Finding New Taxpayers

Why isn't there some effort to increase the number of people who actually pay Federal Taxes?

If almost 50% of the population doesn't pay taxes, why not ask them to chip in?

End the earned income tax credit?

Ask everyone to pay a minimal tax, regardless of income?

Give everyone some skin in the game?  Give everyone some incentive to cut spending in Washington?
