Sex offender questioned in boy's death

Associated Press - March 30, 2010 6:44 PM ET

STONEWALL, La. (AP) - Authorities are questioning a registered sex offender as a suspect in the death of a 12-year-old boy whose body was found early Tuesday.

The DeSoto Parish Sheriff's Office says deputies found Justin M. Bloxom's body about 3 a.m. in a wooded area off Louisiana Highway 171 in Stonewall.

Lt. Robert Davidson says deputies received a call Monday morning that the child was missing. Davidson says about 25 deputies began a search for the child. 1 of them found the body about a quarter of a mile south of a high school.

Davidson says an autopsy will be performed to determine how the child died.

Davidson says detectives are questioning a man in the boy's death and likely will face charges of aggravated kidnapping and first-degree murder.

UPDATED: Body of missing 12-year-old found in Stonewall
March 30, 2010

STONEWALL – A taxi cab driver wanted for questioning in the death of a 12-year-old Stonewall boy is now in police custody.

Sheriff’s deputies and Shreveport police had been looking for Brian Douglas Horn, 34, the driver of a four-door, green Action Taxi cab after the 12-year-old boy's body was found in a wooded area off of Highway 171 across from Red Bluff Road.

The Stonewall boy was reported missing around 3 a.m. today. Lt. Robert Davidson confirmed the body is that of Justin M. Bloxom, who was last seen at a residence on Douglas Lane in Stonewall.

Registered sex offender detained in DeSoto Parish

DESOTO PARISH, LA (KSLA) - Investigators from DeSoto Parish have arrested 34-year-old Brian Douglas Horn, a registered sex offender, for the alleged murder of a 12-year-old Stonewall, LA boy.

Investigators say Justin M. Bloxom was last seen at a home on Douglas Lane in Stonewall, Louisiana.

Police say that Horn, a taxi driver who worked out of Bossier City, allegedly murdered the boy.

Efforts to track Horn down led to Action Taxi on Barksdale Boulevard in Bossier City, where employees were told by police to be on the lookout for him and to call immediately if he showed up, which he did a short time later.

However Horn didn't stay long, leaving his taxi behind. It's the one authorities believe was seen near where the little boy's body was found.

Horn's boss said he worked for Action Taxi for just 10 days. He said Horn kept to himself and  didn't make friends. Horn's boss knew he was a registered sex offender, but felt he couldn't discriminate against him when it came to giving him job.

Authorities say Horn was properly registered as a sex offender in DeSoto Parish.

He is now charged with 2nd degree murder.

STONEWALL — Happy go lucky. Always smiling. A joy. Super grades. Easy to joke around with. All-around good kid. Hard worker. Active in student government.
The list goes on and on. But that's just the start of what a school teacher and administrator have to say about a DeSoto Parish student whose life was cut short Tuesday.

The body of North DeSoto Middle School seventh-grader Justin M. Bloxom, 12, was found in a shallow pool of water shortly before 2 p.m. Tuesday — the victim of an apparent homicide.

A taxi cab driver who is a registered sex offender is in custody, charged with second-degree murder in connection with Bloxom's death. The charge could be upgraded as additional evidence is processed.

Brian Douglas Horn, 34, of the 200 block of Hall Road in Keatchie, surrendered to DeSoto sheriff's authorities not long after they began a three-parish search for him.

He refused to talk to investigators. But Sheriff Rodney Arbuckle said they are confident they have the right man in custody. "All of the evidence points to him," Arbuckle said.

As investigators continue to put the pieces of the case together, school officials are still trying to digest Bloxom's untimely death. "Surreal," is how Principal Keith Simmons described how he first learned about Bloxom's disappearance then his death. But it's not the devastating news that he or teacher Sherri Troegel dwell on. They will forever remember a student whose death will leave a noticeable void.

"He was the kind of student that you wish you had a school full of. You wish you had a student body full of Justin Bloxoms. He was very positive, happy go lucky. Smiling every day," Simmons said.

DeSoto students are on spring break this week, which is why Bloxom was at a friend's house on Douglas Lane Monday night with others watching movies. One of the other kids last saw him sitting on the couch around 3 a.m. texting on his phone.

