Pill sales pose threat in Putnam, Hardy says

Highly addictive and dangerously potent, prescription pills are the new deadly drug of choice in Putnam County, Sheriff Jeff Hardy says.

Since the first of the year, 16 people have died from prescribed narcotic pills in the county, Hardy said.

And like families across Florida, even the sheriff fears for his loved one's lives as the easily accessible drug consumes lifestyles.

"This drug knows absolutely no boundaries whatsoever," Hardy said told members of the Kiwanis Club of Palatka on Thursday.

"These are people that you know, these are people's children, these are decent people that get attached to this horrible addiction, and it's so horrible that it's almost as if they can't escape it," he said "Every person is going to be affected in some way, shape or form," Hardy added.

Even some elderly veterans in need of money are selling their prescription narcotics obtained legally through VA clinics.

"They didn't mean to become drug dealers, they just happened to become drug dealers," Hardy said.

When it comes to the impact drug abuse has on families, the sheriff is speaking from experience. Deputies in May arrested his son, Joshua Troy Imm, for selling methamphetamine, another serious drug issue in Putnam.

"He came up on the radar of my narcotics unit, and I am the one that ordered him arrested," Hardy told the club members.

"For 26 years, my son never had a problem," Hardy said. "He was a great dad, a hard worker, made good money and I watched his life spiral out of control (snapping his fingers) that fast."

Hardy said demand is high for drugs with names like oxycodone and roxicodone, which are basically synthetic heroin absorbed into the body by being snorted, smoked or injected.

"These pills are one and a half times stronger than pure morphine, and so what is happening is these pills are going for $15 to $30 apiece," Hardy said. "This has become the drug of choice."

The majority of illegally obtained drugs stem from Broward and Palm Beach counties, where more than 200 federally protected pain clinics turned pill mills are run, Hardy said.

Fake MRIs bought on the black market are used to get prescriptions for an average of 230 narcotic pills - bought with $450 cash.

"People don't realize that Putnam County is a target rich environment for narcotics," he said. "This epidemic with this drug makes crack look like cotton candy."

On Oct. 1, a new law referred to as the Pill Mill Bill will take effect in Florida with the goal to help reduce illegal prescriptions.

Doctors will only be able to write a three-day prescription to cash purchasers, which according to Hardy, will help deter drug transactions.

"People from Putnam County are not going to drive to Broward and Palm Beach every three days," Hardy said.

Desperate addicts in search of their fix may cause crime to increase, however.

"I believe there is a possibility that our crime rate will go up," Hardy said. "The pills are going to be harder to get, the demand is still going to be there, and we are going to have to combat that issue."

He warned residents to hide medications in areas other than bathrooms and medicine cabinets, which is where most addicts will search during household visits or burglaries.

Meanwhile, residents with old prescriptions have the opportunity to clean out medicine cabinets and bring old or unwanted medications to one of four locations around Putnam County on Sept. 25 to be safely destroyed.

Drop-off locations include:

n Putnam County Sheriff's Office, 130 Orie Griffin Boulevard, Palatka

n Hitchcock's Plaza, 1114 State Road 20, Interlachen

n PCSO South District Office, 1196 U.S. 17 South, Satsuma

n Edgar Johnson Senior Center, 1215 Westover Drive, Palatka

Drop-off locations will be open from 10 a.m. to 2 p.m.

The disposal service, run by the Putnam County Sheriff's Office, Palatka Police Department and Florida Department of Law Enforcement, is free and anonymous, no questions asked.

Burying or flushing pills is not recommended, since the strong drugs could potentially contaminate the water system.

I do have a little good news on the Pill Billy area...you can go to FDA.gov and check out more but the new Perdue OxyContin formulation has hit the streets and the freaks are pizzed!!!!  Looks like they can't sell them for much cause you can't crush, melt or whatever you want to do to it to make it more usuable in an illegal way.  I know some addict will come up with a new way to abuse it but I do hope it takes a while.  I say hiphiphooray!  Maybe one up for the actual pain sufferers having a hard time just because of all the abusers.  There is also a limit to how many oxycodone a manufacturer can make and how many a pharmacy can order at one time so this puts a real dent on the little Roxies too!!!  I'm so happy!  Here in FL, one of the last states to have it, we will be on the RX Monitoring System later this year or first of next.  Bout time.

