If you're detained in prison in Peru ...

"Peru does have a legal aid scheme and the Court will appoint a lawyer on your behalf if
required. However, Peruvian State resources are limited and the public legal service
may not meet your expectations. If you wish, you can hire a private lawyer to represent
you. We can not recommend any lawyer, but can provide you with the Embassy List of
Lawyers, which appears in Annex B.

"Please be advised that DIRANDRO has informed the Embassy there are some lawyers
of dubious reputation offering their services at their premises."

Night pb! Sleep well!

More advice from UK to its citizens arrested in Peru. (Assumes the charges are related to drug trafficking.)

I HAVE BEEN ARRESTED, WHAT COMES NEXT?

All that comes after the arrest is regulated by the Peruvian laws and authorities only, as
you have been arrested in Peru. The Peruvian Police has between 15 and 18 days to
complete the investigations of your case. During the investigations you will stay at the
Police station. The Police officers should provide you with a detention notification, which
we have translated into English for your understanding. You can find it in Annex A.

If you are held at DIRANDRO you will remain in a cell. There are 12 shared cells and 2
individual cells there. Your jewellery, money and personal documents, including passport,
will be taken into safekeeping. You might recover your clothes and personal items once
the investigations have finished. If you are receiving medication, this should be taken to
the prison as well.

The Embassy will not be able to keep your belongings at the Embassy, except for your
passport.

At DIRANDRO the police will take your statement, but probably without an interpreter. You
will not see a public lawyer until you are in prison. It is unlikely that we would be given a
private room to discuss things when we visit you. Most of the Police Officers do not speak
English. You will have a basic medical check everyday and receive food and water. We
will provide you with some toiletries.

At DIRANDRO you will very likely to be incarcerated with foreign nationals arrested with
drugs at the international airport of Lima. Peru is one of the biggest cocaine producers in
South America and drug smuggling is a serious crime. The airport in Lima is the most
important international airport in Peru and has effective drug smuggling controls.
After investigations at the remand centre, you will be taken to the Attorney General Office
at the Public Ministry.

At the AG Office you will appear before a judge who will decide whether to press charges
against you or not. You will probably stay there for a day or two. If you arrive on a Friday
you may remain there for the weekend. At the AG Office you will be held in a cell with other
detainees. Women and men will be separated. The cells do not have beds, but a bench
and a shared bathroom. There is not much light. You will be given water at your request,
but food is generally not provided.

As soon as we know that you have arrived at the GA Office we will try to arrange a visit
by an officer from the Ombudsman Office in Lima. We would provide this Officer with
some limited funds, which would be refunded to us from your first deposit of funds
from family or friends. With those limited funds the officer should buy you some food.

At the GA Office you will be interviewed. Your statement from the Police station will be
considered. The Attorney General represents the Peruvian State and if he/she considers
you guilty, he/she will file a complaint to the judge about your offence. If the judge finds
you guilty, you will be transferred to the Justice Palace. The Justice Palace is in the
Centre of Lima and the cells are ruled by INPE.

At the Justice Palace you will remain in a cell (women and men separated). If you are
a man charged for a sexual offence, you will be held in a separate cell for your own safety.
If you arrive at the Justice Palace in the morning you should stay there until the afternoon.
If you arrive at the afternoon you should remain there until next day (or during the weekend
if you arrive on a Friday). The INPE officers will interview you and decide to which prison
you will be taken. They will take into consideration the type of crime, your background and
the prison system. You will then be transferred to a prison.

If the Attorney General does not press charges against you, you will not have to go to
the Justice Palace and the prison. This, however, does not often happen with British
nationals involved in drug smuggling.

There have been 2 posters that relayed that if someone is found guilty of a murder and the murder occurred as a result of robbery, then it does indeed carry a life sentence in Peru. I think that EURoberts was one of the posters (my apologies to EURoberts if I'm mistaken) and I'm not sure who the other poster was. If the search function is working I'll find it.

