Top 10 stories of 2010: Arc worker robbed at gunpoint

The calm of a July morning in Palatka was shattered when a man barged into a residential facility for the mentally disabled and robbed a woman at gunpoint.

A short time later, local and state police were sweeping across the city for suspects.

Four months later, arrests locally and in South Florida targeted the 23rd Street Gang, whose members were linked by police to a variety of crimes, including drug dealing. One of those arrested was a suspect in the ARC robbery.

The robbery and its aftermath were voted the No. 9 news story of 2010 by the Palatka Daily News.

On July 28, police pursued a car carrying Alton Clark, suspect in the ARC robbery. The vehicle wrecked on Oak Hill Drive and the man got away.

Authorities stopped a white Oldsmobile believed to be carrying a Clark on 19th Street near the corner of Eagle Street at mid-morning.

"He had gotten in another car and they spotted him over on 19th Street," Assistant Police Chief James Griffith said.

Palatka police, Putnam County sheriff's deputies and Florida Highway Patrol officers surrounded the car and blocked traffic on 19th Street.

Neighbors crowded the sidewalks as the car's passengers, three black men, were handcuffed and the vehicle was searched. After being questioned by officers, two of the men were released and drove away in the Oldsmobile. The third was taken to the police station for questioning.

Later that day, heavily armed Palatka police surrounded an apartment on Oleander Drive after receiving reports that Clark might be inside.

Right before noon, officers in plain clothing, wearing bulletproof vests and carrying rifles, knocked on the front door while other officers circled behind the duplex. Police waited outside for about an hour before leaving the area.

The day's events began when a black man, wearing a black and red ski mask, red T-shirt, oversized black jeans, white tennis shoes and black cloth gloves, entered the ARC facility. The gunman pushed one of the ARC workers to the ground and demanded money, Griffith said.

The robbery took place at a 12-bedroom apartment complex the ARC operates on Husson Avenue.

The victim was in the common area of the apartment building, which contains an office, recreation room and kitchen, when the man entered through a door that was unlocked, said Jim Whittaker, executive director of the ARC of Putnam County.

"The door was open and when she turned he was there," he said.

No one else was in the building, Whittaker said.

"All the individuals were actually in training programs during the day elsewhere," he said. "There wasn't anyone home, as far as the people we serve."

According to Whittaker, this is the first any employee has been robbed during the 35 years the ARC has been in operation in Putnam County.

"We put a lot of emphasis on safety and we've gone to extraordinary measures trying to make all of our homes safe," he said. "This is one of those situations where it could happen to anyone."

Clark, 22, Devon Edwards 24, and Saquan Moore, 28, were arrested on charges of criminal racketeering and numerous counts of felony drug trafficking, Police Chief Gary Getchell said.

The arrests came after a two-year investigation that involved officers from the High Intensity Drug Trafficking Area Tri-County Task Force that consists of members from the Florida Department of Law Enforcement (FDLE), the Putnam County Sheriff's Office, Palatka Police Department, St. Johns County Sheriff's Office, Flagler County Sheriff's Office, St. Augustine Beach Police Department, the Bureau of Alcohol Tobacco Firearms and Explosives and the Immigration Customs Enforcement.

Getchell said removing the gang's leadership would help reduce other crimes, especially those associated with drug trafficking.

"By interrupting this operation, we could see a decrease in thefts and property crimes and less violence," he said.

BUNNELL -- Local, state and federal law enforcement agencies -- desperate to get a handle on the illicit prescription drug trade -- arrested 135 people in a 10-county area and seized 17,000 pills and more than $3.6 million, authorities announced Tuesday.

While only a handful of those arrested are from Flagler County, Flagler Sheriff Don Fleming called the operation a "success." He was quick to add, though, that the announced arrests barely make a dent when considering the overall problem of prescription drug abuse.

Thirty-three people were arrested throughout Flagler, St. Johns and Putnam counties and 1,361 pills with a street value of $26,895 were seized, according to information released during a news conference Tuesday afternoon.

While the 14-week initiative, dubbed "Operation Growing Pains," primarily targeted pain clinics known as "pill mills," only street-level dealers were arrested in Flagler County, Fleming said. He said his son was not among those arrested or charged in connection with the operation announced Tuesday.

William Fleming, 34, accused of possessing five Xanax pills, widely used to treat anxiety, was charged Dec. 8 in Flagler County with possessing a controlled substance without a prescription.

Flagler County's top cop isn't the only local, high-ranking police officer with a family member who has been accused of prescription drug abuse, which Fleming called a "deadly virus." Putnam County Sheriff Jeff Hardy's 26-year-old son, Joshua Troy Imm, was arrested in May on charges he sold drugs to an undercover officer.

