Why hasn't the Real ID Act of 2006 been implicated all over the U.S.?

Quote
The federal law, known as the Real ID Act, was passed by Congress in 2005 after a recommendation by the 9-11 Commission. It required states to verify personal identity through birth certificates, Social Security numbers and immigration documents before issuing drivers' licenses that are used as identification to board commercial aircraft and enter federal buildings.

Why would anyone issue a drivers license to someone without 'real' ID?

Why would anyone register a voter without some kind of government issued ID?  Why use a rental agreements or friend to verify identity?

There has been much discussion about the Saudi terrorist from Texas that planned to exploit states that were easy roads to getting a drivers license.  With multiple drivers licenses, it would be easy to commit many acts of terror and lead law enforcement astray.

Why would anyone give welfare benefits to illegal aliens?  Anyone claiming they're not legal residents?  Recently, there was an expose that showed welfare recipients cashing in their benefits (via ATM card I would imagine) on cruise ships, casinos, vacation destinations, and thousand of miles from 'home'.

How many used bogus identities to sign up?  Collect in multiple states?  How long does it take to turn off someone's benefits?

They want to make background checks on folks who buy guns mandatory.  How many gun owners/buyers historically have committed crimes?  It seems to me there are folks from families that have never committed crimes, and then there are all those others.  How many criminals using guns actually went through a background check?  Use multiple identities?  Have multiple drivers licenses?  Bought their gun legally?

Why should anyone have to support a welfare system that gives out money without verifying the identity and eligibility of the recipient?

Why doesn't the government do anything to stop the abuse of Social Security numbers?  How many numbers have more than one name associated with them?  Isn't that a big red flag?

How many collect welfare from multiple states, and never had to show a picture ID to sign up?

How many drivers licenses are issued to terrorists?

Chairman Lamar Smith (R-Texas): “A state-issued driver’s license or identification card is a path to our roads, federal buildings and airplanes. The 9/11 terrorists acquired over 30 driver’s licenses. The terrorists then used these identification documents to blend into American society and board commercial flights on that September morning, killing over 3,000 innocent Americans.

“The timing for such a delay is worse than ever. Just last week, authorities disrupted a terrorist plot in Texas. According to the affidavit, the terror suspect wrote in his journal that to avoid detection, he would need multiple drivers’ licenses and a forged U.S. birth certificate. The Administration should not prolong REAL ID implementation. By doing so, they disregard the law of the land. Delaying REAL ID unnecessarily places Americans’ lives at risk and threatens national security.”

Chairman Darrell Issa (R-Calif.): “In July of 2004, the bipartisan and independent 9/11 Commission issued a report warning that ‘for terrorists, travel documents are as important as weapons.’ That’s why Congress, with the support of then-Senator Barack Obama, acted quickly to pass REAL ID, recognizing the legitimate risk to national security created by allowing terrorists to use fake information to obtain driver’s licenses and state-issued identification cards. Almost six years later, recent events have reminded us that America is still vulnerable to that risk. In light of the Texas terror plot, it’s inconceivable that the Obama Administration would further delay the implementation of REAL ID and not address this glaring vulnerability for another 21 months. We have a situation where we know we can take meaningful action to make the American people safer, yet for some reason, the President wants to delay that action. I can’t for the life of me understand why.”

Why?  Illegal aliens?

How easy is it for an illegal alien or terrorist to walk away from a phony identity?  Leave massive credit card debts and foreclosures behind them?  Who ends up paying these bills?

With a real ID, how easy is it to register multiple times in states like Wisconsin?  Just give a name and address and vote?  No ID required?  How many could vote for neighbors?  Strangers?