With regard to Tommy’s situation:  his attorney filed a Motion to reduce his sentence.  There will be a hearing on that motion.  If granted, a new sentence will be handed down.  If denied, Tommy will continue serving his 15 years of incarceration.  This is not an “appeal”.  This is a last ditched attempt to get a better deal from the trial judge in this “lower court”.  If this motion fails, then Tommy will have an opportunity to “appeal” his sentence to the higher court, also called an “appellate court”.  The Probation Order was just the Order of the Court regarding the details of his special Drug Probation (since he was convicted of a drug offense), which will be waiting for him patiently until he gets out of prison.
I expect the motion to be denied by the trial court (lower court).

These motions are customary, and customarily fail.  I must say, an attorney knows that he is taking a huge risk by changing his client’s plea from Not Guilty to No Contest, when he does not have a negotiated plea in hand from the State.  Walking into that courtroom, a lawyer is informed (usually in writing) what the State will be recommending to the Judge by way of a sentence.  In this case, Tommy was told the State would recommend 30 years to the Judge.  Tommy said he’d change his plea anyway, and hope the Judge “liked” him enough to let him off with 5-7.  He then took this leap of faith into the sentencing hearing, with an “open plea” of No Contest to drug trafficking charges, and the Judge knowing good and well what his last name was.

 I would not have gone into any court in Putnam County with an open plea if my last name was Croslin, that’s for sure.

Still Missing, 25 Children Still Gone

September 13th, 2010 by Whitney Ray

The families of 25 missing children are asking the public to take another look. Their children were honored today at the state capitol at the 12th annual Missing Children’s Day ceremony. Some of the kids have been missing for more than a decade, but as Whitney Ray tells us, family members haven’t given up on their safe return.

It’s been 10 years since Zack Bernhardt was taken from his Clearwater home. His aunt and grandmother were at the state capitol Monday pleading for his safe return.

“Today I get weak. And on his birthday,” said Carole Bernhardt.

Teresa Neves, the grandmother of missing 6 year old Haleigh Cummings who disappeared in February 2009, couldn’t fight back the tears.

“We are going to continue to look for Haleigh. And we are going to continue to pray and we hope that other people will continue to look for Haleigh,” said Teresa.


25 missing Florida children were honored at the State Capitol Monday. Their families placed roses next to their pictures. One mother fainted under the emotional stress of not knowing. They pushed through the pain in hopes that someone will see their loved one’s picture. Someone will call with a tip that leads to their rescue.

This past weekend pictures of the missing children were posted on billboards through out the state. The billboards are effective in spreading the word about missing kids. Also, advances in technology like text alerts and email notifications are getting the public involved faster.

“If in fact someone has actually taken the child it makes it more difficult to keep the child somewhere. It makes these billboards and other technology more viable,” said Gerald Bailey, FDLE Commissioner.

While most missing children are found quickly, three percent are never found. The families of the 25 still have hope that their kid’s not one of them. Where I live ( Canada ) there is a new prescribing law for OxyContin, a physician can only write the script for cancer paitents. Now if you're an addict and your Grandma has cancer, guess you are going to have to steal her pills. There was such an issue with doctors writing these scripts for these strong pills for minor issues, addictions followed. Off the top of my head, I can't remember what they said one pill was going for, but the profit margin was really high. ( no pun intended ). Hospital use is a different set of protocols. We have had a monitoring system for along time. Since they did this just recently, there are many more patients seeking methadone treatment where they show up and drink it on the spot, no take outs allowed. It's a serious issue and I am glad that I never had pain bad enuf to ever take them. It's a drug that is needed by some patients and it has been a God send to them.
ps I know a nurse ( past tense ) that was ( past tense ) an addict and she shorted the patients so she could have hers.

I do have a little good news on the Pill Billy area...you can go to FDA.gov and check out more but the new Perdue OxyContin formulation has hit the streets and the freaks are pizzed!!!!  Looks like they can't sell them for much cause you can't crush, melt or whatever you want to do to it to make it more usuable in an illegal way.  I know some addict will come up with a new way to abuse it but I do hope it takes a while.  I say hiphiphooray!  Maybe one up for the actual pain sufferers having a hard time just because of all the abusers.  There is also a limit to how many oxycodone a manufacturer can make and how many a pharmacy can order at one time so this puts a real dent on the little Roxies too!!!  I'm so happy!  Here in FL, one of the last states to have it, we will be on the RX Monitoring System later this year or first of next.  Bout time.
Where I live ( Canada ) there is a new prescribing law for OxyContin, a physician can only write the script for cancer paitents. Now if you're an addict and your Grandma has cancer, guess you are going to have to steal her pills. There was such an issue with doctors writing these scripts for these strong pills for minor issues, addictions followed. Off the top of my head, I can't remember what they said one pill was going for, but the profit margin was really high. ( no pun intended ). Hospital use is a different set of protocols. We have had a monitoring system for along time. Since they did this just recently, there are many more patients seeking methadone treatment where they show up and drink it on the spot, no take outs allowed. It's a serious issue and I am glad that I never had pain bad enuf to ever take them. It's a drug that is needed by some patients and it has been a God send to them.
ps I know a nurse ( past tense ) that was ( past tense ) an addict and she shorted the patients so she could have hers.
Addiction is a powerful thing. 