Anyway, if that's true, I would think that Joran might qualify for a life sentence. Stephany's money was not found on her. I'm going to go see if I can find the post.

And this ...

Once you arrive at the prison it is very likely that you will have to buy your own bed and
other personal items. Please call us. As soon as we know you have arrived in prison
we will visit you and take the following with us: a pack of toiletries, newspapers and/or
magazines and an advance of funds (approx. S/100 soles) if you need them and they
are available.

The currency in Peru is the Sol. S/.1 is roughly £ 6.25 sterling pounds.
Other British or foreign nationals imprisoned will have been through a very similar
experience and will be a source of information on the regime in prison and should be
able to help you adapt to your surroundings.

The Peruvian judicial system is slow. It generally takes one or two years for your
sentence to be decided. You will remain in prison meanwhile
. Please communicate
with your lawyer if you want to speed up the process.

(Instituto Nacional Penitenciario. INPE is the Peruvian Penitentiary Institute and is
part of the Ministry of Justice.)

It is probably EXACTLY what happened to Stephany, too.

To him, it's just like luring a mouse into a trap.

which ruse did he use?

Since she won money from another player, she most likely won money from him too. I am thinking she may have just been taking him there to his hotel to get her money and leave. They were in her car and she may have been told the money was in the room and she went to get what he owed her. Then he killed he and left in her car with her money too.

Moist-eyed Dutch murder suspect interrogated
By FRANK BAJAK and FRANKLIN BRICENO (AP) – 11 minutes ago

LIMA, Peru — The lone suspect in the disappearance of U.S. teen Natalee Holloway was paraded — moist-eyed and looking stunned — before reporters as Peruvians denounced him and detectives began interrogating him about the killing of a Lima student.

Joran van der Sloot arrived Saturday at criminal police headquarters in a brown Interpol SUV and was escorted across an auditorium crowded with shouting, shutter-snapping journalists three times.

Wearing a green bulletproof vest, his hands handcuffed behind him, the husky 22-year-old stared straight ahead and didn't respond to reporters' questions or make eye contact.

Outside, seven Indian shamans in brightly colored ponchos repeatedly stabbed a cloth doll representing van der Sloot in a "spiritual punishment" ritual. "We're punishing him so that all the forces of evil are purged," one shouted.

About an hour earlier, onlookers yelled insults at the man who has dominated Peruvian front pages as police switched cars south of the foggy coastal capital.

His interrogation began almost immediately, Gen. Cesar Guardia, chief of Peru's criminal police, told The Associated Press. His spokesman, Abel Gamarra, said later that van der Sloot would be kept overnight at the headquarters of the criminal police.

Van der Sloot is suspected of killing 21-year-old Stephany Flores on May 30 at his hotel room in the Peruvian capital.

Police in neighboring Chile caught van der Sloot on Thursday and expelled him across the border a day later. He was then driven 17 hours north in a police caravan.

Chilean police spokesman Fernando Ovalle said the Dutchman told them he did not kill Flores, who was found battered with a broken neck.

But van der Sloot did acknowledge that "he met her and at some point they went to a casino," Ovalle said.

Police released video Saturday taken by hotel security cameras showing van der Sloot and his alleged victim entering his hotel room together.

Flores trails van der Sloot, her head bowed, after he is given his room key. She is in the same attitude when she follows him into the room.

Van der Sloot is wearing a white, long-sleeved button-down shirt and jeans in the video. Flores wears a dark sleeveless T-shirt and jeans and has her hair up.

Later video shows the Dutchman leaving the hotel alone with his bags. He is in a patterned shirt and carries a day pack on his back and a gym bag in his hand.

Guardia, the police chief, said that at 8:10 a.m., nearly an hour and a half before leaving the hotel, van der Sloot walked across the street alone, bought bread and two cups of coffee at a supermarket and returned to his hotel room.

