What documentation is required at the time of registration? The India Bureau of Immigration lists the following:

    * Such information in the individual’s possession for the purpose of satisfying the registration officer.
    * Four recent passport-size photographs.
    * A photocopy of the photo page and valid Indian visa page of the passport.
    * Proof of residential address in India.
    * Documents of identification.
    * For an employment visa, a request letter, the undertaking and the contract agreement from the employer.
    * For a business visa, business-related papers on the authenticity of the business, copy of permission from the Reserve Bank of India, and approval of the government of India in the case of a joint venture or collaboration.
    * For a journalist visa, an accreditation certificate from the Press Information Bureau and approval of the Ministry of External Affairs.
    * For a research visa, a bona fide certificate and letter from the agency or ministry sponsoring the research.

Guneet Kaur Juneja, an attorney with Trilegal in New Delhi, says a foreigner is not required to carry the registration at all times. However, a foreigner in India must produce the registration certificate and proof of identity within 24 hours if registration papers are sought by any registration officer, police officer or magistrate. Juneja says it therefore may be useful for a foreigner to carry photocopies of these documents when traveling outside the city of residence.

India has a much greater population than the US.  For some reason, foreigners are expected to have papers and produce them for authorities.

Why aren't foreigners in the US expected to produce papers?