When the other students woke up later in the morning, Bloxom was gone. He was first reported missing to Stonewall police around 10:30 a.m. Neighbors and friends began a search and soon some came forward with information that a green Action Cab taxi was seen in the neighborhood that morning.
A DeSoto patrol deputy stopped to check on a cab parking on the shoulder of U.S. Highway 171 around 6:30 a.m. The driver, who was identified as Horn through a driver's license check, told the deputy he lost his keys and was waiting for someone from the Bossier office to deliver them.
The deputy, Arbuckle said, had no reason to suspect anything suspicious at the time since Bloxom had not been reported missing. But deputies used that information — along with calls from motorists who saw the cab and at least one who saw a man walking from the woods to the cab — as a starting point in their investigation.

They found muddy footprints leading off the road and through the fence. Bloxom's body was a short distance away. His cause of death is unknown. An autopsy will be conducted today.

How or why Bloxom left his friend's home also is unknown, the sheriff said. Investigators are still trying to determine if Bloxom or Horn had any type of previous contact, either personally or through others.

Also yet to be nailed down is how Bloxom and Horn came in contact with each other that morning. Horn was not dispatched by the cab company.

Arbuckle complimented citizens who came forward with essential information. Horn's wife, Amanda, and a brother, also are cooperating. Amanda Horn had not seen her husband since Sunday when the couple had some sort of altercation and Amanda Horn went to stay with a friend in the hospital. He was gone when she returned home, the sheriff said.

A search of their Keachi residence turned up evidence that Arbuckle believes links Horn to Bloxom's death.

"It's such a terrible loss. We totally feel for the family," DeSoto schools Superintendent Walter Lee said.

Crisis counselors will be at North DeSoto Middle when students return Tuesday. "We've never gone through this before, but we will do everything we can as a school system to support our students and their families," Simmons said.

Bloxom's homeroom teacher Sherri Troegel searched for words through her emotion to describe a student that she's looked at every day since August.
He was a very precious child. Sweet, kind, funny. He was smart and never a problem," she said. "He was just a wonderful student. He really was. I will greatly miss him, as I know other people will."
Many of Bloxom's classmates gathered Tuesday night in the Stonewall park for a candlelight vigil to remember Bloxom. Horn has at least 14 prior arrests on his record, including two other sex-related offenses. Horn spent three years in prison after pleading no contest to contributing to the delinquency of a juvenile in 1995. The original charge of indecent behavior stemmed from a Shreveport police arrest after Horn, who was 19, was found in a vehicle with a 13-year-old girl.

Another charge of indecent behavior also shows up on his criminal history in 1997 with a notation that he served a year and five months. Unclear is an entry in 1998 that labels Horn as an "Article 575 fugitive" from Green County, Mo.

If Horn had been in jail other than being a free registered sex offender "this family would have their child at home tonight," said Arbuckle, who did not mince words about his frustration with sex offender laws.

Horn's boss, David McFarlin, the owner of Action Taxi on Barksdale Boulevard, said Horn was permitted March 19. He had a take-home vehicle that allowed him to work whenever he wanted to. McFarlin did not have any complaints on Horn, whom he described as a loner, during his short tenure.

But he did not like the fact that Horn was a registered sex offender. "It says on his driver's license he's a sex offender, but when he goes over to the Shreveport Police Department, they say he's good to go. And I can't discriminate. Our hands are tied at that point."

BOSSIER CITY, LA (KSLA) –  Investigators say the car could provide a lot of answers about the murder of 12 year old Justin Bloxom.

"They are looking for DNA of any kind, hair, finger prints, body fluids," said Ed Baswell with the Bossier Parish Sheriff's Office.

The cab was found at the action taxi car lot in bossier on Tuesday.

It's the second crime scene in this horrific murder investigation.

"Our investigators spent six hours last night processing just the car," said Baswell.

One big question that everyone is asking is: How did horn contact his alleged victim?

"That's something we're trying to establish at this time, somehow there's going to have contact, and we just have not got that yet," said Sheriff Rodney Arbuckle during Tuesday night's news conference.

A cell phone that was found inside the cab promises to help investigators answer that question.

 Desoto detectives will look at text messages, and phone call records.

Authorities are also working to find DNA evidence that would place Bloxom inside the cab.

"There is a possibility it was used in the commission of a homicide," said Baswell.

For both bossier and Desoto parishes, the car could prove to be the smoking gun in this entire investigation.

MANSFIELD – The man jailed in connection with Tuesday’s death of a 12-year-old Stonewall boy pleaded guilty in 2003 to sexual assault, a charge stemming from a 1998 arrest in Missouri for the rape of a 14-year-old girl.