Peru's interior minister, Octavio Salazar, reminded reporters that the murder investigation was not over: "We can't rush the matter, nor can we give details concerning the event or that investigation itself," he told a brief news conference.

"In two weeks we'll know if the girl had sexual relations or if there is alcohol in her blood," Dr. Cesar Tejada, the deputy Lima medical examiner, told The Associated Press in an interview. He said toxicological reports should also be able to tell whether she was given a so-called "date rape" drug. Flores' father, Ricardo, told The Associated Press he believes van der Sloot drugged his daughter.

The girl's father told the AP that video cameras had also tracked the couple as they walked before dawn Sunday to van der Sloot's hotel from a casino in Lima's upscale Miraflores district where the two met playing poker.

She had dropped two girlfriends off at their homes several hours earlier. El Comercio, citing a police report, said she sent a text message to one to tell her she was "walking up the stairs to my bedroom."

Guardia said he could not confirm that report.

Flores, a 48-year-old circus promoter and former race car driver, said he doesn't want the death penalty for van der Sloot, only justice. In Peru, murder carries a prison sentence of up to 35 years.

Van der Sloot remains the prime suspect in the May, 30, 2005 disappearance of Alabama teen Holloway on the Dutch island of Aruba. He was arrested and released in that case, and faces no charges.

Flores told the AP in an interview at his home that the loss of his daughter may ensure that van der Sloot is punished for that death.

"My daughter was an instrument for this girl (Holloway), so that there can be justice," he said. "He's going to have to talk now."

Van der Sloot also now faces criminal charges in the United States of trying to extort $250,000 from Holloway's family in exchange for disclosing the location of Holloway's body and describing how she died.

U.S. prosecutors charged van der Sloot with the crime on Thursday, saying $15,000 was transferred to a Dutch bank account in his name. In the Netherlands on Friday, prosecutors acting on a U.S. request raided two homes seeking evidence in the case, seizing computers, cell phones and data-storage devices.

Peruvian President Alan Garcia told reporters on Friday that van der Sloot would have to be tried in Stephany Flores' death before any extradition request could be considered.

A college business student less than a year from graduation, Flores was found late Tuesday in the Lima hotel room where van der Sloot had been staying since arriving in Peru on May 14 from Colombia.

She was fully clothed, with multiple bruises and scratches on her body but no signs she had been sexually assaulted, Guardia told the AP.

A tennis racket was found in the room "that could have been the murder weapon but that's so far not been proven," said Tejada.

"My daughter resisted," Flores told the AP. "Under the fingernails of my daughter there are traces, evidence. That's why they didn't permit her cremation." Flores said he expected her to be exhumed for DNA testing, and Tejada said that was likely.

Holloway's uncle, Paul Reynolds, told NBC's "Today" show Friday that the family hopes to see van der Sloot behind bars and the Aruba case reopened.

Holloway, 18, was celebrating her high school graduation on Aruba when she disappeared. Van der Sloot told investigators he left her on a beach, drunk. That's the last anyone saw of her. Van der Sloot was twice arrested in her disappearance — and twice released for insufficient evidence.

Two years ago, a Dutch television crime reporter captured hidden-camera footage of van der Sloot saying that after Holloway collapsed on the beach he asked a friend to dump her body in the sea. But judges in Aruba ruled it insufficient to re-arrest him. The same journalist, Peter de Vries, reported later in 2008 that van der Sloot was recruiting Thai women in Bangkok for sex work in the Netherlands.

He was also really into online gambling and I thought he may have been talking to her about that and offered to "show her the ropes" with that if it was new to her.  I feel confident his laptop was in his room...

Just a thought...

Netherlands and sleep in dungeons Dirincri
Broadcast video from your hotel entrance next to victim.
Amid heavy security arrived in Lima the alleged murderer of Stephany Flores Ramirez (21), victimized early on Sunday May 30 at a hotel in Miraflores. The citizen Joran Van Der Sloot Netherlands (23), arrived from Chile by land aboard the Interpol unit of Peru, guarded by the National Police and agents of the Homicide Division of Criminal Investigation Department (Dirincri). The arrival of the suspect number one crime to the police headquarters was about ten o'clock in the morning, where a contingent of journalism, both nationally and abroad, gathered at the avenue Spain to learn about the details of the Research into the death of the daughter of Peruvian entrepreneur Ricardo Flores.

