Melisb, Years ago when we got paper copies of our nursing license, a home health agency hired an RN. Later it was found she had forged the license changing it to her name. She had never been to RN school. The home health agency turned her in, they had to repay all monies received for the cert periods she had done visits, lost the ability to bill medicare/medicaid for services for a period of time,(seems like it was 1 or 2 years) which caused them to have to close.
Now when a nurse applies or is hired in Texas, the employer goes to http://www.bne.state.tx.us/ puts in the persons name and verifies licensure. You can put in Billie Jean Dunn, click on the one that lives in CC and read when she was first licensed, when she lost her license and why. Obviously her lawyer took her word for why she lost her license instead of getting the truth. Of course nothing is ever her fault. It's always someone elses.
It is the responsibility of the nurse to renew but as an employer, it's also their job to verify(as you said someone in HR). Obviously the person in HR didn't do their job(wonder if they are still employed) whether they just didn't do it or were covering for Billie. The other sad part is, when her co workers found out, they gathered a $$ collection to pay to have it renewed. To show her gratitude, she didn't show up at the nursing board hearing so her license was revoked.

According to Tx rules, she wouldn't be able to fight to have it reinstated at this point. She would have to go back to school and pass boards again AFTER the board agreed for her to do so.

BTW license's expire the last day of your birthday month. If I remember correctly, you initially get a 1 year license, renew the first time and get a 2 year license which continues to be a 2 year license thereafter.

I'd be interested in knowing when the last time was that Billie Jean worked as a nurse, LVN in the hospital.   She stated she was working as a secretary/unit clerk at the hospital when Hailey disappeared.   And was her license revoked only because she didn't pay to renew or were there other infractions?   

I'm surprised that she was able to work at the same hospital as a secretary/unit clerk after putting the hospital at risk for practicing without a license.   The way everything is so regulated in the hospitals from licenses, to insurance contracts, JHACO , etc, the hospital could have been reprimanded using money, accredidation, or worse.

Lots of unanswered questions.

You are correct in all areas Thunder and it's the same way here in FL.  I didn't go into it very far like you did but I was also wondering if the hosp admin kept this quiet because they didn't want to return revenue collected while she performed her duties unlicensed?  Of course we don't know if the hosp took necessary steps and rectified the situation but it worries me that this might have gone on and nothing was done about it.  How many others have had this major oops?  Some agencies go online to verify licenses but my co would only allow us to call personally which I like much better.

I think he's realllly been pushing it with his statements lately.  He has said, as an expert, a lot of things that are presented as fact when they're conjecture.   Or if they're fact, he isn't presenting the source.  But this repeated statement about Hailey in a sexual act with SA - to me, it was just way too much.  It's amazing how just the flipping of two names makes a wholllllle different context, or "feel", and I didn't like that feel one bit.  Just my opinion.

I say Bring It On!! She would have to get on the stand and prove Peter is a liar and open herself up to some hard questioning that she can't plead the 5th on. That testimony could and probably would be used against her in a court of law. Hailey is the only trustworthy person that can say Peter is telling lies. Bring Hailey to court and let her testify to the truth!. JMO I think Peter got too close to the truth. Billie has become emotional twice, when Shawn's cheating was discussed and when Peter was asking her questions she didn't want to answer on BTH radio blog. Both were when she was confronted with the truth. Did Peter get too close to the truth to bring out this emotion? She wasn't emotional when Shawn said Hailey was promiscuous.

Investigators: Adkins Remains Lone Suspect in Dunn Disappearance

Authorities in Colorado City say Shawn Adkins remains the lone suspect in the disappearance of 13-year-old Hailey Dunn.

Even though there's no too much information to release about the case, law enforcement says the investigation remains very active.

Colorado City's City Manager Pete Kampfer adds officers are still working the case.

"Sometimes these cases will go on for months and all of a sudden everything will hit," Kampfer told CBS 7.

Kampfer says despite the hard work of investigators, there remains one missing link.

"You have to have a person or body, physical evidence that something occurred, so we need Hailey and that's a big part of the case right now," said Kampfer.

