Until Jan. 3, a week after she disappeared on December 27, 13-year-old Colorado City, TX middle school cheerleader Hailey Dunn was classified as a runaway. Police Chief John Bevins declaration has been parroted by local media, most notably local radio station owner Jim Baum, who told the local NBC affiliate, "To tell you the truth, this is the first time, and I've been here 30 years, that we've had a runaway like this. It's so uncommon”. Calling a missing child a runaway has always been law enforcement’s fallback position. It allows them to defer responsibility and puts the onus of recovery on the shoulders of the family, because runaways are considered a family issue. This action also reflects an exaggerated and distorted sense of what is happening to America’s children.

A small Texas town is upset that the state is refusing to issue an Amber Alert for a 13-year-old cheerleader who has been missing for more than a week.


The Colorado City Police have requested the alert three times since Hailey Dunn, a middle school student, was reported missing Dec. 28 by her mother, Billie Dunn.

The girl was thought to be spending Monday night at a nearby friend's home, but did not return home the next morning, the police said. The friend later said she was not expecting a visit from Dunn.

The cheerleader headed out around 3:15 p.m. on Dec. 27, first going to her dad's house and then supposedly to the friend's house.

Billie Dunn's boyfriend, Shawn Adkins, was the last person to see the girl, the mother told police. It was Adkins who reportedly said the girl was spending the night at a friend's home. Adkins was scheduled to take a polygraph exam today.

"We can't say one way or another if she is abducted or is a runway," City Manager Peter Kampfer told ABC News. "One of the requirements that they have for an Amber Alert in the state is that there is a witness or we have some sort of evidence that she's been picked up or been threatened. That's one of the qualifiers."

Kampfer is frustrated by the state's guidelines for issuing alerts at a time when help is needed.

"I would like to see it a little bit broadened. I don't hear many Amber Alerts in this area of Texas. In fact, I can't remember the last one I've heard," he told ABC News. "You'd like to be able to think you could invoke a request and get some help."

Police Chief John Bivens said the minimum standard for creating an Amber Alert is "knowledge of a suspect, a description of a vehicle involved in an abduction and/or a route and direction of travel."

Right now, the town does not have such information.

"We're having an ongoing investigation. As of today we're just following up on the initial leads and of course we have leads that are coming in from the public," Kampfer said. "We have nothing substantive at this time."

This case is currently being investigated by the local police, county sheriff and the Texas Rangers.

On Friday, bloodhounds were taken to the six motels in Colorado City. At one of them, the Western Suites, which is adjacent to Interstate 20 and near the Dunn home, the dogs picked up on the girl's scent in the parking lot. It led to a ground-floor room, but no further. A search of all 24 rooms produced no other evidence.

Colorado City, a town of only 5,000 people between the Odessa/Midland area and Abilene, has raised a $10,000 reward for information leading to the whereabouts and safe return of Dunn.

Just speculating but my hubby used to work frequently in the Midland/Odessa area. There is allot of drilling activity in the area and hotels are needed for lodging for those who work in various capacities in the oilfield. So strangers to the community would not be abnormal with all of the oilfield activity.
The dogs tracking to the hotel is very disturbing to me. Someone could have been driving through town or met up with her and asked for directions and grabbed her, maybe stopped back at the hotel and grabbed their belongings and took off. It wouldn't make sense for SA to bring Hailey to a local hotel, surely he isn't that stupid. This is just so baffling and frustrating. How does a 13 year just drop off the face of the earth and no one saw anything.

Mark Klaas is a man on a mission.. He is not stopped or even slowed down by the "politics" of LE agencies across our country..Infact, if anything it seems to make him even more determined in his mission of protecting, aiding, recovering, AND giving a voice to those who otherwise would be left silent..all of this done for the future of this country...OUR CHILDREN..