Hardy said he watched his son's life "spiral out of control" and told narcotics units to "arrest him and take him out."

"This drug knows no boundaries," Hardy said Tuesday, talking about oxycodone. "If you haven't been impacted by this drug, you will be."

Delores Esposito and her husband still own a house in Palm Coast but moved back to Pennsylvania after their 25-year-old daughter died of a prescription drug overdose nearly a year ago. She called The News-Journal shortly after William Fleming was arrested because, she said, prescription drug abuse affects good families and that part of the story needs to be told.

"It was too painful to stay here," she said. "Dana had MS (multiple sclerosis), and we thought she'd feel better down there because of the warmth. She wasn't a prescription drug abuser, but she got associated with someone who is."

Dana Esposito was one of 1,268 people who died statewide during the first six months of this year, according to an interim report from the Florida Medical Examiners. She was one of 65 reported deaths related to prescription pills by Florida's District 23 Medical Examiners Office, which covers the tri-county area of Flagler, St. Johns and Putnam counties.

Esposito's daughter told her mother that a friend would drive to Broward County to buy pills and bring them back to Palm Coast.

"Where do we go? What do we do?" the grieving mother asked. "Our kids are dying and our lives are shattered."

Fleming and Hardy share her pain.

"It's an epidemic," Fleming said at Tuesday's news conference. "It's in every household. Anyone who has children will have to watch them."

Esposito described her daughter as naive and doesn't know when she might have started taking drugs, other than those prescribed to help control her MS. She sobbed and said her daughter -- "a girl with a $1 million smile" -- paid the price for trying to see the good in a drug-addicted man.

"For every pain clinic that closes, 10 more open," Esposito said. "These doctors get a slap on the wrist and open somewhere else."

Esposito said she kept her daughter's story "secret" to "preserve her memory," but ultimately decided she needed to "do something."

"These kids are either walking dead or buried," she said. "(Dana) overdosed on oxy (oxycodone) and Xanax. I have to live with what it says on her death certificate. She's just another statistic for 2010."

The North Florida High Intensity Drug Trafficking Area includes city, county, state and federal law enforcement agencies from 10 counties: Alachua, Baker, Clay, Columbia, Duval, Flagler, Marion, Nassau, Putnam and St. Johns. Authorities said abuse of prescription drugs escalated to become the region's top drug threat in 2010.

The first phase of the operation announced Tuesday focused on identifying, disrupting and dismantling prescription drug trafficking organizations and criminal enterprises responsible for the diversion and the illegal procurement and dispensing of pharmaceutical drugs.

A second phase of the operation is being developed to continue to attack this growing problem, authorities said.

Top 10 stories of 2010: Haleigh mystery continued

The disappearance of Haleigh Cummings in 2009, which drew the national spotlight to Putnam County, continued to create shockwaves in 2010.

Jeff Hardy, Putnam County's sheriff, in April labeled the case a homicide after investigators concluded the 5-year-old girl was likely dead.

"We are going to follow it until the end," Hardy said.

The case of Haleigh Cummings was selected as the No. 2 news story of 2010 by the staff of the Daily News.

There were several notable developments.

Several local people with ties to the case, including Haleigh's father Ronald Cummings, faced lengthy prison terms for trafficking in prescription drugs after an undercover investigation resulted in their arrests in January.

Videos of the drug deals were shown on television newscasts and Internet sites.

As the drug cases worked their way through the court system, defense attorneys caused a stir when they implicated a Tennessee man in Haleigh's death questioned three times by authorities but not charged in connection.

In April, local and state investigators conducted a three-day search around a boat ramp between Satsuma and Welaka. A bone was recovered by divers and reviewed by forensic specialists at the University of Florida, who later said it was too old and was from an adult.

Vigils marking the first anniversary of Haleigh's disappearance as well as her birthday were held, attracting relatives, supporters and television cameras.

Meanwhile, family members expressed hope that the little girl who vanished some 22 months ago was still alive.

Haleigh's great-grandmother, Annette Sykes, summed it up.
"They can say that it's a homicide all they want to, but they're going to have to prove it to us," Sykes said. "They've got to show me a body or something that definitely proves she is dead or otherwise she'll be alive."

Hardy had been in office about one month when the little girl was reported missing Feb. 10, 2009, and the case had stayed a priority for the agency. He stressed the homicide designation would not weaken the resolve of investigators to solve it.

Holding a photo of Haleigh, Hardy said, "We are trying to bring someone to justice for this little girl right here."

