Florida Authorities Search for Missing Police Recruit

Authorities are asking the public for help in finding a St. Petersburg area police recruit who has been missing since last week.

Kelly L. Rothwell, 35, of Indian Rocks Beach, Fla., was last seen at about 3:30 p.m. Saturday as she had lunch with a friend at a restaurant in Pinellas County.  An investigation began on Sunday when another friend asked deputies to check on Rothwell at her home where she lives with her boyfriend, 46-year-old David Perry. The friend was concerned for Rothwell's safety due to "domestic issues" the couple had been experiencing, according to the Pinellas County Sheriff's Office.

Rothwell, who has not returned repeated calls to her cell phone from friends and relatives, did not show up for class Monday at the Pinellas Police Academy in St. Petersburg. Since starting the program in November, she has not missed a day, authorities said.

Pinellas detectives search for missing police cadet

INDIAN ROCKS BEACH - Kelly Rothwell made a career change when she enrolled in the police academy last year. The 34-year-old was an enthusiastic recruit, excited about her new calling.

She hadn't missed a day at the academy - until Monday. Now authorities are worried she may be in danger.

Rothwell hasn't been seen since Saturday, and hasn't returned dozens of calls from family, friends and detectives, according to the Pinellas County Sheriff's Office. When a friend asked deputies to check on her Sunday, they found her beach condo empty and her vehicle parked 2 miles away.

Detectives say they need the public's help to find her. They especially need the help of her live-in boyfriend: David R. Perry.

Klaas, do we know by what they mean by the condo was 'empty'?  If she lived w/bf, are they not able to locate him or is he just not cooperating?  Guess we know what happened and it's sad that nice young woman who only wanted to protect and serve couldn't protect herself in her own home!  Very sad.  If found deceased I do hope they give her a funeral w/full honors!  Sorry to be so grim.

One important source of information, however, remains closed to them: boyfriend David R. Perry. The 46-year-old retired New York corrections officer recently returned to that state, and detectives say he has refused to speak to them at all.

As far as detectives know, Scharrett, 46, is the last person to see Rothwell. They parted ways at the Chili's at 25987 U.S. 19 N in Clearwater about 3:30 p.m. Saturday. Then Rothwell missed an outing with friends Saturday evening.

Deputies went to check on Rothwell on Sunday. There was no one home at the couple's Indian Rocks Beach rental. They found her green 2007 Subaru Outback at a nearby Holiday Inn.

When deputies called Perry on Sunday, he refused to speak to them. They found him in New York state on Monday, but when local detectives there visited him he continued his silence.

Mary Williamson, who lives belowRothwell's condominium, said she heard the loud noises some time between 3:30 and 5 p.m. on Saturday, March 12.

Pinellas County Sheriff's Investigators say David Perry gave a verbal statement to his Elmira attorney, Tom Riley.

Rriley tells us the statement contains a three hour timeline of Perry's whereabouts on the day Kelly Rothwell went missing.

She was last seen March 12th.

The two lived together.

Authorities say they had been having domestic issues.

Florida investigators say Perry has also voluntarily handed over his car to New York State Police to be searched.

Perry's attorney says Perry is currently in Elmira.

ST. PETERSBURG - Pinellas Sheriff's detectives Friday released grocery store surveillance video of a woman missing since March 12th.

"Maybe somebody saw her that night, maybe somebody saw her the next day," explained Detective Amy Plourde. "We're hoping that people will come forward, being familiar with her, with any piece of information, no matter how insignificant they might think it is."

In the video, 35-year old Kelly Rothwell of Indian Rocks Beach is shopping with a friend the night of March 11th. The next day, the same pair had lunch at a Clearwater restaurant, and Rothwell "...said she was going to go back to her residence that she shared with David Perry, and she was going to break up with him and she was going to live elsewhere," said Detective Michael Bailey.

About the time Rothwell would have returned to her home, a downstairs neighbor heard noises.

Neighbor Ken Williamson described the man who lived upstairs as having a violent temper and a passion for cleaning.

"In fact, after we heard all of the thrashing and banging up there, right after that, he was vacuuming like crazy," Williamson recalled, "And then Sunday morning, he's gone."

Kelly Rothwell's boyfriend left for New York just about the time she disappeared on March 12. Detectives learned Sunday he was back in the area, at a local storage facility.

Detectives from the Pinellas County Sheriffs Office spoke Sunday for the first time with David Perry, 46,  since Rothwell was reported missing.