I admire and am in awe of Mark Klaas and his dedication to children of all ages, races, socioeconomic classes, etc, etc.. Continuing to ensure that his own precious Polly's short life here on this earth and her tragic, horrific abduction and death were not in vain.. He has gone above and beyond over and over, time and time again making little Polly's tragedy indirectly save many, many, many other parents' children's lives.. No, it doesn't make for even one second her tragic death worth all of these other children that Polly's father has saved..Its not looked at in those terms..Its taking a horrific situation, that of which is every parent's absolute worst of nightmares, that which Mark had no control over, an evil entering their lives hidden under the dark of night and ripped Polly from Mark and many other family that love and adore Polly..forever..gone in the blink of an eye.. Mark Has made the absolute best of the most horrific situation that any human can comprehend..whereas many parents become consumed with the anger, the hurt, the vengeance{all of which I am quite certain that Mark has felt and gone through all of those exact feelings and emotions}, but where Mark differs is that he took all of that hurt, anger, vengeance, resentment and has used all of that for these many years to fuel his dedication to the many other children that may or may not have been in or even died at the hands of evil much like Polly.. He has used his any/all of what are normally negative feelings and emotions that many times ruin the remainder of a parents life as well as their surviving children's' lives..unable to ever get past those emotions..Mark has used and turned all of these potentially negative, destructive, and damning feelings, emotions, etc and done for children across of our country what the work of hundreds of people and manpower weren't able to do..

He continues to make a difference each and every day of his life here on this earth.. I don't know his mind, but I do know his heart, its an open book for all to see that Mark Klaas will do and has done for the children of our country.. pushing for tougher laws, demanding better and immediate attention and manpower on those crucial moments and early hours of a child's disappearance/abduction, and crisscrossing this country spreading the word of "protect your children from the evils of this world"..

Mark Klaas is a man in a complete "class" of his own.. A man who does all of these things selflessly and genuinely FOR OUR CHILDREN AND NOT FOR FAME, NOR RECOGNITION.. HE IS A MAN AS I SAID THAT I ADMIRE AND AM AWE OF.. HE IS A MAN I WOULD BE PROUD TO SAY THAT I KNEW...

Mark, continue the fight..you've made more strides in the past years than what has been made in many decades.. You are making a difference...one child at a time... and none of us will ever forget what set you on this path of life..your precious Polly that would've have been 30 years old this past week.. We will never forget, nor can we as parents of this country's children ever thank you enough for your selfless dedication and work for our children..

Well written Southerngrl an angelic monkey It's a shame that this was to be his destiny. John Walsh is another that comes to mind. I  highly respect the strength and passion they have put forth into other missing children cases. I think I would have just shriveled up in a little ball after all they have endured.

Mother’s Boyfriend Takes Polygraph; Home Reportedly Searched

The boyfriend of missing 13-year-old cheerleader Hailey Dunn’s mother was brought to the Colorado City law enforcement center this morning for a polygraph exam, according to CNN affiliate KTAB. Hailey’s mother Billie Dunn told Nancy Grace last night that her boyfriend Shane Adkins, the last person known to have seen Hailey, would be taking the exam today.


Authorities have also returned to Hailey’s home today to search for clues they may have missed earlier in the investigation, local station KTXS is reporting. According to their report, Texas Rangers searched the house and an outdoor storage shed. The Colorado City Record reported that searchers from the Texas Department of Criminal Justice were looking in a wooded area of town. A TDCJ warden confirmed that the agency participated in a search today, but he could not release any other details.

Hailey disappeared on December 27 after she reportedly told Adkins that she would be spending the night at a friend’s house. Dunn’s mother says the friend has told her she did not see Hailey that day. Dunn did say last night, however, that police have told her a witness reported seeing Hailey, the friend and a boy near a local store on Monday evening. She said police are checking surveillance video in an effort to confirm that sighting.

Also, Colorado City Police Chief John Bivens and City Manager Peter Kampfer are defending local authorities’ handling of the girl’s disappearance, saying that they have asked for a statewide Amber Alert to be issued three times since Hailey was reported missing. Bivens told the Abilene Reporter-News that their requests were denied by the state because the information they have does not meet the minimum standard required. He said they would continue trying to get an alert issued as they uncover new evidence.
According to the Texas Department of Public Safety, four criteria must be met to activate an Amber Alert for a child 13 years of age or younger:

• The child must be taken, willingly or unwillingly, without permission from the care and custody of a parent or guardian
• The child must be in immediate danger of sexual assault, death or bodily injury
• An abduction must be verified and alternative explanations eliminated
• Sufficient information must be available for the public to help locate the child, a suspect or a vehicle

A DPS spokeswoman confirmed that Colorado City officials have spoken with them several times about issuing an Amber Alert, but they have told them each time that the case does not meet the criteria at this point, mainly because there is not enough information to disseminate to the public to get people to help. She said that an Amber Alert is “a great tool but only one tool in a vast toolbox” of resources available in missing persons cases. In Hailey’s case, the Texas Rangers and crime analysts have been brought in to assist local investigators, and there are a number of steps they can take without issuing a statewide Amber Alert.