Key figures in the case captured the attention of law enforcement in a new way during 2010 thanks to a narcotics investigation. An undercover officer purchased prescription pain pills from Ronald Cummings and Misty Croslin, a teenager who was babysitting Haleigh the night she vanished then was married to Ronald for seven months.

Three others also were charged in the investigation, which took place in Putnam and St. Johns counties.

Croslin will be the last to be sentenced. Already facing a 25-year-term in St. Johns County, she is scheduled to be sentenced on the Putnam charges on Jan. 10 in Palatka.

Croslin was originally scheduled to be sentenced in Putnam County on Oct. 19.

Misty's brother, Hank Croslin Jr. and Haleigh Cummings' father, Ronald Cummings, were among those arrested. All four co-defendants in the trafficking case received 15-year prison terms.

Others charged and sentenced were Hope Sykes, a cousin of Ronald Cummings, and Donna Brock, a volunteer helping search for Haleigh who became a friend of Misty Croslin.

In August, authorities said Hank Croslin Jr. remained a suspect in the Haleigh case.
Defense attorneys recently said he and his cousin, Joe Overstreet of Tennessee, went to the Cummings home in Satsuma looking for a gun. Not finding it, Overstreet abducted Haleigh and dumped her body in the St. Johns River, the attorneys said.

Overstreet has not been named as a suspect in the case and has not been charged. He was jailed this year on drug charges in Tennessee.

Jack White is hereby directed to show cause on or before December 28, 2010, why the petition for writ of habeas corpus should not be dismissed as unauthorized. See Logan v. State, 846 So. 2d 472, 479 (Fla. 2003) (announcing that "we will not entertain pro se extraordinary writ petitions from criminal defendants seeking affirmative relief in the context of pending trial court criminal cases, where it is clear from the face of the petitions that the petitioners are represented by counsel in the pending criminal proceedings and the petitioners do not clearly indicate that they are seeking to discharge counsel in those proceedings"); Johnson v. State, 974 So. 2d 363, 363-64 (Fla. 2008) (clarifying that "the rule we announced in Logan . . . applies to pro se filings in this Court by litigants represented by counsel in criminal proceedings pending in a district court of appeal"). Respondent may serve a reply on or before January 7, 2011. No pro se motions or other requests for relief will be ruled upon pending resolution of this show cause order.

I found a blog that's very interesting reading, IMO.  The author of this blog is Shari, a forensic astrologer (I think), and has been commenting on the Horman case.  But sometimes she makes comments about other cases, in particular HaLeigh's, and that's what I've included below.  It's another theory that actually, some of us have often wondered about and discussed in these threads.  I'm glad to know someone else is thinking along the same lines.  (I've included the links at the end, in case someone wants to read more of what she's written on other things).

And sure, while we might find some comfort in blaming immigrant gangs and or minorities for every perversion and ill in our society the truth is, drug gangs and prostitution rings exists, thrive and operate in plain sight of a higher authority, everyday.

So let us not be so naive!

No doubt a very naive 17-year old Misty Croslin got herself in deep that weekend before the disappearance and found herself in way over her head. She made a BIG mistake doing all them free designer drugs ... cutting out on her "groomers" ... returning home to Ronald Cummings.

Ronald Cummings being far more street smart understood the implications immediately which explains the 90-something phone calls he made to the house while at work and his sending Tommy Croslin to the house. It also explains the language in his 911-call to police ... "How you get my daughter stolen, bitch!" ... "If I find these people before ya'll do, I'm gonna kill 'em."

I'm sure BIG daddy pimp wasn't too happy, isn't that right, Nay Nay? The part time bio-mom Crystal Sheffield although she is fast to accept any and every theory including that cousin Joe Overstreet killed her baby she also knows the people her cousin Amber Brooks and her friend, Kristine "Nay Nay" Prevatt are connected with. She knows the details of that weekend before her daughter disappeared. She knows about the ongoing bitch fight.

Me, I know or feel strongly that what happened in Satsuma (to Haleigh) had something to do with a pimp daddy against a pimp daddy thing, surely. "You got "my girl" now I got yours" This for that. Things quickly got out of hand. Worse - things quickly went national.

Young girls naively mistrusting an attractive hot-guy with free drugs and /or a wide rubberband bankroll who then quickly turns out to be her future pimp...

My friends, it happens everyday and more than you think. So let us stop pretending to be naive.

You're welcome, NCSunny!  I agree, it's nice to see that kind of thinking.  As for theories, gosh, I'm the same way.  Had one, then another, and another.  Now it just feels all jumbled up and confusing.  Sitting back, waiting.... But it's sad to think this case may never ever be solved.  Poor HaLeigh, she deserves so much more.