Brian Douglas Horn, 34, was sentenced to five years in prison and was released in October 2007 from the Missouri Department of Corrections, according to the Greene County sheriff’s office’s records.

Horn also has two separate convictions for indecent behavior with juveniles related to convictions in 1995 and 2002 in Louisiana.

Those charges, along with the one in Missouri, labeled him as a sex offender.

Horn is in the DeSoto Parish Detention Center today, where he is charged with second-degree murder of Justin M. Bloxom, 12, whose body was found shortly before 2 p.m. in a shallow pool of water in a wooded area off of U.S. Highway 171 just south of Stonewall’s corporate limits.

His cause of death should be known today once an autopsy is completed.

Investigators earlier today returned to the area where Bloxom’s body was found. They were armed with metal detectors and receiving help from Louisiana Wildlife and Fisheries agents in scouring the woods for additional clues.

A priority is to find Bloxom’s cell phone. The North DeSoto Middle School seventh-grader was last seen texting around 3 a.m. Tuesday as he visited with friends in a home on Douglas Lane. He was gone by the time everyone woke up later in the morning.

“We don’t have a phone right now, but we have leads going,” Lt. Robert Davidson said.

Investigators have not determined how Bloxom and Horn, an Action Taxi cab driver, came in contact with each other. Witnesses put the taxi in the Stonewall neighborhood early Tuesday morning.

A multitude of others reported Tuesday seeing Horn’s cab parked along Highway 171. More calls are coming in this morning.

“We’ve got lots of people calling in with good information; saw real good stuff. We’re taking statements from them,” Davidson said.

DeSoto investigators will meet with Bossier sheriff’s investigators today to discuss what they found while processing Horn’s taxi, which was recovered from the Action Taxi Tuesday afternoon.

“They took DNA samples and fingerprints,” Davidson said.

Bossier also is assisting by performing a forensic search of a broken cell phone found in the glove box of Horn’s cab.

DeSoto investigators also today will initiate searches of any computers owned or used by Bloxom and Horn.

“There’s a lot of paperwork and other things to do today,” Sheriff Rodney Arbuckle said.

SPD Chief: Accused taxi-driver/murderer followed City ordinance

SHREVEPORT, LA (KSLA) –Shreveport's Chief of Police, Henry Whitehorn held a news conference Wednesday afternoon to answer questions concerning the city's permitting and licensing procedures.

This meeting came about after city officials learned of an Ark-La-Tex man, who reportedly drove taxis for Caddo and Bossier Parish, was arrested in DeSoto Parish for alleged murder of a 12-year-old child.

Right now the investigation continues into the abduction and murder of 12-year-old Justin Bloxom of Stonewall. Tuesday DeSoto Sheriff's arrested Horn and formally charged him with 2nd degree murder in connection to Justin's death.

At first, DeSoto deputies reported Bloxom missing, but later on Bloxom's body was found in a wooded area of DeSoto Parish, by authorities.

Upon investigating, DeSoto deputies were led to Horn, which eventually led deputies to the Shreveport-Bossier area, thus involving Shreveport Police into the investigation of Horn.

Chief Whitehorn explained Wednesday that the City of Shreveport Ordinance for drivers for hire is in the stages of re-working.

KSLA News 12 has learned that registered sex offender and accused murderer, 34-year-old Brian Horn of Stonewall, Louisiana; did indeed follow the guidelines as outlined in the City of Shreveport's licensing ordinance.

Horn, reportedly drove taxis for Action Taxi of Bossier City.

Chief Whitehorn says the City of Shreveport was aware of Horn's prior convictions. The ordinance, according to the chief allows those with convictions to apply for a license as long as those convictions are not in the ordinance's five year allowance.

Chief Whitehorn also wanted to reiterate that they [City of Shreveport] followed all procedures on the city's end and that the City of Shreveport ‘did not hire' Brian Horn.

Effective Wednesday, Shreveport Police Chief Whitehorn suspended Horn's licenses to drive for hire, the Chief reports Horn's licenses will not be revoked until he's been convicted of a crime.

Authorities: Homicide suspect posed as young girl through text messages

MANSFIELD – A 34-year-old Keachi man lured a 12-year-old Stonewall boy away from a friend’s home early Tuesday morning by posing as a young girl through text messages, DeSoto sheriff’s authorities said today.