Detectives said they tried to interview Perry, as he was removing contents from a local storage facility Sunday morning.

Perry has been in New York State since the time Rothwell, 35, was reported missing from their Indian Rocks Beach couple shared.

Detectives say they became aware Perry was at a local storage facility removing items at 10:30 a.m. Sunday (March 27).  They went to the facility and attempted to talk to Perry.

"Even being face to face with detectives, who are trying to find his girlfriend, he still refused to cooperate," according to a statement released by the sheriff's. 

Perry told detectives he would not speak with them without his attorney present.

Detectives are hoping to speak with Perry to help them piece to together a time line for Rothwell, as well as gather more background information about her.

Pinellas Sheriff's detectives are still hoping to obtain his cooperation in the investigation. Detectives say Perry has since returned to New York State, and the investigation continues.

Rothwell is also a police recruit attending the Pinellas Police Academy at the
Allstate Center in St. Petersburg.

St. Petersburg, Florida - He hasn't answered any questions. He won't give a DNA sample. And, he was the last person to see missing police cadet Kelly Rothwell alive.

David Perry was Kelly's boyfriend, but fled to New York shortly after her disappearance.  The question is why.

He was 11 years older than her and very controlling in their relationship.  Kelly was a former human resources administrator who then switched careers and entered the police academy in November 2010.

She felt empowered, so empowered that she was on her way to break up with him nearly two weeks ago.  She hasn't been seen since.

Did Perry have something to do with it?  Why won't he talk?  If he isn't guilty, why won't he commit to a DNA sample?

Detectives tell us that Perry came back to Florida on Sunday and was cleaning out a storage unit.

But, they would not confirm what was he was removing from the unit.  10 News asked to look at the surveillance footage, they would not reveal it.

"He looked like he hadn't slept or eaten in several days, frazzled looking. He was nervous, absolutely he was nervous, but I don't know if he was scared or not," said Detective Mike Bailey.

Detectives are playing this case very carefully when releasing information.  For example, when we asked if they were trailing Perry, and watching his every move, they simply smiled and said we can't answer that question.

Detective Plourde added, "I think it's been in his brain that he's been watched for some time now... He's a smart guy. It wouldn't surprise me that he would say that people have had eyes on him for a few days now."

Former prosecutor Erin Wolfe says the detectives have a tough case to crack, but she says the intense media attention can help.

Wolfe said, "Can cases be prosecuted without a dead body?  Of course they can. Have they been successfully prosecuted without a body, yes they have.  But, it's an extremely difficult hurdle to overcome."

Now, all detectives can do is wait.

They served a search warrant on her condo, looking for everything from hair fibers to cell phones.  They also served a warrant on his car in New York.

Rothwell was born and raised in Maryland and went to college in southern Colorado. As a human resources employee for a hotel chain, she moved to Florida in 2006 and immediately rented the Gulf-front condo. Neighbor Ken Williamson described the young woman as "quiet and sweet."

"But when we got Dave in here, that was a different story," said Williamson, who is 76.
Perry, now 46, met Rothwell in line at Sweet Tomatoes, a salad bar chain. Rothwell's sister Lindsay said Perry wasn't living in Florida at the time but moved from New York "in a matter of two to three weeks."

Lindsay Rothwell didn't know much about the couple -- "Kelly was always private with her relationships" -- but said she visited them once and found herself wary of Perry because he had a bad temper.

"He kind of made her distant from her family," the sister said. "She always seemed like she couldn't talk. It's almost like he put her in a trance."

Perry was a corrections officer in Elmira, N.Y., and had at least two children from a prior relationship. According to New York Department of Corrections records, Perry was hired in 1986, went on sick leave in 2004 and never returned to duty. He retired in 2005.

Lindsay Rothwell and others who knew Rothwell said Perry monitored her online activity and texted her incessantly.

Neighbor Williamson said Perry's temper would change quickly and he would get angry at small incidents. Once, Williamson washed his deck, which was near Perry's parking space. Water had dripped on Perry's car.

"He went ballistic," Williamson said, adding that he called police because he felt so threatened. No arrests were made.

Now we learn that David Perry has been  arrested in Horseheads, New York on an unrelated charge. New York State police have charged David R. Perry, the boyfriend of missing Florida police cadet Kelly Rothwell, with 2nd degree insurance fraud and grand larceny. The 47 year old David Perry accused of faking an injury while he was a New York State Correctional Officer at the Elmira Correctional Facility in 2003 to obtain a disability retirement.
