Anyone ever spend almost a $100 and get one of those annual parks pass?  Each time you use it, you must pull out an ID and your card.  Your name and ID must match, and you must be in the vehicle before they let you in.

To gain entry to a national park, you need money and an ID.  There is no speed pass, or just giving your name.  Apparently, folks try to ripoff the government.

Ever vote?  In some places, all one needs to do is give a name, any name, and as long as the name is on the list, you can vote.  No need to show an ID.  Apparently, no one tries to manipulate the votes.

It seems like it's harder to buy and use a park pass than it is to vote in many places.

Want to register to vote?  In some places you don't need a government ID.  All you need provide is a utility bill, lease or piece of mail (easily photoshopped) and a friend to verbally vouch for your identity.

How is it possible that it's harder to enter a national park than to vote?