The “girl” made arrangements for a taxi to pick up Justin M. Bloxom shortly after 3 a.m. to complete their rendezvous. Bloxom met the Action Taxi cab and in less than two hours was dead, authorities said.

Messages detailing the plans and meeting were traced Wednesday through phone records, giving DeSoto investigators the information they needed to shore up their case against Horn.

“We’re still not sure how they made contact before that but we feel like it was though the Internet or phone,” Sheriff Rodney Arbuckle said.

That information and more is being discussed now in a news conference in the DeSoto Detention Center’s conference room.

Horn is in the DeSoto Detention Center charged with second-degree murder in Bloxom’s death. A preliminary autopsy confirmed Bloxom died of asphyxiation. Investigators say he was strangled, and his body and Horn showed signs of a struggle.

DESOTO PARISH, LA (KSLA) – Authorities believe the sex offender who killed a 12-year-old DeSoto Parish boy posed as a girl over the Internet to get to him.

DeSoto Parish Sheriff Rodney Arbuckle said early indications point to 34-year-old Brian Horn, who was registered as a sex offender in the parish, had numerous computer and cell phone communications with the victim, 12-year-old Justin Bloxom.

Those communications show Horn pretended to be a young girl. Arbuckle said Horn, posing as the girl, told Bloxom the two should meet, and that the girl would send a taxi cab to pick Bloxom up.

Arbuckle said it was not known how long Horn and Bloxom had been communicating.

The sheriff said Horn, who is at the moment facing a charge of 2nd degree murder, is not cooperating with authorities, although Horn's family is working with investigators.

As the investigation continues, Arbuckle said charges against Horn could be upgraded.

Investigators have requested search warrants for Horn's and Bloxom's phone records and computer information to look for more clues in the case.

Arbuckle also thanked all the numerous law agencies who helped first in the search for Bloxom after he was reported missing, then with the criminal case after his body was found.

Arbuckle also confirmed an earlier report that Bloxom died from asphyxiation. Arbuckle also said it did not appear that Bloxom was sexually assaulted.

Thank goodness there were witnesses and Horn was driving a distinctive vehice.  It didn't save Justin, but at least it may help provide justice in his case and prevent another crime by Horn.

The Desoto Parish Sheriff, Rodney Arbuckle says 12 year-old, Justin Bloxom, was lured by his killer, through text messages and promises of meeting a young girl.
At a news conference, Thursday morning, Arbuckle confirmed the cause of Bloxom's death as Asphyxiation.
Specific details weren't given but the Sheriff did say there were no signs pointing to any sexual abuse.
Bloxom's body was found Tuesday in a wooded area just off of Highway 171 in Stonewall, Louisiana.
He was reported missing Tuesday morning, after spending the night with a friend Monday night. His friend awoke and Bloxom was gone.
Tuesday afternoon, an Action Taxi Cab driver, 34 year-old, Brian Horn of Keachi, Louisiana, turned himself in to Desoto Parish Authorities.
He was linked to the killing by authorities after neighbors reported seeing a cab driving back and forth in the area late Monday night.
A deputy also stopped along Highway 171 where Horn's cab was sitting.
Horn was walking out of the woods where the body was found.
He told the deputy everything was fine and he was waiting on a ride.
When Horn turned himself in to authorities, a cell phone memory chip was confiscated as evidence.
On Wednesday, Desoto Investigators, with assistance from Louisiana Wildlife and Fishery Agents, searched the area where Justin's body was found.
Water had to be pumped out of the low-lying area where the body was located, so they could search the muddy bottom.
Arbuckle confirmed Thursday morning, a cell phone charger, the suspect's keys and footprints were located in the wooded area.
Arbuckle says it is unknown at this time if Horn had any prior communication with Bloxom before the night of his death.
In the hours before Bloxom's death, several text messages indicated to Investigators, Justin thought he was texting with a young girl and was tricked into getting into Horn's taxi.
He also could not confirm if the two had any communication on any Internet social networking sites. Arbuckle was quick to emphasize the investigation is on-going.
Bossier City Marshall and Director of the Internet Crimes Against Children Task Force, Johnny Wyatt, told NBC 6, Thursday morning, his office is processing Horn's computers and the cell phone device.
Horn, a registered sex offender, is being held in the Desoto Parish Detention Center on a charge of Second-degree murder.
His wrap sheet contains 17 prior charges and at least two convictions for indecent behavior with a juvenile.
Arbuckle says he has not made any statements about his connection to Bloxom or his death.
Horn's charges could be upgraded after evidence is presented to a Desoto Parish Grand Jury.
Prosecuting Attorney, Ron Stamps, told NBC 6, a bond hearing for Horn will be held at 1p.m., in Judge Robert Burgess' courtroom on April 14th, 2010.
Stamps did not know if Horn was appointed a public offender or if he was seeking private counsel.
There has been an outcry of support for Justin Bloxom's family.
A candlelight service will be held at Stonewall Park Thursday night at 8p.m.
A makeshift memorial with flowers, cards, candles and ribbons also lines the park fence line.
At this time, NBC 6 hasn't received any information about funeral services for Bloxom.