Glad to hear your area probably does not have near the addiction problems FL does!  We are one of the last to have a monitoring program and that is why docs flocked to FL to open loosely governed pain clinics.  No kidding, all you need is a printout of the results of your MRI/CT Scan and a pharmacy printout that you have been on narcotics before.  So what does an addict do that has no actual physical probs to need a pain doc...just take someone elses reports and crop their name out and add theirs!!!  Sick isn't it?  These clinics didn't even verify these reports.  Some that want to keep their business going are now calling the places that performed these tests to verify that the reports match the patient.  A little too late I must say.  Thousands of new addicts later and here come all the new rules.  Better late than never I guess.  Addiction is a horrible thing.  Lots of wonderful people have fallen prey to these pills.   I believe little HaLeigh is a product of this whole mess.  It seems her whole life has revolved around a father using/selling and taking up with young girls with bad habits. HaLeigh and Jr. were doomed to turn out just like what they were brought up in.  So very sad.  Will we ever know where she is?

'Operation Script Club’ nets 15 on drug sale and trafficking in Flagler County

A massive drug bust across Flagler County netted 15 people on charges of trafficking or sale of the prescription painkiller oxycodone or other drugs there and in St. Johns and Putnam counties.

Wrapped up Thursday,  “Operation Script Club” saw 10 men and five women ranging in age from 23 to 53 arrested under warrants served by the Flagler County Sheriff’s Office and the Florida Department of Law Enforcement Tri-County Narcotics Task Force. The arrests followed a four-month investigation into unlawful trafficking of prescription drugs, and three more are still being sought, according to the Sheriff’s Office.

Investigators said the main source of the drugs was from pain clinics throughout South Florida, as well as Orlando, plus two in Jacksonville. None of them was under investigation, said Sheriff’s Office spokeswoman Debra Johnson.

“They were not dealing with the clinics,” Johnson said. “This operation strictly dealt with the person getting the prescriptions, then distributing the pills.”

Names and addresses of the clinics were not released.

Traffickers got prescriptions for pain killers for pain and anxiety after paying for clinic visits. They used multiple sources of supply, with the main source changing daily depending on who was able to get his or her prescription filled that particular day, the Sheriff’s Office said. Once a member of the organization filled a prescription, the others were notified to try as well.

Next they would sell the 30-milligram pills on the street for $12 to $20, investigators said.

Authorities worked closely with the North Florida High Intensity Drug Trafficking Area in St. Augustine, and the U.S. Marshals Service helped find and arrest the suspects.

Prescription pain killers make up more than two-thirds of the drug purchases made by the Sheriff’s Office’s narcotics team, according to investigators.

Sale of controlled substances could net prison time of up to 15 years, while trafficking could see sentences of up to 30 years if convicted, according to the State Attorney’s Office.

Four month Roxi investigation ends in arrests

 Public Information Officer Debra Johnson told local St. Johns County reporters with Historic City News that deputies in Flagler County concluded a four-month investigation into the unlawful trafficking of prescription drugs early this morning.

Armed with arrest warrants, the Flagler County Sheriff’s Office and the Florida Department of Law Enforcement Tri-County Narcotics Task Force rounded up 15 to 18 suspects in connection with the illegal sales.

The main focus of the investigation was on the drug “Roxicodone” (Oxycodone) which has become the drug of choice for prescription drug traffickers.

The main source of supply for the drug comes from pain clinics throughout the South Florida area as well as Orlando and Jacksonville. Traffickers can enter a pain clinic and pay cash for an office visit. Most receive a prescription for pain and a prescription for anxiety which includes a prescription for Roxicodone which contains the drug Oxycodone, the same as Oxycontin. In recent years the focus has been on the brand Oxycontin because of the high milligram content of Oxycodone per dosage. Recently Roxicodone has replaced Oxycontin as the brand of choice because of its availability and high milligram content.
