How is it possible that folks from Mexico don't have identification when they are stopped by authorities?  Example - when they cause a car accident, don't know who they are (give multiple names/ages/birth dates/addresses)? 

How many Americans have been victims of illegals or others that don't take responsibility for their car accidents?

If Mexico has a scanned fingerprint database, why not identify these folks with their fingerprints and hold them accountable?

Is there any sharing of information between the US and Mexico regarding identity?