Funeral details set for murdered 12-year-old DeSoto boy

–KSLA News 12 has learned through sources that the remains of murdered DeSoto Parish child 12-year-old Justin Bloxom have been turned over to the family.

Funeral arrangements have been set and are being handled by Centuries Memorial Funeral Home, located at 8801 Mansfield Rd., in Shreveport, Louisiana.

Bloxom's funeral has been set, according to sources and will be held Saturday, April 3rd at Emmanuel Baptist Church, located at 5850 Buncombe Rd., also in Shreveport.

Sources tell KSLA News 12 that visitation for Justin Bloxom will be held Friday, April 2nd from 5 p.m. until 8 p.m.,  at the funeral home.

DeSoto Parish homicide suspect has prior convictions for sex-related crimes involving juveniles

MANSFIELD — The man jailed in connection with Tuesday's strangulation death of a 12-year-old Stonewall boy pleaded guilty in 2003 to sexual assault, a charge stemming from a 1998 arrest in Missouri for the rape of a 14-year-old girl.

Brian Douglas Horn was sentenced to five years in prison and was released in October 2007 from the Missouri Department of Corrections, according to the Greene County sheriff's office's records.

But that's not the first time Horn, 34, of Keachi, had inappropriate relations with an underage person. In 1995, he was convicted of indecent behavior with juveniles after being arrested by Shreveport police when caught with a 13-year-old girl.

Exactly how Horn — a registered sex offender — came in contact with his latest alleged underage victim, Justin M. Bloxom, is tentatively scheduled to be released later today in a news conference at the DeSoto sheriff's office. Investigators got the break they were looking for Wednesday after working almost around the clock from the time Bloxom's body was found Tuesday afternoon face down in a knee-deep pool of water.

The new evidence reassured their confidence in Horn as the suspect in Bloxom's death.

"We've got him," Cpl. Adam Ewing said.

Horn was charged Tuesday night with second-degree murder — a charge that District Attorney Richard Johnson said could be upgraded once the evidence is presented to a grand jury. He recommended the lesser charge for the arrest warrant because at the time "none of the aggravating circumstances of first-degree murder were in hand yet. But we knew we had enough to get a warrant on second-degree. We needed something to hold (Horn) on but we also needed to develop the case through more investigation."

It's too early to know, he said, when the case will be presented to a grand jury.

Meanwhile, Johnson issued a district attorney's subpoena for Bloxom's cell phone records, and search warrant was secured for the SIMS card from Horn's cell phone and his home computer.

Forensic investigators with the Caddo district attorney's office were prepared to search the phones and computer, Johnson said.

Bossier sheriff's investigators spent hours Wednesday combing through the Action Taxi vehicle that Horn transported Bloxom in. DNA and fingerprint evidence were secured, DeSoto sheriff's Lt. Robert Davidson said.

The cooperation among all area law enforcement agencies, including Shreveport and Bossier City police, Caddo sheriff's office and Louisiana Wildlife and Fisheries, "was the biggest response we've ever received," said Davidson, adding that the nature of the alleged crime is what drew all to pitch in to get a quick resolution to the case.

It even prompted the most ever citizen involvement that Davidson can recall in his career. "We've had calls from people in Marshall, Homer, Bossier City, Gloster, Minden, all reporting seeing that cab with (Horn) in it."

The calls aided investigators in filling in the gaps of a timeline from when Bloxom was last seen to when his body was found. Callers put Horn's green taxi in the neighborhood of Douglas Lane, where Bloxom was planning to stay overnight with friends, and also later parked on the side of U.S. Highway 171 south of the Stonewall corporate limits.

