--------------------------------------------------------------------------------

January 5, 1997
Latin America's Inhumane Prisons
The Peruvian guerrillas occupying the Japanese ambassador's residence have, among other things, demanded better conditions for their imprisoned colleagues. Although the method they chose to make the point is deplorable, their diagnosis of prison life in Peru is on the mark. Peru makes serving time particularly harsh for the Tupac Amaru guerrillas and others convicted of political crimes. But common criminals throughout Latin America endure scandalous conditions.

Walking through a prison in Peru is like stepping into a Hieronymus Bosch triptych of hell. Spittle rains down from the third-floor cells. Prisoners stick their arms and legs through the bars and beg by lowering bowls on strings. Inside the cells, the floors are covered with slime and filth. Men are crammed into the cells, sitting on the floor or on concrete bunk beds with no mattresses.

Most of the inhabitants of these medieval bedlams should not be in prison to begin with, for they have not yet been tried. Some languish for years, only to be found innocent or given no sentence. In Honduras and Uruguay, according to the Prison Project of Human Rights Watch, 90 percent of prisoners are awaiting trial.

Guards do not keep order. Prison gangs do. Drug abuse is rampant. Some prisons do not even feed prisoners. In others, the food is meager and barely edible. Prisoners without families to bring them food earn their meals by working as slaves or prostitutes for other inmates. Many prisons have no medical care. In Peru, Brazil and, most recently, Venezuela, government officials have put down disturbances by massacring prisoners.

Although governments claim they cannot afford to put more money into prisons, the real problem is that they do not want to. The prisons in Venezuela, Latin America's richest nation, are among the continent's most violent and squalid. But prisons that hold white-collar criminals, military men or wealthy drug traffickers are comfortable places. One in Colombia was nicknamed the Sheraton. Most prisons are neglected because ordinary prisoners tend to be poor, with no political influence. The only advocates for reform are a few dogged human rights and religious groups.

The low status of prisoners is also a function of Latin America's neglect of its courts. Many inmates have no lawyers. Rising crime rates have led to overcrowding and heavier loads for judges, whose cases back up for years. Prison guards receive little training and low salaries, encouraging corruption.

The steps governments must take to humanize their prisons are no mystery. They include better facilities, professional, decently paid guards and crackdowns on corruption and other abuses. More money is needed for food, doctors and education and work programs. Most important, responsible officials have to build legal systems in which even the poor can get real justice.

Dutchman Van der Sloot Joran entering an office at the airport Chacalluta aronáutica. for a check ...

I vote for a cavity check Wink

I am almost positive that Joran would have been covered under a dental plan provided for all wannabe judges.  Joran probably had a check up every six months and ... any cavities were taken care of immediately.

Where is that "tongue" icon!!

Chacalluta Aerodrome image (SCAR) North, arriving minutes ago Dutchman Joran van der Sloot

Dutchman Joran van der Sloot arrived in Tacna and vest enmarrocado

At 3:08 pm was delivered to the Peruvian authorities Dutchman Joran van der Sloot by members of the Investigative Police of Chile (PDI). Según contó el enviado especial de El Comercio a Tacna, Alfredo Alí Alava, el presunto asesino de Stephany Flores lucía un rostro desencajado, llevaba esposas y vestía un chaleco antibalas. According to the envoy told El Comercio to Tacna, Alfredo Alava Ali, the alleged murderer of Stephany Flores wore a contorted face, wearing handcuffs and wearing a bulletproof vest.

En el puesto fronterizo Santa Rosa de Tacna lo esperaban una gran cantidad de medios de prensa, tanto peruanos como chilenos, además de personal de la Interpol Perú y de la policía de Requisitorias. At the border post Santa Rosa de Tacna I expected a lot of media, both Peruvian and Chilean personnel in addition to Peru and Interpol police requisition.

Más de nueve vehículos integraron la caravana que llevó a Joran van der Sloot hasta la frontera con Perú desde Arica. More than nine vehicles that made up the convoy took Joran van der Sloot to the border with Peru from Arica.

Estuvo a cargo de su entrega el prefecto inspector chileno Douglas Rodríguez, quien lo puso en manos del jefe de Interpol Perú, Manuel Malaver. He led the prefect delivery Chilean inspector Douglas Rodriguez, who put in the hands of the head of Interpol Peru, Manuel Malaver.

A esta hora el holandés se encuentra en la comisaría de La Concordia donde la policía le toma sus generales de ley. At this time the Dutchman is in the police station where police Concordia takes its general law.

Hasta el momento se desconoce si será trasladado por aire o tierra a Lima. So far it is unknown whether it will be moved by air or land to Lima. La segunda opción es la que suena con más fuerza en Tacna. The second option sounds more strongly in Tacna. El jefe de Interpol Perú evitó precisar esa información por medidas de seguridad. The head of Interpol Peru fails to show that information for security.

Dutchman is taken to Lima for a murder

LIMA. The National Police of Peru (PNP) today to move Lima Dutchman Joran van der Sloot, who is accused of murdering a young woman from Lima for 21 years and was expelled from Chile today, said Col. Manuel Malaver, Peruvian Interpol chief .

The police chief told reporters that Van der Sloot will be reviewed by a prosecutor and a forensic doctor after being awarded today in the border town of Tacna by the Police of Chile, a country that expelled him after having arrested yesterday in the vicinity of Santiago .

Malaver For security reasons declined to specify whether the Dutchman will be moved to the capital by air or road.

"For obvious reasons I can not say," he said, after stating that Van der Sloot has a preliminary warrant issued by the Peruvian justice.