The DPS spokeswoman said the agency understands the family’s frustration but the Amber Alert criteria are necessary because they do not want to issue so many alerts that the public stops paying attention to them. Still, she emphasized that the lack of an alert does not mean that nothing is happening and that the Rangers are out there doing everything they can to find Hailey.

At least 20 law enforcement officers from jurisdictions outside Colorado City are investigating the disappearance of 13-year-old Hailey Dunn, including the FBI, Texas Rangers, the Texas Department of Public Safety and the 32nd District Attorney’s office, according to a Colorado City official.

Law enforcement officers were at the home of the missing teen this morning. Later in the day, the teen’s mother, Billie Dunn, was seen being escorted by Colorado City Police Department officers from the police station to the Mitchell County Courthouse.

Hailey reportedly told her mother’s live-in boyfriend, Shawn Adkins, that she was going to spend the night with a friend on Dec. 27. The next day, Billie Dunn contacted police when she realized Hailey was not at her friend’s house.

Earlier today, Billie Dunn and Pete Kampfer, city manager for Colorado City, said Adkins was taking a polygraph test with authorities.

Billie Dunn declined to comment while authorities were in her home and asked reporters to return in the afternoon. But later in the day, Dunn was no longer at home and was seen walking with officers between the Colorado City Police Department and the Mitchell County Courthouse.

The reason she was with law enforcement officers is not immediately clear.

Billie Dunn has said she doesn’t believe her daughter would run away.

“There’s just nothing to work with right now,” he said. “No witnesses saw her, there’s nothing right now to corroborate anything. We’re working all the different leads we have.”

Colorado City police put out a separate Nixle alert on a second child, also a possible runaway, who could not be located. Kampfer said the person was found within eight hours.

Kampfer described most of the police department’s calls as “very traditional” — dogs barking, neighbor complaints and occasionally domestic disturbances.

“We don’t get robberies and murders and that kind of stuff,” he said. “Something gets stolen once in a while ... you’ll get some graffiti or vandalism here, but it’s not daily.”

The Colorado City Police Department, which employs five full-time people, called in Department of Public Safety Texas Rangers, the Mitchell County Sheriff’s Office, the Snyder Police Department and the district attorney’s office.

COLORADO CITY, Texas -- Officials in Colorado City are continuing their efforts to discover evidence related to the disappearance of 13-year-old Colorado Middle School student Hailey Dunn.

Officials confirmed Wednesday that Shawn Adkins, the boyfriend of Hailey’s mother, has been administered a polygraph test. He was reportedly the last person who saw Hailey before she disappeared on Dec. 27.

Officials also confirmed that Hailey’s home was searched Wednesday for any clues that may have been missed earlier.

The search was conducted by the Texas Rangers, who looked through the home then spent 10 minutes in an outdoor storage shed.
Hailey was last seen on Dec. 27 when she reportedly told Adkins that she was spending the night with a friend.

However, she never made it to the friend’s house, and the friend has since told KTXS News that she didn’t know Hailey was coming – that they hadn’t made plans for her to spend the night.

Hailey’s mother, Billie Dunn, has said her daughter may have spoken to friends on Dec. 27 after her last reported sighting.
According to the “Nancy Grace” television show, aired Tuesday night, bloodhounds have been used and possibly tracked Hailey’s scent to a local motel – although a search of the motel and review of the motel security videotape apparently revealed no other evidence.

No statewide Amber Alert has been issued because the case has not met the criteria for issuing such an alert.

State officials have three times refused to issue the Amber Alert, Colorado City officials say, because there is no physical evidence to show that Hailey has been abducted or that she is facing physical harm.

A reward for Hailey’s return has now grown to $25,000.

Hello Monkeys, haven't been able to post on here much since I started back to work but I have a lot of questions already about this situation.....like  :

GRACE: Now when you say that they didn`t know, the friend didn`t know that she was coming for a sleepover, are you talking about Mary Beth and her mother, or just the mother?

