Canadian gets cooking in Aruba

ORANJESTAD, ARUBA — Douglass Markus has done what many of us who live in a cold climate dream about: Move to the Caribbean and live the life of an expat away from snow and shovels.

Markus, who is from Montreal, is the owner of Cuba’s Cookin’, a tiny restaurant in a circa 1877 building on a side street of Aruba’s capital. It’s away from the lights and the flashy restaurants, many of which are franchises of U.S.-based behemoths. The food, inspired by Markus’s love of Cubans, has a blend of spices and flavours that make for tasty dishes, including Ropa Vieja, a stringy serving of beef whose name means old clothes.

Cuba’s Cookin’, the only Aruba restaurant owned by a Canadian, is an intimate spot decorated with Cuban art from Markus’s personal collection. The chef is Cuban and so is the entertainer, a talented guitarist/singer named Ramon Riveron who plays Latin versions of classic rock songs like “Brown-Eyed Girl” and “Satisfaction”.

Markus’s primary business is as publisher of destination magazines that are available throughout the Caribbean. They’re the ones you’ll see in your hotel rooms with features on local life and listings for attractions, shopping and restaurants.

Despite the global recession and the sinking net revenues of many print publications, Markus says his stable of titles that include Aruba Nights has not fallen off over the past two years. “We have a good strategy,” he says. “We’ve been doing this for 27 years and know how to keep our costs in line.”

A lot of the editorial work for Markus’s publications is done in Montreal, but he needed to be in the Caribbean to convene with potential advertisers. Markus chose Aruba as his base 21 years ago because of its low crime rate and consistent weather.

He says there are 75 Canadians living in Aruba, the affluent Dutch island that has 103,000 residents and numerous vacation properties that cater primarily to Americans. Markus says he enjoys meeting Canadians who visit the island. He started Cuba’s Cookin’ as a place for him and his friends to gather.

“Things can get pretty lively in here sometimes,” he says.

What might surprise you is Markus is contemplating a return home. He usually visits Montreal four times a year and may go back full-time for the educational benefits of his 8-year-old son.

“I talk with one of the other Canadians who lives on the island here and we both say the same thing, Canada is the best country in the world,” Markus says. “You can see how other countries are and being in a place like this you get to learn about how other people who come here live and without a doubt Canada is the best place in the world to live.”

Four Italian-made frigates set out from the Venezuelan port city of Puerto Cabello in the middle of the night. They lead a fleet including amphibious landing craft and service ships, on their way to invade Aruba, Bonaire and Curaçao, three Caribbean islands forming part of the Kingdom of the Netherlands. A Dutch 'Falklands war' has begun.

This is a nightmare scenario that Dutch military planners must nonetheless take into account, given Venezuelan President Hugo Chávez's repeated threats over the last two years. Political leaders on the three islands downplay the threat, but Venezuela looms large, literally and figuratively, on the three islands. The closest, Aruba, lies just 27 kilometres off Venezuela's coast.

At the same time, the Dutch branch of a multinational company is equipping the Venezuelan navy with combat management systems and other guidance systems.

No violation

Lars Wormgoor, Dutch spokesman for Thales, which specialises in defence communication systems, says his company is equipping eight Spanish-made corvettes with sophisticated combat management systems. The ships will also be fitted with radio and electronic sensors for search and target tracking. The boats will become part of the Venezuelan navy, in a deal worth 250 million euro.

Mr Wormgoor says the contract with the Venezuelan navy is in line with Dutch government policy.

But researcher Frank Slijper from the Dutch organisation Campaign against the Weapons Trade (Campagne tegen Wapenhandel), says the Dutch government is violating its own guidelines:

"We've found that, in a lot of cases, the criteria under which the arms must be reviewed are not properly employed and that the regulations are sometimes used as a cover."

Empowering Chavez

Campaign against the Weapons Trade has released a report called 'Rhetoric or Restraint' detailing examples of countries throughout the European Union violating EU guidelines. The communal EU standpoint is that weapon deals should not threaten regional stability, nor should they come at the cost of social economic development.

In the case of Venezuela, Mr Slijper says, the contract awarded to Thales could threaten regional stability by elevating Venezuela's military capability above others in the region. But the sale also violates an even more fundamental principle: do not arm your potential enemies.

"It's a very strange situation because, in this case, the Netherlands is supplying weapons which could eventually be used against Dutch interests in the region."

Trusted partner

For its part, the Dutch Foreign Ministry is attempting to thread the needle. The Hague says it isn't allowing any new contracts with Venezuela, out of concern for the direction the country is taking. But it has allowed all existing contracts to proceed, in the interest of continuity. According to the ministry, "the government wants to be a trusted partner for the private sector."

This carefully-worded statement belies a reported difference of opinion over the approval of the Thales contract. Former Defense Minister Henk Kamp is reported to have advised against the sale, saying he feared Venezuela could pose a "Falkland conflict-type military threat to the security of the Netherlands Antilles and Aruba."

Mr Kamp lost that domestic battle only to witness, a few years later, escalating threats from Venezuela.

Thales has also supplied similar information systems to the South Korean navy.

My Dad flew out from Texas, my oldest daughter flew out from Minnesota with her boyfriend, my youngest daughter came home from college, my middle daughter also came home before she starts her junior year at college, and our niece came over with her Marine husband and their two wonderful children for Thanksgiving....it does not get any better than that..... an angelic monkey
And so, with such hope and guarded expectations.... I was sooo disappointed for Beth, Dave, Jug, and Matt...

Curacao\Aruba – U.S. FOL Plans to Stay on Successful Course

U.S. Forward Operating Location (USFOL) Commander LtCol Brian Bell said the USFOL will stay on its current course. He and U.S. Vice-Consul Winifred Hofstetter expect the U.S. government counter narcotics policy on Curacao and Aruba will not change in the coming years.

The USFOL has proven to be a success, but they said the U.S. State Department still has to officially confirm the 5-year USFOL agreement extension till 2016. The USFOL Commander applauded the excellent cooperation with Dutch Navy and local authorities. A combined counter narcotics approach is essential, because without the criminals get a “carte blanche” to operate.

The Joint Interagency Task Force South (JIATF-S) based in Key West, Florida, is a task force supported which coordinates the anti-drug monitoring and interdiction efforts in the region.

In the period October 2008 until September 2009, 700 flights were executed. 667 flights originated from Hato International Airport and 33 from Reina Beatrix Airport. The total active flight hours by the FOL (on station hours) were 3,583. The flights from the FOL contributed to the seizure of 234,000 kilos of cocaine, 7,000 kilos of marijuana and 36.5 kilos of heroine. (Antilliaans Dagblad)
