PARRISH, Fla. —  An Amber Alert has been issued for a boy who was abducted Friday morning from a school bus stop.

Manatee County Sheriffs Office spokesman Dave Bristow said the boy was taken just before 9 a.m. from the Parrish area.

According to the Florida Department of Law Enforcement, which issued the Amber Alert, the victim is 13-year-old Clay Moore.

Bristow calls it a "horrific incident" because other children were witnesses, and added that it appears to have been a random kidnapping.

Moore is described as 5 feet tall, 100 pounds, with long light brown or blonde hair.

The suspect is described as a 5' 6"-tall Hispanic man. He was driving a maroon truck.

Kidnapping victim helps investigators search for his abductor

By:
Valerie Boey

Manatee County, Florida-It's been a day of following good leads, thanks to new information from kidnapping victim Clay Moore. Manatee County Sheriff's spokesperson Dave Bristow says investigators purposely jogged Moore's memory, “We went back and retraced what happened from the point of the abduction, to the point where Clay was bound to the tree, to the point where the farm worker saw Clay.”

The 13-year-old middle school student was found on a 2,000 acre ranch in Eastern Manatee County, about 20 miles away from his bus stop and about six hours after his abduction. He told deputies his kidnapper is a Hispanic man who is between 20 and 30 years old.

Moore was in the kidnapper's pickup truck for a half hour to 45 minutes and he told deputies it seemed the man was familiar with the wooded area around the ranch. Moore also said there was limited conversation during their encounter. Bristow says Moore was not harmed, “His physical condition is good. He's got some scratches on him, right now. Bless the Lord, he's in good shape.”

Investigators now describe the vehicle as an older model, metallic red, extended cab pickup. It has a blue cloth interior and a light pinstripe on the side of the vehicle. Bristow says, “FHP's out there stopping any vehicle that matches this description up and down the interstate and we don't know if he's still here.”

Extra patrols are also out looking for the kidnapper who committed this crime in front of other students at the bus stop. Bristow says, “It's as brazen as you can get and that's whey we need to get him off the streets.”

Deputies want to make sure this doesn't happen again. Bristow says, “We're going to be out in full force Monday morning just to make sure nothing happens. People can rest assure that we're gonna make sure the children in this county are safe on Monday morning."

Deputies say they've investigated 300 sex predators and offenders in Manatee County, but have not come up with a connection. They say it's possible the suspect may be a farm worker, but they're not sure.

They hope someone from the public comes forward with more information. Right now there's a $1,000 reward leading to the arrest of the kidnapper. Call the Manatee County Sheriff's Office with information at 941-747-3011.

Arrest warrant issued for the kidnapper of 13-year-old Clay Moore

Manatee County, Florida -  All weekend long investigators had been following leads to find Clay Moore's kidnapper. At 5:15 this morning a search warrant was executed at the address of 3719 17th Street Court East in Bradenton. There was no one at the home when investigators arrived. A red pickup, matching the description  of the abductor's vehicle, was parked outside of the residence. After searching the home investigators found what appeared to be a ransom note.

An arrest warrant is now issued for Vicente Ignacio Beltran Moreno in the kidnapping of 13-year-old Clay Moore. Moreno is said to have multiple aliases. FBI, local law enforement and fire are assisting in this case. This investigation is on going.

We'll have more on this developing story on Tampabays10.com and 10 News at 6:30pm.

Fla. Kidnap Suspect Sought on Warrant
PARRISH, Fla. (AP) - A warrant was issued Sunday for a man suspected of kidnapping a 13-year-old boy at gunpoint from a school bus stop in a foiled ransom scheme, authorities said.

Detectives searched a house early Sunday and found enough evidence to seek an arrest warrant for Vicente Ignacio Beltran Marina, Manatee County Sheriff Charlie Wells said in a press conference Sunday.

Police have been searching for a suspect since Clay Moore was abducted Friday morning, taken to the woods about 20 miles away and bound to a tree. Clay escaped hours later and walked until he found a farm worker with a cell phone.

Investigators believe Marina has left Florida, Wells said. A ransom note and a red pickup truck believed to have been used in the kidnapping was found in the search, he said.

Wells said investigators believed Marina intended to hold Clay in the woods until he had received his money. But the boy used a safety pin, his teeth and hands to untie himself and escape, investigators said.

"This man kidnapped the wrong kid," Wells said. "This is an observant kid. He's courageous."

Police put the house under surveillance Saturday afternoon, then executed a search warrant early Sunday.

Parrish is about 30 miles southeast of St. Petersburg. The bus stop where the abduction occurred was at the entrance to a subdivision off a rural road in eastern Manatee County.