B. DUNN: Just Mary Beth.

GRACE: OK.

B. DUNN: She`s the only one I`ve asked.

Why has the mom not spoken to Mary Beths parents? Only Mary Beth?
The parents really need to get together on this because so many times one child will say they are spending the night with the other and visa versa when really they are both going to be somewhere else.


Also what time would the boyfriend have normally came home if he had of worked his normal shift? would he have came home at 3 o'clock or was this a surpride to Hailey?


Why did the boyfriend SA go to his moms and stay all day and then come home ? Was he even going to tell Hailey's mom that he no longer had a job?

The brother was at a friends house .....did the brothers friends often come over and did Hailey and Mary Beth ever hang out or ride around with these friends?


Was Hailey wearing the same clothes when the person from town saw them as she was reported leaving in ? Did she have on a jacket? And can Mary Beths parents account for Mary Beth during that time?


Sooo many questions....has anyone heard the results from the lie detector test on the boyfriend SA?

oops! did not see that last snippet above where mom said that Hailey did have  boyfriend that mom did not know about...first I heard that one...Now I am wondering if Hailey's boyfriend has been questioned and if he knows anything...
we should be getting the phone records info soon too I would think...

another thing that I found odd...Nancy said that she did not think that it was odd that Hailey did not pack a bag to go stay with a girlfriend who lived a few blocks away..my grand daughter who is only 7 packs a bag when she has a sleepover..tooth brush, hair brush, jammies, her little toy things that she and friends play with...I can't believe that a 13 yr old girl would sleep over night in the clothes that she had on all day and then walk back home with the same clothes on, no teeth brushed or her hair not done...no makeup either? these girls nowadays don't go anywhere unless they are all "together"...jmo. but mom agreed that Hailey would just go stay the night without packing a bag...

All this gnashing of teeth over an Amber Alert by the LE. Is it against the law to go to the media yourself and appeal for them to put out a missing child or teenager? And especially not wait a couple of days before you do.

Janet....no mention that Hailey had a boyfriend..perhaps she did, but I don't recall that being mentioned..I think when boyfriend is being mentioned, it is about Mom's boyfriend..
as far as I know, bio dad has not taken lie detector test..boyfriend of mom supposedly took one today..would love to know the results of that one!

oops! did not see that last snippet above where mom said that Hailey did have  boyfriend that mom did not know about...first I heard that one...Now I am wondering if Hailey's boyfriend has been questioned and if he knows anything...
we should be getting the phone records info soon too I would think...

I guess that's why I got the mom's boyfriend mixed up with Hailey's boyfriend. Mom's boyfriend looks like a young punk.

Officials confirmed Wednesday that Shawn Adkins, the boyfriend of Hailey’s mother, has been administered a polygraph test. He was reportedly the last person who saw Hailey before she disappeared on Dec. 27.

Officials also confirmed that Hailey’s home was searched Wednesday for any clues that may have been missed earlier.

I wonder if the search of the home with 10 minutes spent on the shed was AFTER the polygraph test was given to BF?
if possibly he did not pass and thus led them to do this search?

I would like to know also if the search resulted after the poly.  Wish we had the time search began.  This does not smell well.  What 13 yr. old girl does not pack a bag of some kind to go for an overnight?  I just can't see it.

COLORADO CITY, TX (KCBD) - The search continues for a missing Colorado City girl. Texas Rangers and the FBI are now involved in the hunt for 13-year-old Hailey Dunn. She has been missing for more than a week.

Wednesday, Texas Rangers were searching the Dunn home as well as the backyard. Collecting items, wearing gloves, carrying boxes and duffle bags off of the property. The Rangers carried flashlights and gloves into a shed in the back that had signs on it. Those signs read, "Danger," and "No Unauthorized Personnel." No word yet on what they were looking for, but detectives have been meeting with the family today. Bille Jean, Hailey's mother, left the home with The Rangers at about 1:30PM and family members say that her boyfriend was interviewed by the FBI today.

City Manager, Pete Kampfer, says authorities are investigating specific individuals but he would not disclose any more information. "I know they are working on different leads and some of them could be referred to as suspects or subjects. Authorities are being very aggressive on that of course that's part of the investigation and I do not have those names, but I know they are working on those particular individuals," Kampfer said.
