Scalpels and Maniacs

When I think of scalpels, I think of skilled physicians.  I keep hearing that Obama is going to be using a scalpel on the budget.  Obama is not a physician. 

What are the next things that come to mind?  Folks with scalpels?  Maniacs in horror movies.  Slashers...

When someone attacks a financial budget, do they really need a scalpel?

Or, do they need folks that are successful in management?  Folks that have turned around sinking boats, brought business back from the financial grave?

What good is a maniac, armed with scalpel, hacking away at the nation's finances?

If the tool don't fit, you must acquit.