The Latest On The Search For Hailey Dunn 05/16/11

Colorado City, Texas- There have been weekly searches conducted for missing 13-year-old Hailey Dunn since she first went missing just after Christmas last year. City officials tell us even though there's not much new information being released the criminal investigation is still very active.

Two officers have been assigned to handle only her case. It's being worked by City Police and the Sheriff's office.  ::snipping2::


"We're waiting for more information related to Mr. Adkins and finding Hailey. They want to build a better case to really make sure it's a slam dunk for prosecution," said Kampfer.  ::snipping2::

Hailey Dunn Anniversary Falls Near National Missing Children's Day

COLORADO CITY, Texas -- Friday will be exactly five months since Colorado City teenager Hailey Dunn was last seen alive and five months of searching has turned up no clues in her disappearance.

The City Manager of Colorado City, Pete Kampfer, meets with the police chief weekly to talk about the investigation, but volunteers are scaling back their search for the missing girl.

"They come in every weekend raring to go they want to find Hailey," said volunteer Kristy Lloyd.

Daily searches for Hailey Dunn slowly decreased to twice a week and now five months into the search only five volunteers make it out once a week.

After 5 months and no sign of Hailey Dunn, investigators insist they're not giving up.

Hailey's grandmother, Connie Jones, says the family is torn apart as each day passes by without answers.

"It seems like 5 years, it's just dragging on," she said.

Authorities say leads have been less frequent in the past few weeks. "We made some good progress at the beginning, but leads have slowed down," said Mitchell County Sheriff Patrick Toombs.

Why has there been no arrests in the criminal investigation into the disappearance of Hailey Dunn?

There may be several answers to this question.

Prosecution of a homicide without a body is difficult, though not impossible.  There is no reason why a rush to prosecution should be done, as a failed prosecution is useless in terms of both justice, and protecting society from murderers.

2.  Scope.  

The child pornography issue may have a much larger scope than law enforcement was prepared for.

Child pornography is often like a large tree with many, many branches.  Each trader in child pornography may have gotten it from someone else, and may not be a producer.  Recently, we saw that a police officer resigned after being accused of child pornography.  How close was he to Colorado City?  Was there any trading with locals?

The investigation into child pornography possession by one or two individuals, even with 3 counties involved, could be complicated, but with more than 100,000 deviant images, it is not only the amount of time it takes for verification, but the scope of involvement can spread wildly in all directions.

The scope may go as far as Europe, as the sources are learned.

3.  Producer of child pornography.

If Adkins produced child pornography, the investigation would be intense, seeking out victims and conducting interviews.  This would take on a very different form of investigation and the man hours would be extensive.

It may be that the child pornography will lead to the recovery of Hailey, as is the hope of many.  If police are no closer to finding her remains they would likely be willing to make a deal in the child pornography possession case in exchange for the location, but until a Grand Jury is presented with the evidence, or an arrest is effected, the District Attorney's office continues to say little about the case of a 13 year old who was last seen on December 27th, 2010.

The case is now 5 months old, which, given the affidavit regarding child pornography found, is surprising that no arrests have been made.

The images were found after officials seized several electronics and media storage devices from the home of Hailey's mother, Billie Jean Dunn, and the home of Shawn Adkins' mother in Big Spring after executing a search warrant. Adkins, the former boyfriend of Billie Jean Dunn, is the only named suspect in Hailey's disappearance.

Toombs said one reason no arrests have been made is the sheer volume of material that has to be analyzed.

"There was so much of this stuff, on so many different devices, and in order to get an arrest, and eventually a conviction, we have to make sure we know who was responsible for what," Toombs said.

Part of the investigation also is focused on what may have been downloaded or added to the devices intentionally, and what may have been stored on the devices inadvertently.

"Because of where some of the files were found, we have to make sure we know if things were downloaded on purpose. The computers involved were not secured, and so any number of people that had access to them could be responsible. We're going to take the time to figure it out and make the best possible case," he said.
