Crime down? Just ignored?

Is crime really down?  Prosecutions down?  No more room at the jail?

Quality of life issues ignored?  Open season on good people?

Tracy police have responded to a recent uptick in gang-on-gang violence by refocusing on gang suppression, according to a department spokesman. But local officers also say arresting people on the street sometimes isn’t enough to keep the peace.

Cops can make an arrest, Sgt. Tony Sheneman said, but unless county jail or juvenile hall has room for suspects, and unless the crime is deemed serious enough for prosecution by the financially strapped district attorney’s office, suspected criminals can soon find their way back onto the streets.

How do these gangs support themselves?  Why isn't Washington figuring a way to tax their profits and pay off the deficit? Stop the violence?
