil" - drawing the distinction between evil acts and "labelling children as evil".

He also referred to the Edlington case in which two brothers, aged 10 and 11, attacked two boys in South Yorkshire.

"If you take the Edlington case, there were evil acts, but I'm not willing myself to say that the two boys were themselves evil.

"If you look at the details of what happened to those boys, the abuse and harm and suffering that they went through in previous years, it was tragic what happened to them.

"But clearly what they did to the lads from Doncaster was terrible. They were evil acts, but to say that any child is intrinsically evil and therefore can't be helped and supported to turn things round, I don't agree with that."

Mr Balls emphasised Dr Atkinson was independent of government and he had not spoken to the children's commissioner since her comments.

'Cold-blooded'

James Bulger's mother called for Dr Atkinson to resign or be sacked over her comments.

"To say that his killers should not have been tried in an adult court is stupid.

She said they committed a "cold-blooded murder" that was premeditated.

In an interview with the Times on Saturday, Dr Atkinson criticised the authorities' treatment of Jon Venables and Robert Thompson, who were 10 when they snatched two-year-old James from a Merseyside shopping centre in 1993.

They walked the toddler more than two miles to a railway line, where they beat him to death.

Dr Atkinson told the newspaper: "What [Venables and Thompson] did was exceptionally unpleasant and the fact that a little boy ended up dead is not something the nation can easily forget, but they shouldn't have been tried in an adult court because they were still children."

She later issued a statement in which she said she wished to put into context her views on "such terrible atrocities" as James Bulger's killers and two young brothers who tortured other children in Edlington.

She said: "I empathise with the pain and anguish felt by all the families of the victims involved. Children who carry out such atrocities and other serious offences need to understand the severity of their actions."

In England, Wales and Northern Ireland the age at which children can be tried in an adult court is 10.

In Scotland, the age is currently eight, but legislation is being passed to raise it to 12.

Venables, now aged 27, has been recalled to prison.

He is suspected of breaching the licence under which he and Thompson were released with new identities in 2001.

The government has confirmed it does not intend to raise the age of criminal responsibility.

Kenneth Clarke, the shadow business secretary - who was home secretary at the time of James Bulger's murder - rejected calls for Dr Atkinson to go.

Liberal Democrat home affairs spokesman Chris Huhne, said he sympathised with Mrs Fergus, but the commissioner was right to raise the issue.

How Norway dealt with its 'Bulger' case

A Norwegian woman whose child was killed by two six-year-old boys is still glad they were not punished or removed from their families - but says 16 years on, she lives in fear of one of them.

The story has sometimes been compared to the James Bulger case in Britain, which saw two 10-year-olds take two-year-old James from a Merseyside shopping centre and murder him on a railway line.

But when five-year-old Silje Redergard was beaten and left to freeze to death by her attackers in October 1994 there was no dramatic trial.

The boys were left with their families, helped by psychiatrists and social workers. And the newspapers dropped the story.

For some, it illustrated how a progressive Norway was able to handle a child killing in a more mature way than Britain. Even the girl's mother, Beate, said she agreed to the lack of punishment.

But now, in her first broadcast interview for 10 years, she has a different perspective.

"Today I am angry, very angry. They have done things to hurt my children in the last three years. They have threatened them with violence," she says - referring in fact to only one of the boys who killed her daughter.

"We have found out that he's living in Trondheim. I haven't seen him and I hope I never will."

In my opinion, there is a difference between children of the age of 6 and the age of 10, which are the age differences in the children in the two cases.  AND the children in the abuse/murder case of James Bulger did atrocious things to him including sexual molestation and did beat him to death before leaving him on rail road tracks.

Man lies on Facebook over Bulger killer Thompson

A teenager has admitted spreading false rumours about the location of one of James Bulger's killers.

Wayne Vincent Dale, of the Isle Of Man, has been convicted of lying about the whereabouts of Robert Thompson, who has been given a new identity.

Dale, 19, sent a message on Facebook falsely claiming that Thompson was a B&Q employee on the island.

Thompson was convicted along with Jon Venables, both aged 10 at the time, of murdering James in Liverpool in 1993.

Police traced the message to Dale, of Ballacannell Estate in Lonan.