Bumpy ride
Followed by a convoy of 12 police vehicles, the alleged killer road traveled on a journey of more than 24 hours to Lima. But it was at kilometer 35 of the American South, where Van der Sloot, for a further change of vehicle, angry residents shouted "murderer" for justice, even a man hit him with a briefcase. Once in the capital, the Dutchman declined to give statements to the media, as well as during his presentation at a press conference, headed by Interior Minister Octavio Salazar, the director of the National Police, General Miguel Hidalgo, and Dirincri chief Gen. Cesar Guardia.

Research continues
Van der Sloot was presented to three times the press. At all times he was seen enmarrocado and wearing a bulletproof vest over his black shirt. She wore a beige trousers and white sneakers, wearing costumes during his capture in Chile. The head of the Interior said that the investigation of the case is in charge of the Dirincri, and meanwhile completed, the alien with a criminal record will remain confined in the lockup of the police headquarters.
The evidence incriminating Van der Sloot contains testimony of an employee of the hotel, a guest, and the well-known Panamanian singer Roberto Blades, who warned security staff of the Atlantic City casino on the presence of the possible murderer. I find it very hard to believe that Anita wouldn't be traveling to Peru to see Joran because she can't afford to.

If she said that, that's not the only reason she's not going.

Where there's a WILL, there's a way.

I'm sure all her nitwit friends would contribute to the cause if she really WANTED to go.

Casino Atlantic: looking for new videos of the event

Hotel silent. Dissemination of images inside the casino would give more light on the crime in Miraflores.

There are two popular places in the country: the TAC and Casino Hotel Atlantic City, both sites related to the crime of the young Stephany Flores. This newspaper was looking for the official version of the facts of the administrators of each site.

By going to the hotel, a worker would respond: "We can not talk about it." Telephone was attempted, but neither achieved a positive result.

Instead, a representative of the casino itself was the face. "We are in search of safety videos, which are the two people (Stephany and Joran) and thus give to the police, said Luis Laos, administrative manager of Atlantic City casino.

At another point, the official said that the statements of the singer Roberto Blades, who says he alerted security agents of the presence of the Dutchman, are just the comments of a person and not know whether they are true or false.

Laos took contact with the press to clarify a fact: "The girl and the alleged killer were not enrolled in the International Championship of Poker, as many media have been saying. The championship began on Wednesday June 3. "

Lima, Peru: Robbery against foreign tourists down

Robberies on tourists have decreased in Lima. Above, Lima's Plaza de Armas.

(LivinginPeru News) -- The Peruvian National Police's Tourism and Ecology Department has informed that the number of robberies committed on foreign tourists in the Peruvian capital city of Lima has dropped 24% during the first two months of 2007.

According to authorities, just 72 crimes were reported during January and February of 2007, compared to 95 during the same period of 2006.

Helder Soto, Chief of the Tourism and Ecology Unit from the Peruvian National Police, stated that the areas of downtown Lima, Barranco, Miraflores, and San Isidro were the most criminally active areas due to the large amounts of tourists that regularly visit these districts.

Soto commented that the reduction in crime is attributed to increased vehicle and foot patrols in key areas as well as stepped up intelligence efforts.

Peru is in the process of trying to attract more international tourists by stepping up efforts to make visitors to the Andean nation feel safe and secure.

Just last week, the Peruvian Congress signed a new law which mandates stiffer penalties, including life in prison, to those who commit robbery, assault, or murder on tourists, both Peruvian and foreign.

Tourists who are victims of a robbery are urged to call the Tourism Police Unit (Police de Turismo) at 466-1060.