If Van der Sloot is transported by aircraft will arrive in Lima at 23:00 pm (0400 GMT Saturday), but if it moves by road the trip takes an average of 18 hours as Tacna is 1348 kilometers south of the country.

The Dutchman arrived in Chile on Sunday in a car after escaping from Lima, where he is accused as the suspected murderer of Stephany Ramirez Flores, daughter of the famous race car driver and businessman Ricardo Flores of Peru, "rifle."

Van der Sloot, who was also linked to the disappearance of a young American of 18 years in the Caribbean island of Aruba in 2005, met last weekend at a casino Flores Lima and then both went to a hotel, where hours was later found the corpse of the young.

"Right now he's going to be investigated by the fact that already known," he said Malaver before entering the station in La Concordia, near the border with Chile, where you take the first statements to Van der Sloot.

The diligence is carried out amid heavy security, including patrols and policemen stationed on the roofs with rifles and bulletproof vests.

A group of settlers arrived in Tacna near the police station to protest against the Dutchman, who repudiated his alleged crimes.

Exactly five years ago, Van der Sloot was the prime suspect in the disappearance in Aruba of American teenager, Natalee Holloway, which until now has not been located.

The young man, who said he met Natalee and have visited her several night spots, came to be arrested twice but was released for lack of evidence.

Also, Joran Van der Sloot was charged yesterday with attempted extortion in Birmingham, Alabama (southern USA), court sources said.

The sources said that Van der Sloot, 23, had tried to demand payment of $ 250,000 in exchange for information about the location of Holloway's body.

The documents before the tribunal noted that the May 10 Van der Sloot also promised to describe how the death occurred Holloway, an American of 18 years and have received a partial payment of $ 15,000 for it, the sources said without specifying who gave him the money.

<snip>

The Chileans drove Van der Sloot across the border to a Peruvian police station, where dozens of people awaited his arrival. Police set up a perimeter to keep the crowd away from the suspect as he walked about 100 feet from the car to the station, but the protesters were angry and pushed forward.

Police kept them away from van der Sloot but could not stop the loud and steady rain of obscenities they shouted.
He was taken inside the station for processing. From there, he is to be taken to the nearby town of Tanca and then flown to Lima.

"Prison in Lima was hell on earth '

LIMA - Joran van der Sloot has nothing to look forward to as he lands in prison in Lima. The jail cells are much like a medieval dungeon where criminals are crammed together.
"It's hell on earth for the Dutch inmates. Could not be worse. Prisoners are walking around with knives a foot long. it' s crowded, the heat is terrible, the stench is sickening, "said Jasper Bloemendal (20) from Enter.

Bloemendal two weeks ago returned from a visit to the notorious prisons of Lima, where many Dutch drug runners are locked up. Previous experiences were so shocking that he decided to setup a foundation for Dutch prisoners in Peru. "I can report that the prisons are now even more populated than a 6 months ago."
Jasper helps the inmates with soap, a toothbrush, water bottle, a bowl of soup at Christmas, pen and paper, stamps. Or with clothes. Whether guilty or not. "you would not wish this on your worst enemy. They have zero, nothing, except the clothes in which they were arrested. Some have been walking around for years in the same rags. "

The sentences in Peru are not a joke. A few grams of drugs in the baggage is enough for 8 to 25 years in the infamous Sarita Colinia or Lurigancho prison. And sentences in their own country, they can forget, because the Netherlands has no so-called WOTS (extradition) treaty with Peru.

"What you see in there is indescribable. Could not be worse. In Callao  four thousand are crammed into a bunker, built for eight hundred men. There was one guard for one hundred men. The detainees are in charge. There is murder, rape, intimidation. The prisoners fear for their lives. Guards are corrupt and violent. There is no privacy. Prisoners use single thin mat on the dirty concrete floor at night to sleep a little, but the screams and cries of the inmates are earshattering. "
He continues: "Everywhere there are prisoners: the dining tables in the window, on every stair, between the waste bins and the rotting feces. The heat and stench were unbearable. The food is too disgusting to touch. Many have illnesses, wounds, diarrhea constantly. It's degrading what I saw. Dutch prisoners wept and begged for help. Visit never get them. Their families have let them fall.  "

I'm not ready to jump on Greta yet.  It is possible that Beth feels that the FBI should have moved more swiftly but she cannot come out and complain about them so Greta is doing it for her.

Greta and Beth, so far as I know, still have a good relationship.  I do not think Greta would turn on Beth now.  Especially not now.

I could, of course, be wrong.

I agree.  I don't think Greta will ever turn on Beth.

I don't think she has either but i wonder if Greta got wind of the sting would she call Renho to try to get some info on it? And we all know Renho would have turned right around and tipped off Joran.....

I don't think that Greta would be stupid enough to call Renho and tell her.  Give her some creidt. She knows of the relationship with Beth and Renho...and she would not do that. IMO

I don't think Greta would be disloyal to the integrity of the case ... or cease trying to getting factual answers for Beth-I do think she must cover her bases, however, for fear of a lawsuit from Anita, et al --which is prudent.  However, when she polled her readers/viewers in regards to the FBI, that seemed peculair, as how the heck do we know what the FBI is doing?   That's the beauty of the FBI-they do their wonderful investigations in the shadows to get to the truth.  Also, we all have seen how the powers that be in Aruba tied the hands of the FBI in 2005 and held them at bey.  Aruba should have turned Natalee's case over to the FBI right at the beginning, imo.