Money stolen

He was charged with using provoking behaviour, which he admitted in court.

He will be sentenced at the Isle of Man courts on 23 April.

Detectives said Dale made the false accusations on two separate occasions on 30 October last year - once on Facebook, and another face to face.

He also admitted stealing £1,100 from his girlfriend's house when he was on bail for spreading the false rumour.

Two-year-old James was abducted by Venables and Thompson while at the Strand shopping centre in Bootle.

His battered body was found by children playing on a freight railway line more than two miles from the shopping centre.

The killers were given life sentences, but released in 2001 with new identities and under certain licence conditions.

Venables was recalled to prison in February for breaching his licence conditions.

THE UK's Director of Public Prosecutions will decide within weeks if child killer Jon Venables will be charged with child pornography offences.

Keir Starmer, QC, who heads the Crown Prosecution Service, yesterday received a police file on the allegations facing James Bulger's killer, who was freed in 2001.

Detectives believe there is sufficient evidence to bring charges. However, Mr Starmer and senior lawyers could rule it is "not in the public interest" to mount a prosecution.

Legal sources said Mr Starmer's decision would be "free from political pressure" and based on the evidence gathered by the police.

In February this year it emerged that Venables, now 27 and living under a new identity, had been "recalled to custody" for alleged breaches of his parole licence.

He and Robert Thompson were both aged 10 when they abducted and murdered two-year-old James in Merseyside, in February 1993. The pair were controversially released from custody in 2001 but Venables is the first to get in serious trouble again.
hould Venables stand trial, the case could be the subject of unprecedented reporting restrictions to protect his new identity. The logistics of how the prosecution would be managed will be considered when a decision on charges has been made, legal sources said.

"I would regard any moves to prevent Venables from appearing on criminal charges for new offences committed as the ultimate cover-up," he said.

A police file containing the allegations against toddler James Bulger's killer Jon Venables has been handed to the prosecution.

James Bulger's Killer 'To Be Freed' From Jail
Jon Venables, who along with his 10-year-old friend Robert Thompson killed the toddler in 1993, was returned to prison in 2010.

One of the killers of Merseyside toddler James Bulger, is to be freed from prison.

Jon Venables was jailed in 2010 after admitting downloading and distributing indecent images of children while on parole from his life sentence for killing two-year-old James.

Earlier this year James's mother, Denise Fergus, and father, Ralph Bulger, both addressed Venables' parole hearing and pushed for him to remain in prison.

Venables, now in his 30s, had his parole revoked in 2010 and was jailed for two years after admitting having the indecent images.

He was originally jailed for life alongside 10-year-old classmate Robert Thompson in 1993 for the abduction, torture and murder of James in Bootle.

The two boys were released on licence with new identities in 2001.

Mrs Fergus, who broke the news of Venables' release on her Twitter page, said: "I am disturbed that they have handed us this information on the dot of five-o'clock in the afternoon.

"I got a call from the Probation Service, but they only told me that the parole has been approved and that preparations are being made for his release.

"I have not been told what conditions they are going to impose and even whether he will still be banned from entering the county of Merseyside."

She added: "I've been fighting for justice for James for 20 years now and I will continue to do so."

It is hard to tell what Venables has learned in prison.  As he was returned to prison because of child porn, he may not last long on the outside.
What hell the family of James Bulger has gone through the past two decades.

Venables was arrested and put back behind bars a week ago - the second time since his release - but Ms Fergus was only told last night.
She told friends on Facebook: 'I'm absolutely fuming that once again I'm last to know, that this has happened a week ago and I only got informed just hours before it's hit the press. #JusticeForJames'.


Venables and Robert Thompson were ten when they abducted two-year-old James, outside a Bootle butchers before torturing and murdering him and dumping him on a railway track in 1993.
Venables, now 35, was arrested last week after officials making a routine visit to his home discovered the 'sickening' images on his computer and alerted police.
It is the second time that the murderer has been put back behind bars having been caught with a large hoard of child porn in 2010.
The killer's new identity is protected by a lifelong order and has been changed four times since his release in 2001, costing taxpayers £250,000 each time, and around £5million trying to rehabilitate him.
His arrest has led to calls for him never to be released again and a source close to the family said: 'The question has now to be asked whether he has finally run out of chances'.