A man was seen walking from the cab to and from the wooded area where Bloxom's body was found. A sheriff's deputy also made contact with Horn, who said he lost his keys and was waiting on someone to bring another set to him. At the time, the deputy had no reason to be suspicious because Bloxom had not been reported missing.

Horn's car keys were among the various pieces of evidence authorities found Wednesday in a search of the wooded area. Muddy boots were recovered Tuesday from Horn's brother's pickup.


Preliminary autopsy results indicate Bloxom died of asphyxiation. He and Horn "showed signs of a struggle," Davidson said.

Bloxom was dead before he was put into the water, he said, adding investigators should know today if Bloxom was sexually assaulted prior to his death.

Horn has refused to talk with investigators.
Other arrests

Few details are available about Horn's Missouri arrest. The Springfield News-Leader, in a report published June 8, 1998, identifies Horn, then age 22, as a suspect in the rape. He was arrested in Caddo Parish on a warrant issued by Greene County, Mo., authorities. Horn also was charged with possession with intent to distribute marijuana, possession of drug paraphernalia and illegal possession of stolen good.

Horn's names pops up periodically in the Greene County sheriff's office's records and on the Missouri court record. However, some of the cases were not immediately accessible through the public records.

Horn's Louisiana arrest record starts in Louisiana in 1994 with arrests for unauthorized use of an access card and forgery. He was given a three-year suspended sentence and placed on probation through 1997.

Other arrests and their dispositions include:

1995 — resisting arrest, dismissed.

1997 — contributing to the delinquency of juveniles, dismissed; simple burglary, no disposition.

1998 — escape, sentenced to four years.

1998 — possession of marijuana with intent to distribute, illegal possession of stolen things.

Overhaul of codes for taxis under way

A complaint from a Shreveport taxi cab company owner may be answered in the Shreveport Police Department's soon-to-be-proposed overhaul of the city's hired-vehicle code and the creation of two civilian positions to properly administer and enforce it.

In July, Kenny Crawford from Casino Cabs complained to Shreveport's City Council that unlicensed cabs were being allowed to operate in Shreveport-Bossier City and that other cab companies were skirting the rules without penalty.

For the last four months the discussions between the Shreveport Police Department and city's Public Safety Committee revolved almost entirely around the regulation of the industry and fee schedules to fund the enforcers' salaries; however, talks had shifted to how to handle permitting for those convicted of criminal activity — specifically sex offenders.

"In the last meeting, Chief (Henry) Whitehorn said he was going to take it back to the city attorney to deal with sex offenders," City Council President Joyce Bowman said.

But before any such proposal could be presented to the Public Safety Committee, a series of events transpired that brought this issue to the forefront of the Police Department's and the general public's consciousness.


Brian Horn, 34, of Keachi — a registered sex offender — successfully applied for a permit through the Police Department March 19 and immediately went to work for Action Taxi.

After only 10 days on the job, Horn's taxi was spotted parked near the wooded area where the body of 12-year-old Justin M. Bloxom was found floating in a shallow pool of water.

His job as a cab driver is directly related to the Bloxom case as police believe he lured the boy into his taxi after conversing with him through text messages in which he posed as a young girl.


"After this incident, we're going to look at every aspect and tighten up the ordinances," Bowman said.

Under the current regulations, even a murderer can receive a taxi-driving permit as long as he or she was not convicted of the offense or served any time for the offense within the last five years.
Also, someone convicted of drunken driving could be granted a taxi-driving permit if they waited one year from the date of their conviction.
t appears no criminal offense would make a person 18 or older and in possession of a valid chauffeur's license ineligible for a permit.

"That's the way it's written," Bowman said. "And that needs to really change. Hopefully that's something (Whitehorn) will bring to us."

The Police Department is looking into whether it can legally deny sex offenders a taxi permit.

"Even a guy who registers as a sex offender has the right to work — that's one of the things that makes it difficult to categorically deny them," Chief Administrative Officer Dale Sibley said.

But even the existing restrictions only apply to taxi drivers.

"Everybody who drives a vehicle for hire, we think, should come through for a permit," Capt. Johnny Coffey said, adding that this would make all the drivers subject to the same restrictions.

This may have worked decades ago, but now "the ordinance pre-dates us," Sibley said.

