And if it is a loan, who pays it back?  

I never heard of a state borrowing money.  Isn't their money funded by our government?

They do it all the time. It is just a loan from the state general fund until they can secure some more funding from other sources or the Federal government. This is really no big deal.

Oh, so basically they used their budget and are going to borrow some money from other areas.  Okey dokey.

it is very common today for states to borrow money. Sadly, almost no government does not borrow.
Well since this dilemma was caused by the huge amount of foreclosures.....and we, the taxpayers are paying for those mortgage companys losses, I feel the mortgage companies/banks should have to pay this loan.....How many times does a taxpayer have to pay for the same thing, in a sense?

Hi, CBB--Did the storms get you?  OK in PF.
The outfit Cindy brought for Casey is disgraceful.  Cindy is not exactly a fashionista, but to make her daughter wear that is outrageous.  And Casey has no choice, she must wear what she's given.  Not that she deserves a choice, but if Cindy loves her as much as she says, she would not do this to her.  IMO