DeSoto DA to seek death penalty against accused child killer
April 2, 2010

SHREVEPORT, LA (KSLA) - Prosecutors will seek the death penalty against the man accused of murdering a 12-year old boy in DeSoto Parish, and will not accept any plea deals.

That word came during an exclusive interview between DeSoto Parish District Attorney Richard Johnson and myself.  Johnson personally delivered that message to the family of Justin Bloxom during the Friday night (4/02) visitation service.

That visitation took place at Centuries Memorial Funeral Home at 8801 Mansfield Road in Shreveport  He was among the 800-people expected to pass through the observance from 5-to-8pm.

Johnson said he and investigators will likely sit down on Tuesday and examine all the evidence gathered in the case.  That includes D.A.'s staff, along with DeSoto and Bossier Sheriff's investigators who are working together in this unfolding case.

Johnson said the charge of second degree murder against the murder suspect, Brian Horn will not be upgraded officially until that time.  To qualify as a capital murder case certain criteria must be met, which they will sift through next week.

Johnson repeatedly said there would be no plea deals in this case against Horn, a cab driver and registered sex offender, who allegedly smothered 12-year-old Justin Bloxom to death in Stonewall on Tuesday.

I hope Johnson and the rest stick will  with the "no plea deals".  Justin Bloxom's body was recovered and if there is enough evidence, plus the witnesses there should be no need for a plea deal imo.

STONEWALL, LA - Celebration of Life services for Justin McClain Bloxom, 12, will be held 2:00 p.m., Saturday, April 3, 2010 at Emmanuel Baptist Church, Shreveport, Louisiana with Associate Pastor Henry Richerson, and Pastor Mike Stowell officiating under the direction of Centuries Memorial Funeral Home. Interment will immediately follow in the Centuries Memorial Park, Shreveport, Louisiana.

The family will be receiving friends for visitation Friday, April 2, 2010 from the hours of 5-8 p.m. at Centuries.

Justin was born May 29, 1997 in Shreveport, Louisiana to Amy Nicole Witham and Kevin McClain Bloxom and was called home Tuesday, March 30, 2010 in Stonewall, Louisiana. Justin enjoyed skateboarding, karate, mud riding, jumping on the trampoline, and playing the drums. Justin was on the Honor-roll, and on the superintendents list at North Desoto Middle School. Justin won first place in the Science Fair and was a member of the 4-H club. Justin enjoyed drawing, was a member of the Griffins Football Team, and enjoyed helping Pa-Paw with his cows. Justin will be remembered most for the kind, caring soul God blessed him with.

Justin was preceded in death by his paternal grandfather; George Bloxom, and his maternal great grandfather; R.B. Cox.

Left to cherish his memory and tell his stories will be his mother; Amy Niclole Witham Bloxom and fiancé Craig Fletcher, father; Kevin McClain Bloxom and wife Christine Bloxom, four brothers: Travis Bloxom, Tyler Bloxom, Dalton Bloxom, Collin Witham, maternal grandparents; Ruby Cox, Madeline and John Witham, paternal grandmother; Willie Bloxom along with numerous extended family members and many gracious friends.

Honoring Justin by acting pallbearers will be Mark Bloxom, David Bloxom, Charlie Thomas, Kevin Witham, John Witham, Floyd Patton, PJ Brossette, and Jacob Roussel. Honorary pallbearers will be his four brothers, Travis Bloxom, Tyler Bloxom, Dalton Bloxom, Collin Witham, and Lane Fletcher.

Statement from Kevin Horn; DeSoto murder suspect's brother
April 2, 2010

"I want to first start by saying on behalf of myself and my family we are deeply sorry for Justin Bloxom's death.

This has been the hardest thing my family and I have had to deal with, but I know it in no way compares to the pain that the Bloxom family is feeling. I'm not asking for sympathy from anyone. I just want the Bloxom family to realize my family and I are trying to do the right thing.

My family and I have deepest sorrow for Justin and his loved ones.

I, Kevin Horn, brought my brother to DeSoto Parish Sheriff's Substation immediately after finding out that Brian was the prime suspect in this heinous crime. Brian will not find any support from us because we do not condone a murderer.

My family and I have been thrown into this nightmare and do not want to believe that this is true, but unfortunately we have to deal with the facts that are in front of us.

Please do not judge our family as we are the ones that brought Brian in and are in no way trying to protect him from justice. He chose his life and now he must pay for the crime he committed."
